Responses to Questions
Question: A bidder stated that in specification section 00 08 30, page 1, the list of drawings includes a sheet A916 that doesn’t appear in the set of drawings and sheets A612 and M302 are included in the plan file, but not listed in the index on specification section. 00 08 30. Please clarify.
Response: Sheet A916 should not be shown in the index on specification section 00 08 30. This sheet does not exist in the set. Sheets A612 and M302 are in the drawing set and should be shown in the index of specification section 00 08 30. The attached document, labeled 00 0830, shall be referenced in lieu of the corresponding pages previously provided in Project Specification Volume II, dated June 24, 2015.
Question: A bidder stated that the specifications and drawings do not specify any interior signage. The only exterior signage we have found is the handicapped signs on the parking lot. Were these specifications/drawings omitted?
Response: Code required signage such as that for restrooms, assembly and egress should be provided in compliance with ABA. Other signage, if desired by owner for interior spaces or exterior building needs to be ABA compliant and Bureau of Prisons approved. Following guidelines must be considered.
SIGNAGE
GENERAL - Signage required to be accessible by 4.1 shall comply with 4.30
CHARACTER PROPORTION - Letters and numbers on signs shall have a width-to-height ratio between 3:5 and 1:1 and a stroke width-to-height ratio between 1:5 and 1:10.
COLOR CONTRAST - Characters and symbols shall contrast with their background - either light characters on a dark background or dark characters on a light background.
RAISED CHARACTERS OR SYMBOLS - Letters and numbers on signs shall be raised 1/32 in (0.8 mm) minimum and shall be sans serif characters. Raised characters or symbols shall be at least 5/8 in (16 mm) high, but no higher than 2 in (50 mm). Symbols or pictographs on signs shall be raised 1/32 in (0.8 mm) minimum.
SYMBOLS OF ACCESSIBILITY - Accessible facilities required to be identified by 4.1, shall use the international symbol of accessibility. The symbol shall be displayed as shown in Fig. 43(a)

MOUNTING LOCATION AND HEIGHT - Interior signage shall be located alongside the door on the latch side and shall be mounted at a height of between 54 in and 66 in (1370 mm and 1675 mm) above the finished floor.
Question: A bidder stated Sheet A612 of the construction drawings shows an Equipment Legend. Will all of this equipment (refrigerators, analyzers, centrifuges, incubators, etc.) be provided by the owner?
Response: The equipment shown on the sheet A612 “Equipment Legend” as well as on the “Ground Floor Equipment Plan” is owner provided.
Question : A substitution request for “Direct Digital Controls, Section 23 09 23.” “Smart Struxure by Schneider Electric substituted for specified products, “InterOp/Metasys/Apogee by Automated Logic / Johnson controls / Siemens” respectively, was submitted.
Response: Direct Digital Controls, Section 23 09 23.” “Smart Struxure by Schneider Electric substituted for specified products, “InterOp/Metasys/Apogee by Automated Logic / Johnson controls / Siemens” has been approved as an equal. The attached document, labeled 23 09 23, Question: A bidder submitted a request for “certain VAPORCHECK II 15-MIL CLASS A VAPOR BARRIER” be inserted as an approved equal or better product in specification section 03 30 00 or 07 26 00
Response: The product has been approved as an equal for bidding purposes. The attached document, labeled 03 30 00, shall be referenced in lieu of the corresponding pages previously provided in Project Specification Volume II, dated June 24, 2015.
Question: A bidder asked if Barrier-Bac IntPlus XF Film and seam tape be approved as an equal for under-slab vapor barrier and seam sealant?
Response: The product has been approved as an alternative for bidding purposes. The attached document, labeled 03 30 00, shall be referenced in lieu of the corresponding pages previously provided in Project Specification Volume II, dated June 24, 2015.
Question: A bidder asked what the warrantee is for material and workmanship?
Response: The clause at FAR 52.246-21 is applicable in addition to Specification Section 01 70 00 part 1.4, D and 01 66 00 part 1.6 among other product specific sections.
Question: A bidder requested clarification-Doors 101A & 101B are on the door schedule but there isn’t any head, jamb or hardware assigned.
Response: The attached revised drawing sheets A101, A411, A601 and A913, dated August 27, 2015 provide the required response. The revised drawing sheets shall be referenced in lieu of the drawing sheets previously provided in Project Construction Drawings, dated June 24, 2015.
Question: A bidder requested clarification - Doors 117 & 118 are in hardware schedule but not on door schedule. Are these doors assigned to rooms 117 & 118?
Response: The attached revised drawing sheets A101, A411, A601 and A913, dated August 27, 2015 provide the required response. The revised drawing sheets shall be referenced in lieu of the drawing sheets previously provided in Project Construction Drawings, dated June 24, 2015.
Question: A bidder stated that CertainTeed has equals to both Cirrus and Optima, which are currently Basis of Design. The bidder requested asked if there was any hesitancy about having the contractors submit these as substitutions?
Response: We will proceed with ceiling tiles as specified. The current product has been specified because of specific noise reduction requirements.
Question: A bidder requested clarification - Room 101 has note IF 5 that indicates a transition from CPT 1 to VCT 1. The finish plan indicates only VCT 1 at the vestibule.
Response: The attached revised drawing sheet A611, dated August 27, 2015 provides the required response. The revised drawing sheet shall be referenced in lieu of the drawing sheets previously provided in Project Construction Drawings, dated June 24, 2015.
Question: A bidder stated rubber base spec is missing from specifications, but shown on drawings sheet A61.
What is the rubber base?
Response: The attached specification section 09 65 13 Resilient Base and Accessories, dated August 27, 2015 has been added to the Project Specification Volume II, dated June 24, 2015.

Question: A bidder asked if addition manufacturers could be listed for booster pumps.
Response: Additional manufacturers were added. The attached document, labeled 22 11 23, Question: A bidder asked if it would be acceptable to utilize a cell phone in our field office in lieu of the expense of installing a land line into the trailer. Also, he asked if bidders were required to use radios for communication on site instead of cell phones.
Response: Cellular telephones will be allowed to be used in lieu of a land line telephone in the designated job trailer. This cell phone must stay in the job trailer during all work hours, and is to be taken off site at the conclusion of every work day. Cellular telephones may also be used and kept in personal vehicles. These cell phones must be kept in the personal vehicles at all times and are also be taken off site at the conclusion of every work day. No cellular telephones of any kind are to be used on the job site, with the exception of the two instances described above. Two way radios will be allowed for communication on the job site. The frequencies of these radios must be known prior to their use.
Question: A bidder asked if project meetings occur in an onsite building such as the Staff Development Center, or if a job trailer would be required to be large enough to hold the meetings? If a job trailer large enough to house the meetings would be required, the bidder asked for an approximate number of BOP staff representatives that would attend to enable them to provide the appropriate size trailer.
BOP Response: All Progress Meetings will be held in the Staff Development Center or other government provided location.
Question: Can the duties of Superintendent and CQC Manager be performed by one person?
BOP Response: Yes, the duties of Superintendent and CQC Manager may be performed by the same person.
