FCI BECKLEY – REPLACE GENERATOR – PHASE I

PROJECT 1B2M QUESTIONS

SOLICITATION IFBP01031500001 – (as of 4/28/2015)

Submitted by Pinnacle Construction, Inc.:

CLARIFICATION: The questions presented by Pinnacle Construction, Incorporated are also posed by Cummins Crosspoint, LLC, as it appears they are working together. Please refer to the answers listed and answered below.

Submitted by Dynamic Construction Services, Inc.:

1. The dimensions from our generator manufacturer have the new 2MW generator at 19’8” long and 107” wide. On site measurements show the center area where an existing 750kW generator is at 17.5’ long and 103” wide. Is the expectation that the awarded bidder be responsible for cutting the floors and re-working the existing troughs for the fuel lines in order to accommodate the larger generator size?

CLARIFICATION: Yes, as stated in Section 01010, summary of work.

2. In order for phase 1 to go into phase 2 smoothly, the phase 1 contractor will have to install all required conduits for the implementation of the new 2mW generator. As of now, we don’t have any direction on the required conduits or their sizing. We’d also have to be able to run these conduits into the switchgear, so would require access to the switchgear and likely the demolition of at least part of the pad under this switchgear.

CLARIFICATION: Conduit is un-sized or unspecified because this work is planned for phase

2. Generator will not be operational in phase 1.

Submitted by Broadway Electric, Inc.:

Reference to the (2) existing 750KW diesel generators to be removed:

1. Does the Contractor obtain ownership of these units upon removal from site?

CLARIFICATION: Yes, and the Contractor is responsible for proper disposal of the generators.

2. It appears that there are no legal disposal of hazardous material and/or contaminants required in the removal of said generators. Please confirm.

CLARIFICATION: Based upon visual observation of the existing generators, hazardous materials are not anticipated. If any hazardous materials are encountered during the construction of Phase 1, the Contractor shall notify the Contracting Officer Representative immediately.

Reference to the new replacement 2MW diesel engine generator:

3. There is no reference to feeder/cabling from the new generator to the existing Kohler Switchgear Controller. Please confirm that said feeder is not included in this bid solicitation.

CLARIFICATION: Work referenced is part of phase 2 and not this phase 1.

4. Please specify intent whether the radiator of the new generator is built-in or remotely installed.

CLARIFICATION: Radiator is to be built-in.

5. Testing of the new 2MW Generator appear to be part of phase II. Please confirm that testing of the new generator is not included in this bid solicitation.

CLARIFICATION: – Testing is part of Phase II.

Submitted by Cummins Crosspoint, LLC:

1. Is a remote radiator mandatory, or can we use a skid mounted radiator?

(Specifications have conflicting statements with Skid Mounted and Remote Mounting.)

CLARIFICATION: Radiator to be built-in.

2. What are the dimensions of the existing Intake Roof Mounted Louvers?

CLARIFICATION: Dimensions of the louvers are not relevant to phase 1.

3. Please post photos of the building exterior, all equipment and generator room to the website!

CLARIFICATION: Pictures will be provided with this document.

4. Specifications call for a 5 Year Warranty, is this to include Parts, Labor and Travel Expense? Or should this cover Parts and Labor only?

CLARIFICATION: Please refer to the Warranty clause, located on Page 10 of the solicitation. It is all firms’ responsibility to be clear on the solicitation clauses provided.

5. Specification is unclear if Maintenance Tools are be provided or just a list of required tools?

CLARIFICATION: Maintenance tools are to be provided.

6. Please confirm that Battery Heaters are required as this unit will be placed in a heated facility?

CLARIFICATION: Battery heaters are required.

7. Specification calls for One Generator Mounted Circuit Breaker. May we suggest a second unit mounted Shunt Trip Breaker be specified and dedicated to the Load Bank? This would give the customer the ability to drop the load back should a utility failure occur during Load Bank Testing. Thus allowing the Generator to immediately pick up the facility load.

This would eliminate the opportunity of the Load Bank and Facility being connected simultaneously to create over load conditions.

CLARIFICATION: Provide one generator mounted circuit breaker as specified.

8. Does the current roof mounted Air Intake system contain fans to force outside air into the generator room? If so please provide CFM Air Flow for that system.

CLARIFICATION: This information is not relevant to phase 1 work in question.

Submitted by Bluestone Electric, Inc.:

1. Could you please furnish pictures of the following areas? a. Exterior of the front wall. b. Interior of the front wall. c. Exterior of sidewall and side walk.

CLARIFICATION: Pictures will be provided with this document.

2. Will we have to have a power outage whenever we disconnect the existing generator from the existing switchboard.

CLARIFICATION: – Emergency Backup power will be interrupted, but normal power will remain operational.

3. Do the existing conduits from the existing generator to the existing switchboard have to be removed completely, or can they be sealed below the slab.

CLARIFICATION: – Remove all cabling in existing conduits and seal all under slab conduits.

4. Please clarify what is required for the conduits, i.e. what size and how many; that will be placed in the new concrete slab that will eventually connect to the new switchboard.

CLARIFICATION: This information is not relevant to phase 1 work in question.

5. Is contractor responsible for the new fuel lines to the dry tank.

CLARIFICATION: The new fuel lines are part of phase 2 work and not this phase.

6. Is there any conduit required between new load bank and the new generator.

CLARIFICATION: This information is not relevant to phase 1 work in question.

7. Is the phase I contractor responsible for the wiring connection of the fresh air louvers and the exhaust air louvers.

CLARIFICATION: No, wiring connections are included in Phase II.
