About this file
This document is an Addendum to Evaluation for commercial products and commercial services under a simplified acquisition procedure.
The evaluation will be conducted in accordance with FAR 13 and supplemented by DFARS and DLAD regulations. Award will be made to a responsible contractor whose technical approach is acceptable and whose price is fair and reasonable, based on lowest price for a technically acceptable offer. The Government reserves the right to make a single award to the offeror whose offer is in the best interest of the Government, which means offerors proposing less than the entire effort specified may be deemed unacceptable. Evaluation uses three factors in the following ranking order: (1) Technical Capability, (2) Price, and (3) Delivery. Technical Capability is evaluated using a two-tier rating system where quotes receiving an "Acceptable" rating meet solicitation requirements and demonstrate adherence to technical specifications with exact items provided, while "Unacceptable" quotes fail to meet requirements or provide exact items requested. Quotes rated "Unacceptable" will not have their price factor evaluated. Price evaluation applies only to technically acceptable quotes, with the lowest priced technically acceptable offeror selected for award. Delivery quotes must meet the required delivery date (RDD) specified in the solicitation's Delivery Information section or propose an alternative delivery date nearest to the RDD using expedited means. For options, the Government will evaluate offers by adding total option prices to the basic requirement total price and may determine an offer unacceptable if option prices are significantly unbalanced. Potential contractors will be screened for responsibility in accordance with FAR 9.104.

Addendum to Evaluation - Commercial Product and Commercial Services
This evaluation is conducted in accordance with (IAW) Federal Acquisition Regulation (FAR) 13, Simplified Acquisition Procedures, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS) and the Defense Logistics Acquisition (DLAD). These regulations are available electronically at the Federal Acquisition Regulation website, https://www.acquisition.gov/. A contract may be awarded to the contractor who is deemed responsible IAW FAR 9.1, whose technical approach is deemed acceptable IAW the solicitation, and whose price is determined fair and reasonable. Award will be made on the basis of lowest price, technically acceptable meeting or exceeding the acceptability standards for the non-cost factor of Technical Capability. Single Award evaluation - due to the interrelationship of supplies and/or services to be provided here under, the Government reserves the right to make a single award to the offeror whose offer is considered in the best interest of the Government, price and other factors considered. Therefore, offerors proposing less than the entire effort specified herein may be determined to be unacceptable.

1) Factor 1 - Technically Capability
2) Factor 2 - Price
3) Factor 3 – Delivery
Factor 1 - Technical Capability. Technical capability will be evaluated by Table 1 - Technical Ratings table below.
If the offeror is deemed Unacceptable, then the price factor will not be evaluated.
