QUESTIONS AND ANSWERS

USP LEE – UPGRADE APTS

IFBP01171700002 - PROJECT 1B7Y

SUBMITTED BY Microgrid Generation Services:

1. Could you please provide data sheet and wiring diagrams of each GE Spectra Switchboards showing the connection for the essential and nonessential breakers and power meters?

CLARIFICATION: NOT AVAILABLE.

2. Please provide wiring diagram of the existing controller showing all I/O connections.

CLARIFICATION: THESE WILL BE MADE AVAILABLE UPON AWARD TO THE PRIME CONTRACTOR.

3. Would you be able to provide functional software codes of the existing 90-30

PLC?

CLARIFICATION: NOT AVAILABLE.

4. Please confirm if the existing I/O connections/ wires route through the electrical rooms from each switchboards. Please indicate which of the following locations have the existing wires that can be used for the new remote PLCs.

a. H1

b. H2.

c. H3

d. Area A, B,C & D,E,F ,G and H

e. Central Utility Bldg

f. Garage/ Landscape

g. Warehouse

h. Camp Shared Facilities

i. Camp housing

j. Administration building

CLARIFICATION: PLEASE SEE DRAWINGS. THE DRAWINGS CALL FOR NEW WIRING BETWEEN

SWITCHBOARD AND NEW I/O CONTROL PANELS FOR EACH BUILDING. THERE IS TYPICALLY A

“PMCS” (POWER MONITORING AND CONTROL SYSTEM) PULLBOX IN EACH ELECTRICAL ROOM

WHERE THE EXISTING WIRES ARE PULLED FROM THE SWITCHBOARD BEFORE BEING ROUTED

OUTSIDE TO THE CENTRAL PLANT BUILDING.

5. Please confirm the availability of existing fiber optic cables at each remote I/O PLC locations. How many strands are available and what is the size of each fiber cables?

CLARIFICATION: THIS INFORMATION IS SHOWN ON THE DRAWINGS. SEE E102, KEYNOTE 6

WHICH STATES THAT THE FIBER OPTIC CABLE IS EXISTING FROM EACH BUILDING TO THE

ADMINISTRATION BUILDING. THERE IS EXISTING FIBER IN ALL “ELECTRONICS ROOM” (NOT

“ELECTRICAL ROOM”) WHERE IDF CABINETS ARE LOCATED FOR SERVING EACH BUILDING. IN

MANY CASES THE I/O CONTROL PANEL FOR THE BUILDING WILL ALSO BE HOUSED IN THE

“ELECTRONICS ROOM” BUT NOT IN ALL CASES. CONTRACTOR IS RESPONSIBLE FOR PROVIDING

CONDUIT FROM IDF CABINET TO THE I/O CONTROL PANEL AND PULLING FIBER.

6. Is there an existing conduit from Main Control Panel to the Network Cabinets in the Administration building to route the fiber optic cables? What is the linier distance from the Main control panel to the network cabinets located in the administration building?

CLARIFICATION: THIS QUESTION DOES NOT MAKE SENSE. THE MAIN CONTROL PANEL IS IN

THE CENTRAL PLANT BUILDING. THE NETWORK CABINETS ARE LOCATED IN THE

ADMINISTRATION BUILDING. THE OUTDOOR CONDUIT SYSTEMS AND FIBER ARE ALL EXISTING,

THEY GO FROM THE ADMIN BUILDING MDF COMMUNICATION RACK TO ALL OTHER BUILDING IDF

COMMUNICATION RACKS. THE NEW CONDUIT IS REQUIRED BETWEEN EACH COMMUNICATION RACK

AND THE RESPECTIVE I/O CONTROL UNIT. SEE E102.

7. Sequence of operations:

a. How is the generator connected to the new controller? Is the new PLC starting/stopping the generator and synchronizing?

CLARIFICATION: THE GENERATOR STARTING/STOPPING AND SYNCHRONIZING IS ACCOMPLISHED

BY THE EXISTING GENERATOR SWITCHGEAR “GSG-4A”. THE NEW PLC SYSTEM IS ONLY

CONTROLLING THE OPERABLE BREAKERS AT EACH BUILDING IN ORDER TO CONTROL THE

“ESSENTIAL” AND “NON-ESSENTIAL” LOAD CIRCUIT BREAKERS. PLEASE SEE DRAWING E002

FOR FURTHER INFORMATION.

b. How is the generator synchronization function controlled and does the new PLC take any action to mitigate generator operation?

CLARIFICATION: THE GENERATION FAILURE TO SYNC SIGNAL IS SENT TO THE PLC SYSTEM SO THAT THE PLC SYSTEM DOES NOT OPERATE THE BREAKERS WHEN THE GENERATORS HAVE FAILED

TO SYNCHRONIZE. NO ACTION IS TO BE TAKEN BY THE PLC TO MITIGATE GENERATOR

OPERATION.

c. Is the event of utility loss, which control system manages the utility and 52G breakers?

CLARIFICATION: EXISTING GENERATOR SWITCHGEAR “GSG-4A”, NOT THE NEW PLC SYSTEM.

d. What are the real time inputs from the generator and how are they going to be connected?

CLARIFICATION: PLEASE REFER TO SHEET E002 WHERE THIS INFORMATION IS DISCUSSED.

SPECIFICALLY SEE NOTE 6 UNDER “PROGRAMMABLE LOGIC CONTROL (PLC) SYSTEM”.

e. How many total Input and outputs are required for each switchboards and generators?

CLARIFICATION: REFER TO SHEET E002 AND SPECIFICATIONS TO ENSURE THE CORRECT

QUANTITY INCLUDING SPARE CAPACITY IS CONSIDERED.

f. How many 4-20 mA signals are required and what are their functions? What are the control sequence for the 4-20 mA signals?

CLARIFICATION: THE 4-20 MA SIGNAL IS FOR THE GENERATOR CAPACITY TO BE READ BY THE

NEW PLC SYSTEM.

g. Does the remote PLCs require 4-20mA I/O?

CLARIFICATION: Not required, but the remote PLC does need to sense the reading from the power meter in each main switchboard of the building. The reading from each meter shall be transmitted to the main PLC / SCADA Desktop Computer.

h. How many digital power meters are required? Is there a preference for interfacing the digital meters? Can it be connected with each remote PLC by Cat 6 and then broadcasted by the remote PLC?

CLARIFICATION: A DIGITAL METER FOR BOTH ESSENTIAL AND NON-ESSENTIAL LOADS IS

REQUIRED AT THE MAIN SWITCHBOARD AT EVERY BUILDING. REVIEW THE DRAWINGS FOR EXACT

QUANTITY. YES THE DESIGN ASSUMES CONNECTION FROM METER TO REMOTE PLC USING CAT 6

CABLE.

8. Is there a preferred mounting location for the 7” HMI monitor? Does it need to be inside or outside of the new 2’x2’ enclosure?

CLARIFICATION: THE PREFERENCE WOULD BE FOR IT TO BE VISIBLE ON THE ENCLOSURE,

HOWEVER THIS IS NOT A REQUIREMENT.

9. How would material receiving be handled? Do we need to be present when shipment arrives?

CLARIFICATION: SEE PAGE 70 OF THE SPECIFICATIONS. THE FBOP WILL NOT BE

RESPONSIBLE TO RECEIVE YOUR PRODUCT. WHILE IT MAY BE DELIVERED, PRIME CONTRACTOR

STAFF WILL BE RESPONSIBLE TO RECEIVE ALL DELIVERIES.

10. What is the minimum advance notice required for the extended work hour requests? What is the process to manage extended work hour request for the same day due to unforeseen situations?

CLARIFICATION: SEE PAGE 7 OF THE SPECIFICATION.

11. Can we share drawings with subcontractors for bidding purposes?

CLARIFICATION: YES.

12. Is there a requirement for Arc Flash study for each switchboards?

CLARIFICATION: NO.

13. Questions and request made during and after the site visit has direct impact on the bid, would you consider extending bid submission date so we can process all the information?

CLARIFICATION: NO, THIS IS THE SECOND TIME THIS REQUIREMENT HAS BEEN PUBLISHED.

THE CLOSING DATE WILL REMAIN AS IS.

SUBMITTED BY VIRGINIA ENERGY:

1. Can we have enough guards to support 3 actives in 3 different locations.

Example working on Manholes, running conduit, pulling out old copper wire, this is just one example there are many others on this project.

CLARIFICATION: THE FIBER BACKBONE IS EXISTING. ALL COPPER WIRE IS NEW AS SHOWN ON

DRAWINGS.

9. There are 18 existing electrically operated breakers the new system will be controlling that have not had any maintenance performed since installed. The need to be inspected, tested and have preventive maintenance performed to insure the system will function properly. Please confirm this is to be included in the bid pricing.

CLARIFICATION: THE ENTIRETY OF THE NEW SYSTEM SHOULD BE TESTED AND DEMONSTRATED

AS FUNCTIONAL. PERFORMING TESTING AND PREVENTATIVE MAINTENANCE IS NOT INCLUDED IN

THE SCOPE OF WORK.

10. The specifications and drawings show that the new master terminals display parallel system data and engine data from the existing generator parallel system however it does not state that this is to be upgraded as well. To insure full system control and functionality please confirm that the generator parallel control system is to be modernized as well.

CLARIFICATION: THE GENERATOR CONTROLS WILL REMAIN THE SAME. THE PLC IS ONLY

RETRIEVING DATA FROM THE MAIN SWITCHGEAR AND GENERATOR SYSTEM. PLEASE SEE FURTHER

INFORMATION ON SHEET E002.

11. Is the intent of the facilities management to upgrade the generator controls for this project to get better reliability in future- The Generator controller is a Woodward model 9907-028 SPM-A. This unit is obsolete and EPI has seen several failures with this unit in the last several years. Woodward has had several upgraded designs since this unit came out- SMP-A-LS4, EZ-Gen, EZ-Gen 3500 and the latest version EZ-Gen XT (With Ethernet). You can see the units on-site are no longer supported. The generator protection is General Electric-Multilin SR-489 Generator protection relays and are still in production. These would not have to be replaced. With newer controls you can have a softer transition or even closed transitions with utility.

CLARIFICATION: THE ENTIRETY OF THE NEW SYSTEM SHOULD BE TESTED AND DEMONSTRATED

AS FUNCTIONAL. PERFORMING TESTING AND PREVENTATIVE MAINTENANCE IS NOT INCLUDED IN

THE SCOPE OF WORK.

12. This project is to control the secondary main and feeder breakers during times for load sheading. Is the intent to verify that all affected main and feeder breakers are working properly with regards to operation of the electrical functions (Charge, Close and Trip) and circuit protection. If so are we to perform maintenance testing and inspections as per NETA-MTS-2015 section:7.6.1.1.

EPI would also suggest the following equipment also be tested and inspected: 1ea 15kv Utility Main breaker with relay protection, 15kv Generator Main breaker with relay protection, 480vac Generator paralleling breakers be tested along with the protection relays. NETA or IEEE suggest that circuit protection testing be performed on no longer than a seven and one-half year rotation. With this rotation, you can expect a low reliability result.

CLARIFICATION: THAT IS NOT INCLUDED IN THE SCOPE OF WORK.
