About this file

This document is an amendment to a solicitation for clinical chemistry analyzers. The Indian Health Service is seeking cost per test agreements for equipment, services, and supplies to perform and maintain a clinical chemistry analyzer program, reagents, and service across multiple medical laboratories in Oklahoma. Site visits are available from November 10-13, 2020 and the response deadline was extended to November 11, 2020 by 4:00pm CST. The opportunity is open to full and fair competition, with evaluations based on the factors in the original solicitation. Products must meet the minimum requirements outlined and fit within the space constraints provided for each clinic location. The El Reno clinic will require an analyzer when their new facility is completed in October 2021. No information is available on current contractors or contracts due to privacy restrictions.

Release Date: October 21, 2020 Solicitation Number: IHS-21-0004 Closing Date: NLT 4 PM CST on November 20, 2020 Questions Due: NLT 4PM, Central Time, October 30, 2020

Questions Posted: NLT 4:30PM CST, November 6, 2020

AMENDMENT#1

QUESTIONS RECEIVED BY 4PM CST, OCTOBER 30, 2020.

1. Please confirm that the spacing cited in Section 2.A.V. includes space for maintenance, UPS, etc.

Limited additional space is available at Clinton and Wewoka. For all other locations, space listed in the solicitation is what is available.

2. At the larger sites, does the spacing cited include space for the 2 instruments required for redundant systems (2.A.VII)?

Clinton has extra space however for all other facilities, the space given is all that is available to accommodate the equipment. All instruments required will need to fit in the space outlined in the solicitation for each site.

3 2.A.I. – indirect ISE, as written, is unduly restrictive of competition in that it solely locks out Ortho Clinical Diagnostics. The original Solicitation provided “or equal” to allow for the same or better. Vendor respectfully requests “or equal” be added so as to allow for competition.

All quotes that meet the minimum requirements will be evaluated. “Or equal” quotes will be accepted as long as the “or equal” item quoted meets those minimum requirements

4 Vendor requests site surveys to better be able to determine the best solution in space available.

The following dates and times are available for a site visit for each of the facilities. If you are planning on a site visit, you must contact the contacts on this solicitation before going to the facility. Due to COVID-19, all people entering the site will have to wear masks and may be subject to pre-entry screening.

5 Vendor notes the solicitation is titled “Siemens+Solicitation+102120”. Vendor seeks clarification that the Solicitation is open to those meeting the requirements, meaning all offers will be fairly and equitably considered based on the evaluation factors cited therein, and that the Solicitation is not intended as a work around a Sole Source to Siemens.

The attachment was named for tracking purposes from the original solicitation. It is in no way meant to be pre-selective. The attachment shall be re-named. The solicitation is open to full and open competition and all proposals will be evaluated based on the evaluations factors outlined in the solicitation.

6 Please verify if El Reno – should be included or not – in one section it doesn’t list them but then there are patient volumes and in the install dates – that location is listed.

El Reno Clinic is in the process of being built. The analyzer will be needed when the facility is completed in October of 2021. The test volumes are from the send outs being ordered currently by their providers. These would be equivalent to what would be tested on an analyzer in their laboratory if they had one currently.

7 Could you please tell me if this is a new requirement, or if there is a current or previous contractor who has performed similar services? If available, can you please send along the incumbent contract or task order number?

At this time, information pertaining to the current contractor/contract is not available.

This information can be sought by filing a request under the Freedom of Information Act. Information on the Freedom of Information Act can be found at www.foia.gov

The Solicitation is hereby extended to accommodate possible site visits. The due date will now be Wednesday, November 11, 2020 nlt 4pm CST.

Quotes must acknowledge all amendments. All other terms and conditions remain the same.
