CLARIFICATION: Yes
3. Section 2.4. b and c of the Specifications: Is there an existing grounding system that will be utilized? If not, will a new grounding system be required? If so, what type of new grounding system will be required?
CLARIFICATION: There is an existing ground at the site location and may be used if it meets the manufacturer specifications and appropriate surge suppression must be installed in accordance with NFPA 70, NEC.
4. Part II Section 3.4 of the Statement of Work indicates that a continuous ground ring is required to be installed under the sidewalk. How will this be accomplished if the sidewalk is existing?
CHANGE: Please refer to Amendment dated March 28, 2011.
5. Can we use the existing cable raceways that enter the administration building wall from the dog-run?
CLARIFICATION: No
6. Will the Government provide a console for the mounting of the new Graphic Control Unit in the Control Room?
CLARIFICATION: A temporary console shall be provided by the contractor until the existing system is removed and the new system is put into its place.
7. Will we be able to utilize existing cable raceways from the microwave systems at the sallyport to the communication equipment room?
CLARIFICATION: No
8. Will a roof penetration be required for the weather station cable raceway, or will we be allowed to penetrate the wall of the administration building?
CLARIFICATION: You may utilize existing roof access, which is a direct penetration to the roof.
9. Will we be able to utilize existing conduit paths or spare conduit for the new system, or will we be required to install all new conduit?
CLARIFICATION: No, install new conduit.
10. Will we be able to utilize any existing equipment or enclosures?
CLARIFICATION: The only enclosure that may be re-used is the control room cabinet that currently contains the existing fence system.
11. Is there any existing fence that must be replaced or repaired? If so, is there an estimate on how much of the existing fence must be replaced?
CLARIFICATION: The existing fence appears to be suitable for installation of the system specified within the statement of work.
12. Part II Section 1.5 subsection A.2.b of the Statement of Work states that a sidewalk shall be constructed below the system. Will a new sidewalk be required for this project, or will the existing sidewalk be sufficient?
CHANGE: Please refer to Amendment dated March 28, 2011.
13. Part II Section 1.5 Subsection 5 of the Statement of Work indicates that the cable should be routed in a duct bank. Does this mean that the conduit should be encased in concrete?

1. FCC Victorville is comprised of three complexes. Is this IFB for all three complexes or one in particular? In all places the IFB refers only to FCC Victorville and as there are no drawings as part of this solicitation it is unclear if this project is for FCI Victorville Medium I, FCI Victorville Medium II, USP Victorville or a combination thereof.
CHANGE: Please refer to Amendment dated March 28, 2011.
2. Which of the four facilities is being upgraded?
CLARIFICATION: FCI Victorville Medium 1.
SUBMITTED BY: APPLE VALLEY COMMUNICATIONS
1. It would be very helpful if as-built drawings of existing perimeter detection system could be provided?
CHANGE: Please refer to Amendment dated March 28, 2011.
2. Will CAD Files be available to awarded contractor? Will there be a charge for such files?
CLARIFICATION: Yes Auto Cad Drawings will be available for the awarded contractor to use as a base line. There will be no charge.
3. The plans provided appear to be for typical reference only and not for use at the specific site. Sheet QE-101 indicates a Console Location and a location for a Perimeter System Rack. The console location is existing, and should be able to accommodate the graphic panel. My concern is the perimeter system rack does not exist in location. Will contractor be required to provide a new rack or can space be made available in an existing rack in telecom equipment room?
CHANGE: Please refer to Amendment dated March 28, 2011.
4. Statement of work states we are to use existing UPS equipment to power all equipment. Does existing UPS have enough Power for equipment at console and Perimeter System Rack?
CLARIFICATION: Yes
5. Will connection or interface with Mobile Maps be required in this new installation?
CLARIFICATION: Please follow the statement of work.
6. Please provide an estimated start and completion date. I have review docs provided and found that in Section 4 Contract Clauses we have 10 days after NTP to commence work and 182 Calendar Days to complete. Do you have a customer’s estimated start date or estimated date of award?
CLARIFICATION: No
7. I have reviewed docs have not been able to locate what is expected of existing systems functionality during upgrade. One upgrade begins onsite, will it be acceptable to take down existing system? Will contractor be responsible for security during upgrade?
CLARIFICATION: The Federal Bureau of Prisons FCC Victorville is responsible for the security of the institution; therefore the existing detection system will remain active through the upgrade process. The existing system will be disassembled and removed, once the upgrade is complete and the new detection system is tested per manufactures specifications.
8. Will customer facilities be available for contactor use or will it be contractor’s responsibility to provide portable toilets.
CLARIFICATION: The Federal Bureau of Prisons, FCC Victorville will not provide restroom service.
9. Will equipment staging area near this FCC#1 be made available? Could it be near the rear gate? I believe worst case is one Conex box and portable toilet would be all that is needed.
CLARIFICATION: The Federal Bureau of Prisons, FCC Victorville will provide a secure lay-down area for storage of all equipment and material deliveries from the contractor. The contractor will work with the contract technical representative assigned to this project for issues related to storage. There will be a designated area near the rear gate sufficient to house a Conex and portable toilet.

1. The bid documents (Conceptual Documents) are representative of a facility with a different layout than the actual facility. Can the BOP provide actual drawings for the facility and actual distances for each zone?
CHANGE: Please refer to Amendment dated March 28, 2011.
2. The bid documents “Statement of Work” identify several work items that are already actually in place on the existing system such as the perimeter security enclosures for the fence processors, the zone identification signs on the outside of the fence, the sidewalk around the fence, the perimeter grounding system, etc. Please confirm that those items in place are considered not applicable to the scope of work.
CHANGE: Please refer to Amendment dated March 28, 2011.
3. Appendix C describes test procedure requirements. Milestones for these procedures begin with a Factory Test 300 days before substantial completion. Since this project has a completion date of 182 days from NTP, the dates in this section obviously do not make sense. Please provide a revised Appendix C indicating what testing milestones are required for this contract.
CHANGE: Please refer to Amendment dated March 28, 2011.
4. Please confirm that Appendices D, G, H, I, J are for reference only and do not constitute a required scope of work for this contract.
CLARIFICATION: The appendix provides reference to technical design guide lines which are acceptable methods and materials for secure construction.
5. Installation of the new system will require new data cable to be installed to each perimeter security enclosure. Please confirm that the contractor can assume the new cable can be pulled into the existing conduit which currently runs around the perimeter from each perimeter security enclosure to the next.
CLARIFICATION: Conduit will be installed per code referenced in the statement of work, duct bank or conduit installed between the inner and exterior fence line may be embedded in earth. Contractors will not use existing conduit paths or enclosures.
