About this file
This document is an Addendum to Invitation for Bid (IFB) #12-25 for the South Mesa Drive Pedestrian Improvements project in the City of Hopewell, Virginia. The project is funded by the Virginia Department of Transportation (VDOT) under UPC 110842. The addendum provides clarifications and additional details regarding the scope of work, including the requirement for message boards to notify the public of the upcoming project during the school season, the city's intent to hire a consulting firm for construction engineering and inspection (CEI) services, and the specifications for the crosswalk foundations, pedestrian crossing signs, and detection equipment. The addendum also addresses the inclusion of additional bid items such as fertilizer and lime, as well as the type of support and foundation for the pedestrian crossing signs. Additionally, the addendum requests the provision of special provisions for the flashing LED sign panel, thermal detector, and detection bollards to ensure the City receives a high-quality and long-lasting product.
Regarding pricing terms, the addendum notes that the City will allow alternative non-invasive detection methods instead of thermal cameras, provided the proposed detectors can effectively detect pedestrians coming from the school sidewalk. The addendum also includes a request to add a pay item for push button extenders, which may be required to ensure the push buttons are within 10 inches of the curb ramp. Furthermore, the addendum clarifies the removal of a duplicated bid item related to traffic signalization.

ADDENDUM #1
IFB #12-25
SOUTH MESA DRIVE
PEDESTRIAN IMPROVEMENTS
VDOT UPC 110842
DEPARTMENT OF PUBLIC WORKS-ENGINEERING
CITY OF HOPEWELL
AUGUST 30, 2024
Are message boards required to make the public aware of the upcoming project since it's going to take place during the time school is still open?
Yes
Is the City of Hopewell going to do the material testing?
No, the city intends to hire a consulting firm for CEI services.
I don't see any details for the crosswalk foundations.
Foundation details are same as Pavement Typical Detail.
Is the City of Hopewell going to coordinate with whoever owns the electrical pole to relocate the guy wires?
There is no pay item for the backfill materials behind the curb and sidewalk.
This is incidental to the price of the new curb and sidewalk.
There is no pay item for lime and fertilizer.
Please include bid items (VDOT 21217) – NS Fertilizer and (VDOT 27259) – Lime to the bid item list.
Plan Sheet 4 states to install the pedestrian crossing signing on STP-1 posts. However, the Bid Form has pay items for Pedestal Pole PF-2, 12’ and Concrete Foundation PF-2. Please confirm the type of support and foundation for these signs.
Signs shall be mounted on Pedestal Pole PF-2, 12’ and Concrete Foundation PF-2.
Item 26 (VDOT 51951) – Install Sign – What is this item to be used for?
This pay item is for the installation of the sign face onto the Pedestal Pole PF-2, 12’.
There are no specifications/special provisions for the Flashing LED Sign Panel, Thermal Detector, and
Detection Bollards. These items can vary greatly in quality and battery life. Request that the City provide a special provision for these items to ensure that the City receives a high quality and long lasting product.
These can be developed and provided.
Is the intent to provide a detection bollard that does not need a hardwire connection to the sign’s control panel? If this is the case, the City needs to understand that there is additional maintenance (battery replacement) that will be needed on each one of these bollards. If the City would like these to be hardwired, then additional items (i.e. conduit, trench excavation, wire, etc.) will be need to be added to the project.
Based on our research during design, there are both wired and wireless detection bollard systems on the market. The intent was for this to be a wireless system, however, if the contractor wanted to provide an alternative wired system that functioned similarly, the City should accept that.
Would the City allow for other types of non-invasive detection to be utilized instead of a thermal camera
(i.e. microwave)?
So long as the proposed detector, detects pedestrians in all weather elements and light levels, I don’t see why the City should narrow the contractor down to the use of thermal cameras only.
Would the City allow for all six stations to utilize a non-invasive detector instead of the Detection
Bollards?
This one is a little different than the above question. The intent of the bollards was to detect pedestrians (students) coming directly from the school sidewalk and wishing to cross Mesa Dr at each of the three crosswalks. If we allow the contractor options for detection here we need to make sure that the proposed detectors can detect those specific pedestrians coming from school, and not pedestrians walking parallel to Mesa Drive.
Request that a pay item for Push Button Extender be added to the project. Extenders may be required to ensure that the push button is within 10 inches of the curb ramp.
I am fine with this, so long as the City doesn’t have to pay for these if they are not used. Might be good to have a set unit price in the contract in case they are needed.
Bid Item 21 and 23 appear to be duplicated and have the same item description. The VDOT code provided for item 21 is for “TRAFFIC SIGNALIZATION LOCAL CONTROLLER”.
Bid item #21, 52002, should be removed from the project Bid Sheet and Bid item #23, 51198, should remain.
Please sign and include this form as part of your bid response to verify receipt of Addendum # 1.
