About this file

This is Addendum No. 1 to IFB No. 2027-11 issued by Howard County, Maryland's Office of Procurement and Contract Administration for the Long Reach Fire Station No. 9 Upgraded Fuel Storage & Dispensing System project. The addendum, issued on September 14, 2026, addresses clarifications and questions from a pre-bid teleconference held on August 27, 2026, and written questions submitted through PlanetBids. The project involves upgrading the fuel storage and dispensing system at the fire station, including installation of new underground storage tanks (USTs), fuel dispensers, vapor recovery systems, EV charging stations, electrical infrastructure, and a new canopy structure. The bid opening date is September 30, 2026, at 11:00 a.m. The contract duration is 150 calendar days from the Notice to Proceed (NTP), with the submitted bid pricing valid for 120 calendar days. A pre-bid conference was conducted, and the anticipated construction duration is less than 90 days. Bidders must submit an electronic bid bond or certified check equal to 5% of the total bid amount made payable to the Director of Finance, Howard County.

Key clarifications address contractor responsibilities including providing the transformer pad, salvage and reinstallation of the existing E.J. Ward Fuel Master card reader, handling of petroleum-impacted soil (with a separate pay item for 200 cubic yards), collection and analysis of soil and water samples, and fuel transfer and disposal from existing USTs. The County's Living Wage applies to this project. Howard County will directly pay BGE (Baltimore Gas & Electric) for utility charges, transformer provision, medium-voltage cable installation, and related utility work; the contractor is responsible for providing the trench and cover for BGE's direct buried medium-voltage cables and for site restoration after BGE's completion. No temporary fueling is required during construction. The contractor must provide a Maryland-licensed Professional Engineer's signed and sealed canopy design with complete foundation design utilizing the provided geotechnical report. The canopy specifications include dimensions of 22' x 38' with specific structural steel, anchor bolt, deck panel, fascia, gutter, and downspout requirements. The basis of design for EV chargers is ChargePoint, with the Level 3 charger specified as the ChargePoint Express 280 (80kW, 100A output) and the Level 2 charger as the ChargePoint CPF50 (7.4kW, 40A output).
