This Invitation for Bid (IFB) #27029 is issued by the City of Gloucester, Massachusetts, for snow plowing and salting services in Zone A. The solicitation seeks sealed bids from responsive and responsible vendors to provide comprehensive snow removal and ice prevention services across designated municipal properties, including the police station, city hall, library, senior center, harbor master's facility, dale avenue sidewalks, and seven municipal parking lots. The City of Gloucester retains sole responsibility for procurement and distribution of all ice-prevention materials. Bid packages became available on July 20, 2026, with sealed bids due electronically on August 13, 2026, at 11:30 a.m. through BidNet Direct. No mandatory bidders' conference or site visit requirement is specified in the document. The contract term is one guaranteed year with two optional one-year renewal periods at the sole discretion of the City. Prospective bidders must submit detailed equipment deployment and operational plans, reference lists documenting similar municipal snow plowing experience from the past twelve months, proof of operational capacity, and complete documentation including non-collusion statements and tax compliance forms.
Pricing shall be structured as per-inch snowfall unit rates for each distinct property, with contractors required to bid on single, multiple, or all Zone A locations. Award determination will be based primarily on cost-effectiveness through total per-inch snowfall pricing, secondarily on operational capability and equipment adequacy. The contractor must maintain 24/7 availability from November 1 through May 1, respond to mobilization notifications within forty-five minutes, maintain comprehensive general liability insurance ($1,000,000 per occurrence / $2,000,000 aggregate), automobile liability coverage ($1,000,000), and workers' compensation insurance as required by Massachusetts law. The City reserves the right to reject any and all bids, negotiate with contractors after opening, and award to bidders offering less than the lowest price if in the City's best interest. Notably, Massachusetts General Law Chapter 30B bidding requirements do not apply to snowplow services, though the City voluntarily undertook this competitive bid process to obtain highest value services.
