Page:4
This addendum is to clarify questions asked about spec 1 & 2 and respond to requests for approved equals.
Bidder Request: Would ALFO Aluminum Flooring System and AMF-Burns Platinum and/or Silver
Securement System be approved equal?
MODOT Response: Yes, ALFO Aluminum Flooring System and AMF-Burns Platinum and/or
Silver Securement System are approved equals on both the High and Medium Roof Extended
Conversion Vans.
Group I - High Roof Long Extended Conversion Van (Option 8) Optional Pricing for Hybrid
Electric Drive Systems
Bidder Request: Please accept an all-electric system for this option.
MODOT Response: We will accept pricing for an all-electric system for this option. The Bidder must provide vehicle information attached with their bid.
Bidder Request: In this section it states that "All vehicles shall be approved and marketed by the original equipment manufacturer". We suggest that this option be removed from the spec and pricing pages or amended to read "All vehicles shall offer an aftermarket hybrid system quoted if available."
MODOT Response: We want to keep the option for a hybrid electric drive. We agree with taking out the line "All vehicles shall be approved and marketed by the original equipment manufacturer".
An aftermarket hybrid motor is acceptable.
Pg. 2 Spec 1 and 2 Air Bags: Shall be equipped with OEM standard driver and passenger front and side air bags. (Specific to Spec 1)
Bidder Request: With bus style door that is required for the high roof vans, the OEM side airbag in this area needs to be removed to accommodate the bus style door. FMVSS does not require curtain airbags on vans over 10,000 lbs. GVWR which these will be. Removal of the side door airbags is allowable per FMVSS. Please make note and accept that side passenger airbags will not be applicable to side door area.
MODOT Response: Removal of the side door airbags is allowable for the Bus door. Removal of the side airbag must be done in a way that will not void OEM warranty for the side bus door.
Pg. 3 Spec 1 and 2 Door Locks: Shall have power door locks on all entry doors.
Bidder Request: For high roof vans with the swing out electric bus style passenger entrance door, this door will not have a power lock feature. It has a power open/close put not a lock. We request this be modified to state all doors with exception of side passenger entrance door shall have power lock feature.
Page:5
MODOT Response: The Bidder shall bid according to the following changes for the above reference spec item "all doors with exception of side passenger entrance door shall have power lock feature."
Pg. 3 Spec 1 and 2 Specs call for stainless steel grab bars on both sides of the steps.
Bidder Request: Please clarify are these to be vertical or parallel?
MODOT Response: They will be vertical.
Pg. 4 Spec 1 and 2, Engine: The vehicle shall be equipped with OEM electronic stability control (ESP).
Bidder Request: Please accept a 3.5L PFDi V6 Vlex-Fuel engine. This engine will accept regular unleaded gasoline as well as flex fuel.
MoDOT Response: This is an approved equal.
Pg. 4 Spec 1 and 2, Engine: Shall have a minimum 3.5 Liter V-6 gasoline engine provided by the manufacturer with the maximum horsepower rating. Vendor may request approved equal for OEM available engines that meet or exceed the performance of the engine specified.
Bidder Request: Under "Engine" it states that engine provided by the manufacturer shall have the maximum horsepower rating. Suggest setting a minimum horsepower to the standard engine rating of 275 horsepower rating.
MoDOT Response: We agree with the suggestion. The engine description should read as followed:
Engine: Shall have a minimum 3.5 Liter V-6 gasoline engine provided by the manufacturer with a
275 minimum horsepower rating. Vendor may request approved equal for OEM available engines that meet or exceed the performance of the engine specified.
Pg. 5 Spec 1, Floor Covering: Shall have a fire-retardant transit grade vinyl with a minimum
1/8” thickness and shall be color keyed to the interior and seats. All fasteners shall be non-corrosive or rust-resistant.
Bidder Request: In one place "c" it calls for 2.2 millimeter thick flooring then down further under
"Floor Covering" it references 1/8" thickness. Please amend so both read 2.2 millimeters as this is consistent with the floor material mentioned under "b" on this page for Altro or Gerflor.
MoDOT Response: We agree with the 2.2 millimeters as this is consistent with the floor material mentioned under "b" on this page for Altro or Gerflor.
Shall have a fire-retardant transit grade vinyl with a minimum 2.2 millimeters thickness and shall be color keyed to the interior and seats.
Page:6
Pg. 6 Spec 1, Pg.7 Spec 2 Rear View Camera System: An OEM camera system with OEM dash mounted display shall be included that has an audible warning signal that alerts the operator to the presence of an obstacle in the monitored zone. The audible signal is designed to intuitively represent the location of an object in the monitored zones. Vendor shall submit description, warranty information, and literature information of the product with the bid.
Bidder Request: Ford rear view camera system does not provide an integrated audible warning system. However, on page 2 of the specs an OEM back up sensor is required so this will cover the audible warning requirement just not part of the camera system. Request removal of audible signal from camera requirement.
MoDOT Response: The audible signal does not need to come from the camera system, we just want something that warns the driver if they are getting close to hitting something.
Pg. 6 Spec 1, Pg.7 Spec 2 Running Boards: Shall have minimum 10” step depth made of either a heavy gauge diamond plate aluminum, stainless steel running board or approved equal, on the driver, passenger and ambulatory entrance side. Running board surface shall be skid resistant. All fasteners shall be made of non-corrosive and rust-resistant materials that meet US quality and grade standards for intended use.
Bidder Request: Please accept 7” Grip Step running board
MoDOT Response: Vehicles must have a minimum 10” running boards, as specified in the specs.
Pg. 6 Spec 1 Running Boards: Shall have minimum 10” step depth made of either a heavy gauge diamond plate aluminum, stainless steel running board or approved equal, on the driver, passenger and ambulatory entrance side. Running board surface shall be skid resistant. All fasteners shall be made of non-corrosive and rust-resistant materials that meet
US quality and grade standards for intended use.
Bidder Request: For the high roof model wood floor MoDOT is requesting a fold out bus style electric door (see page 3 of specs) with a built in step well. As such a running board cannot be installed with this type of door. Please delete the requirement of running board at ambulatory side entrance.
MoDOT Response: Bidders are instructed to ignore the requirement in Spec 1 that ambulatory entrance side running board is a requirement.
Shall have minimum 10” step depth made of either a heavy gauge diamond plate aluminum, stainless steel running board or approved equal, on the driver, and passenger entrance side.
Pg. 7. Spec 1 and 2, Seat Belt Extensions: Shall provide three (3) sets of 20” seat belt extensions.
Page:7
Bidder Request: Request the removal of the word "sets" and replaced with "each" and change to
18" length.
MODOT Response: We are fine with taking out “sets” and 18” extenders are fine.
Seat Belt Extensions: Shall provide three (3) each of 18” seat belt extensions.
Pg. 7. Spec 1 and 2, Seat, Driver: Shall be a deluxe bucket, OEM standard power seat with s level 3 cloth covering….The front passenger seat may be manually adjustable, and vinyl covered.
Bidder Request: We would like an approved equal to have the driver and passenger seat be
OEM cloth. When ordered from Ford, when ordering a power driver seat with cloth, the passenger seat comes cloth as well. The rest of the seats in the rear would still be same color vinyl.
MODOT Response: Yes, we will accept this as an approved equal, the passenger seat can also be cloth.
Bidder Request: There is no way to get driver powered seat with co-pilot manual seat. They must both be manual or both power. Please amend to read either both front seats to be manual or both front seats to be powered.
MODOT Response: They both need to be powered.
Bidder Request: Ford does not offer a seat belt extender for the driver seat. Please delete this requirement from the bid.
MODOT Response: MODOT was referencing that the seat shall include shoulder and lap restraining belt with retractor and the longest extra length seat belt that has been safety tested for this application.
Pg. 7. Spec 2, Seating Capacity: The aluminum/smart floor base model will have six (6) passenger seats (five (5) single seats, and front passenger seat) plus the driver’s seat with an option for the purchase of additional single seats.
Bidder Request: Floor plan as issued with bid only shows one single seat on the right side. The other rear passenger seats as shown in floor plan provided are double two passenger seats.
Specs state that written narrative takes precedent over drawings. So please clarify that this floor plan shall have two (2) two passenger seats and one single passenger seat (if the floor plan as issued is what is required). Should an additional pricing line item be added?
Page:8
MODOT Response: There should be 5 removable seats behind the Driver and co-polit seats for the aluminum floor plans. They are all single seats. If the 5 removable seats are removed it will carry pu to 3 wheelchairs and a passenger in the co-polit seat. No additional pricing line item is needed.
Pg. 8. Spec 1 and 2 Seat, Passenger.
Bidder Request: FMVSS 225 is only required on vehicles under 10,000 pounds. Please remove this requirement.
MoDOT Response: We want to keep this requirement in the specs. The Bidder's request is declined.
Bidder Request: Please accept a plastic J-clip to hold the seat cover on the seat frame. This can be removed with a screwdriver.
MODOT Response: This is an approved equal.
Bidder Request: There is no way to get driver power with co-pilot manual seat. They must both be manual or both power. Please amend to read either both front seats to be manual or both front seats to be power.
Bidder Request: Since the specifications call for all seats to have 3 point seat belts, this will require a seat like the Freedman Caregiver Seat with an ICS feature. This seat accommodates children in the 22 - 78 lbs. range. Suggest you change the weight rating to 22-78 lbs. which will assure this seat is a 3 point and has the ICS feature.
MODOT Response: We agree with the change from "accommodate children between 22 and 51 bls. Freedman ICS" to "accommodate children 22 - 78 lbs. Freedman Caregiver Seat with an ICS feature."
Pg. 8. Spec 1 and 2, Front view camera: An additional camera shall be mounted facing forward out the front window.
Bidder Question: What is needed for the Front camera? Live footage only, hard drive, specific brand/kind?
Page:9
MODOT Response: The Bidder shall ignore Front View Camera specifications found on page 8 of Specs 1 & 2. The Bidder will submit pricing for the camera system using line Items [Option 9 ]
Optional Pricing for Surveillance Cameras for Spec 1 and [Option 8 ] Optional Pricing for
Surveillance Cameras for Spec 2.
Pg. 9 Spec 1 and Spec 2, Transmission: Automatic with nine (9) forward speeds and one (1) reverse, equipped with auxiliary transmission oil cooler and have a backup alarm controlled by transmission shift control in the reverse position. If a hybrid option is offered, the transmission shall be as recommended by OEM.
Bidder Request: Ford OEM is 10 speeds forward. Please accept OEM transmission with 10 forward speeds.
MODOT Response: We will accept a 10 speed transmission.
Pg. 9 Spec 1 and Spec 2, Warranty
Bidder Request: We request that this requirement of two on site repair calls be applicable to body modifier and aftermarket dealer installed options only and exempt OEM chassis warranty issues from this requirement.
MODOT Response: Request granted. The site repairs are for aftermarket issues. If it is a OEM issue it need to go to a dealer for repairs.
Pg. 8 & 15 Spec 1 and Pg. 9 & 15 Spec 2, Tire - Reference Spare Tire statement. Spare tire is to be mounted on rim and mounted on a tire carrier (lockable) under the rear of the vehicle unless weight, fuel tank, or discharge of exhaust out driver’s side of vehicle is an issue. In this case, spare tire shall be shipped loose.
Bidder Request: Carrier does not have a lock under the vehicle. The release mechanism is on the inside of the van in the rear and when van is locked, tire is secure. Please remove the requirement for a lock under rear of vehicle.
MODOT Response: Bidders are instructed to ignore the requirement for the spare tire to be
(lockable).
Spare tire is to be mounted on rim and mounted on a tire carrier under the rear of the vehicle unless weight, fuel tank, or discharge of exhaust out driver’s side of vehicle is an issue. In this case, spare tire shall be shipped loose.
Pg. 12. Spec 1 and 2, The spec says – Each wheelchair tie-down securement area shall be equipped with two complete sets, four (4) wheelchair restraint securement belts designed to meet all ADA requirements.
Bidder Question: We would like clarity on how many sets of restraints are being requested. I read this as you need 2 sets (which includes 4 retractors) for each wheelchair position. That would mean
Floor Plan A would need 6 sets (18 retractors). Please clarify what is needed.
Page:10
MODOT Response: The Bidder shall ignore "two complete sets" and replace with "a complete set per securement area." For example, Floor Plan A has 3 wheelchair securement areas so we want 3 complete sets.
Wheelchair Securement System and Area: Each wheelchair tie-down securement area shall be equipped with a complete set per securement area, four (4) wheelchair restraint securement belts designed to meet all ADA requirements and 30-mph / 20 g-force impact.
Pg. 13. Spec 1 and 2, The spec says – The wheelchair occupant restraints shall be FMVSS
Type II (combination lap and shoulder belt) with an adjustable height shoulder belt featuring a single-point release buckle for quick release at hip point. This system will also be fully retractable. Include one 20” lap belt extension for each wheelchair position. Three additional
20” lap belt extension shall also be provided
Bidder Request: This specification is very confusing. The spec calls for a full length L track running the length of the van to use for the shoulder belt and give flexibility. With that, we cannot do a combination lap and shoulder belt, as the shoulder belt needs to be able to run the length of the van. It would need to be a manual adjusting shoulder belt with a L track fitting at the top. Please confirm what you are needing, and the total lap and shoulder belts that are needed.
MODOT Response: The following is what we want you to bid. -- The wheelchair occupant restraints shall be FMVSS Type II (combination lap and shoulder belt) with an adjustable height shoulder belt featuring a single-point release buckle for quick release at hip point. This system will also be fully retractable. An example would the Q-8600-AT-L kit, which contains the QRT-360 belt retractors for the wheelchair and the Q8-6326-A1 retractable lap & shoulder belt combination with L
-track fitting at the top of the shoulder belt (or approved equal). It will Include one 20” lap belt extension for each wheelchair position and one additional 20” lap belt extension for a total of three
(3) 20” lap belt extenders and three(3) additional 16” extensions that will connect to at least two of the belt styles installed on ambulatory seating.
Pg. 14 Spec 1 and 2, Wheelchair Securement System and Area
Bidder Request: Please clarify if you are requiring an additional 3 belt extenders per wheelchair position or if this is three additional over and above the one per wheelchair position. Note for the medium roof vans only one additional lap belt extender is required. So they are not consistent.
MODOT Response: Only 1 additional lap belt extender is required.
Addendum 4
Page:11
This addendum is to give clarification on solicitation language:
1, MoDOT IFB Special Terms and Conditions, section 3.1 Vehicle Delivery Requirements Vs

2. MoDOT IFB Special Terms and Conditions, section 3.6 Equipment Training subsection 3.6.2 b.
Operator and owner manuals must be hard copy and supplied with each individual unit.

Conversion Vans.
Spec 6 Add Floor & Floor Covering Language.
Bidder Request: On all other transit specifications there is detailed information on the floor/floor covering. MODOT Response: The bidders are instructed to use the following language for Spec 6
Floor & Flooring specification

Electric Drive
Bidder Request: Please accept an all-electric system for this option?
MODOT Response: We will accept pricing for an all-electric system for this option. The
Bidder must provide vehicle information attached to their bid.
Bidder Request: In this section it states that "All vehicles shall be approved and marketed by the original equipment manufacturer". We suggest that this option be removed from the spec and pricing pages or amended to read "All vehicles shall offer an aftermarket hybrid system quoted if available."
Page:13
MODOT Response: We want to keep the option for a hybrid electric drive. We agree with taking out the line "All vehicles shall be approved and marketed by the original equipment manufacturer" An aftermarket hybrid motor is acceptable.
Spec 7 Med Roof Long conversion Van Aluminum Floor MODOT Final 012021
Bidder Question: The floor plan on page 2 of the Spec 7 shows three wheel chair positions with no ambulatory seats (besides the co-pilot). The pricing sheet line item #2 [Spec 7, Floor Plans Med
Roof Aluminum ] Base Bid Item Medium Roof Long Conversion Van with Aluminum Floor System of the IFB states the price should be for six ambulatory passengers, which matches the floor plan on page 1 of the attached. There is no designated line item for the price of the all-wheelchair floor plan on the pricing sheets. So I’m wondering, do we include a separate line item price for the three wheelchair floor plan with no ambulatory seats in the box where we’ll add delivery time and warranty information? Or was the floor plan inadvertently included?
MODOT Response: No additional line item needs to be added. They are bidding on a Med Roof

Pg. 3 Spec 6 and 7, Engine: The vehicle shall be equipped with OEM electronic stability control (ESP).
Bidder Request: Please accept a 3.5L PFDi V6 Vlex-Fuel engine. This engine will accept regular unleaded gasoline as well as flex fuel.
MoDOT Response: This is an approved equal.
Pg. 3 Spec 6 and 7, Engine: Shall have a minimum 3.5 Liter V-6 gasoline engine provided by the manufacturer with the maximum horsepower rating. Bidder may request approved equal for OEM available engines that meet or exceed the performance of the engine specified.
Engine: Shall have a minimum 3.5 Liter V-6 gasoline engine provided by the manufacturer with a
275 minium horsepower rating. Vendor may request approved equal for OEM available engines that meet or exceed the performance of the engine specified.
Pg. 5 Spec 6, Pg. 6 Spec 7, Paint: Van shall be painted the manufacturer’s standard solid white unless otherwise requested by MoDOT.
Page:14
Bidder Request: Spec states that vans are to be white unless otherwise requested. There is an up-charge for colors other than white. Please clarify if different colored exterior paints are to be quoted as an option as currently there are none listed within the options list.
MoDOT Response: Vehicles will only need to be bid for white.
Pg. 5 Spec 6, Pg. 6 Spec 7, Rear View Camera System: An OEM camera system with OEM dash mounted display shall be included that has an audible warning signal that alerts the operator to the presence of an obstacle in the monitored zone.
Pg. 5 Spec 6, Pg.6 Spec 7, Running Boards: Shall have minimum 10” step depth made of either a heavy gauge diamond plate aluminum, stainless steel running board or approved equal, on the driver, passenger and ambulatory entrance side. Bidder Request: Request the removal of the word "sets" and replaced with "each" and change to
18" length.
MODOT Response: We are fine with taking out “sets” and 18” extenders are fine.

Pg. 6 Spec 6, Pg.7 Spec 7, Seat, Driver
Page:15
Bidder Request: Please accept a Ford OEM cloth covered, power passenger seat and power co-pilot seat. When ordering a power driver seat, Ford requires the passenger seat to be power as well; there is no option to order one seat power and one manual seat. Also, when selecting a power driver seat, Ford does not allow the seats to have a vinyl cover, only cloth is available; there is no option to order one with cloth and one with vinyl. The Ford OEM cloth is FMVSS 302 compliant. The driver and passenger seats are not able to be recovered aftermarket because of the side bolster air bags.
MoDOT Response: Yes we will accept this as an approved equal, the passenger seat can also be cloth. We say in the spec the front passenger seat may be manually adjustable, and vinyl covered.
Bidder Request: There is no way to get driver power with co-pilot manual seat. They must both be manual or both power. Please amend to read either both front seats to be manual or both front

Pg. 6 Spec 6, Pg.7 Spec 7, Seat, Passenger
Bidder Request:: Please remove the requirement for UHSS seat legs. UHSS is the structure material of the Freedman GO-ES seats, not the legs. Please accept the use of Freedman and
Pareto standard seat legs. Pareto floor has been approved by MODOT and testing has been done and passed using both the Freedman and Pareto seat legs.
MoDOT Response: This can be an approved equal.
Bidder Request: FMVSS 225 is only required on vehicles under 10,000 pounds. Please remove this requirement.
MoDOT Response: We want to keep this requirement in the specs. The Bidder's request is declined.
Page:16
Bidder Request: There is no way to get driver power with co-pilot manual seat. They must both be manual or both power. Please amend to read either both front seats to be manual or both front

Specs state that written narrative takes precedent over drawings. So please clarify that this floor plan shall have two (2) two passenger seats and one single passenger seat (if the floor plan as issued is what is required). Should an additional pricing line item be added?
MODOT Response: There should be 5 removable seats behind the Driver and co-polit seats for the aluminum floor plans. They are all single seats. If the 5 removable seats are removed it will carry pu to 3 wheelchairs and a passenger in the co-polit seat. No additional pricing line item is needed.
Pg. 7 & 14 Spec 6 and Pg. 8 & 14 Spec 7, Tire - Reference Spare Tire statement.
MODOT Response: Bidders are instructed to ignore the requirement for the spare tire to be
(lockable).

Pg. 8 Spec 6 and Spec 7, Transmission: Automatic with nine (9) forward speeds and one (1) reverse, equipped with auxiliary transmission oil cooler and have a backup alarm controlled by transmission shift control in the reverse position. If a hybrid option is offered, the transmission shall be as recommended by OEM.
Bidder Request: Ford OEM is 10 speeds forward. Please accept OEM transmission with 10 forward speeds.
MODOT Response:: We will accept a 10 speed transmission.
Pg. 9 Spec 6 and Pg. 8 & 9 Spec 7, Warranty
Pg. 13 Spec 6, Pg. 14 Spec 7, Wheelchair Securement System and Area: The wheelchair occupant restraints shall be FMVSS Type II (combination lap and shoulder belt) with an adjustable height shoulder belt featuring a single-point release buckle for quick release at hip point. This system will also be fully retractable. Include one 20” lap belt extension for each wheelchair position. Three additional 20” lap belt extension shall also be provided.
Bidder Question: This specification is very confusing.
MODOT Response: The following is what we want Bidder to bid.

The solicitation's bid opening will be moved back to allow time for MODOT to respond to additional clarifications on bid specifications. The final end date has yet to be determined; however, for now it has been pushed back to Friday, February 26, 2021.
Addendum 7
Page:19
This addendum is instructing Bidders to ignore entering pricing for the following optional pricing items, clarify the number of restraint systems required for each floor plan, and address Floor Plan A with the seat over the wheel well.
In Group I - High Roof Long Extended Conversion Van no pricing is needed for [Option 2 ] Optional
Pricing for Driver Seat Material
In Group VI - Medium Roof Long Conversion Van no pricing is needed for [Option 3 ] Optional

Number of Restraint Systems Required for Each Floor Plan.
Bidder Request: For clarification we suggest all floor plans come with 2 complete securement systems as identified in Addendum 3 and 5, example Q-8600-AT-L and full length “L” track for the retractable lab and shoulder belt for maximum flexibility. This ensures all the bidders are bidding the same configurations. If additional securement are needed by the grantee the option is available for the grantees to order additional systems.
The following statement is the full example referenced above by the Bidder, which can also be found in addendum 3 and 5.

MODOT Response: We agree, to simplify things MoDOT wants all floor plans for Solicitation
IFB605CO21001136 Transit Vehicle Solicitation for High and Medium Roof Extended
Conversion Van to come with 2 complete systems as identified in the addendum example Q-
8600-AT-L and full length “L” track for the retractable lab and shoulder belt.
Floor Plan A - High Roof -LECV-ADA Flip Seats for Spec 1 with the Seat Over the Wheel
Well.
Bidder Request: Floor Plan A as issued shows a single seat over the curb side wheel well. Freedman Seating, which is one of the referenced approved seat manufacturers in the specifications as issued, does not offer a single seat that will fit over the wheel well in a Transit van. We request that the requirement of a seat over the wheel well be removed.
Page:20
MODOT Response: According to MODOT Content Exerts; when researching the issue they discover that there is a Freedman single seat available for over the wheel well. They instructed that no changes are needed. The Bidders request will not be granted.
Addendum 8 This addendum is to inform Bidders that addendums 3 and 5 have been updated to reflect, to the best of MODOT's ability, all submitted Bidder questions about the written Specs 1,2, 6 and 7 requirements that were submitted two weeks prior to the original bid opening date set for this solicitation. Unless deemed absolutely necessary; no further questions will be addressed.

The Missouri Department of Transportation is now posting all of its bid solicitation documents on the new
MissouriBUYS Bid Board (https://www.missouribuys.mo.gov). MissouriBUYS is the State of Missouri’s web-based statewide eProcurement system which is powered by WebProcure, through our partner, Perfect
Commerce.
For all bid solicitations, vendors now have the option of submitting their solicitation response either as an electronic response or as a hard copy response. As a means to save vendors the expense of submitting a hard copy response and to provide vendors both the ease and the timeliness of responding from a computer, vendors are encouraged to submit an electronic response. Both methods of submission are explained briefly below and in more detail in the step-by-step instructions provided at https://missouribuys.mo.gov/sites/missouribuys/files/How_To_Respond_To_A_Solicitation.pdf
Notice: The vendor is solely responsible for ensuring timely submission of their solicitation response, whether submitting an online response or a hard copy response. Failure to allow adequate time prior to the solicitation end date to complete and submit a response to a solicitation, particularly in the event technical support assistance is required, places the vendor and their response at risk of not being accepted on time.
• ELECTRONIC RESPONSES: To respond electronically to a solicitation, the vendor must first register with MissouriBUYS by going to the MissouriBUYS Home Page (https://missouribuys.mo.gov), clicking the
“Register” button at the top of the page, and completing the Vendor Registration. Once registered the vendor should log back into MissouriBUYS and edit their profile by selecting the organizational contact(s) that should receive an automated confirmation of the vendor’s electronic bid responses successfully submitted to the state.
To respond electronically to a solicitation, the vendor must login to MissouriBUYS, locate the desired solicitation on the Bid Board, and, at a minimum, the vendor must read and accept the Original Solicitation
Documents and complete pricing and any other identified requirements. In addition, the vendor should download and save all of the Original Solicitation Documents on their computer so that they can prepare their response to these documents. Vendors should upload their completed response to these downloaded documents (including exhibits, forms, and other information concerning the solicitation) as an attachment to the electronic solicitation response. Step-by-step instructions for how a registered vendor responds to a solicitation electronically are available on the MissouriBUYS system at:
https://missouribuys.mo.gov/sites/missouribuys/files/How_To_Respond_To_A_Solicitation.pdf
Vendors are encouraged to submit their entire proposal electronically; however in lieu of attaching exhibits, forms, pricing, etc. to the electronic solicitation response, a vendor may submit the exhibits, forms, pricing, etc. through mail or courier service. However, any such submission must be received prior to the solicitation’s specified end date and time. Be sure to include the solicitation/opportunity (OPP) number, company name, and a contact name on any hard copy solicitation response documents submitted through mail or courier service.
In the event a registered vendor electronically submits a solicitation response and also mails hard copy documents that are not identical, the vendor should explain which response is valid for the state's consideration. In the absence of such explanation, the state reserves the right to evaluate and award the response which serves its best interest.
