3. Description of the Supplies or Services Required
Background: The MAAS software licenses and corresponding maintenance needed are within the software baseline for the FPED system. MAAS provides Full Motion Video viewing and archiving capabilities to the FPED system. It allows for Near Real-Time viewing as well as viewing from the archived database. MAAS also incorporates a Map Coordinator that takes the metadata from the FMV feed to be ported into a Map Application to show location. MAAS provides analysts with a scalable software suite to capture, exploit, disseminate and archive Motion Imagery (MI) and various other multimedia data types. Analysts can exploit events in MI missions as they occur for immediate reporting, forensic analysis, or to establish activity-based intelligence (ABI).
MAAS supports multiple situational awareness tools via Map Coordinator and provides an advanced, frame accurate, metadata-aware video player with zoom, pan, filtering, multi-speed and single frame play with full annotation capability. Reports can be generated in real-time and report templates can be used to generate any text-based files for web dissemination including Hypertext Markup Language (HTML),Keyhole Markup Language (KML), Extensible Markup Language (XML) and Comma Separated Value
(CSV) .
The FPED system is a ground station providing the capability for image analyst to exploit and create full motion video (FMV) and wide area motion imagery intelligence (WAMI) products for the Air Force, Army, Navy, and Marines in support of Geographical Combatant Commander's intelligence requirements. This includes ground receiver equipment (radios, encryptors, etc.), processing servers, data storage, and communications equipment. It currently supports operations both in the Continental United States (CONUS) and Outside Continental United States (OCONUS) for unconventional/ QRC Intelligence, Surveillance, and Reconnaissance platforms.

4. Authority
Pursuant to FAR 13.5, this contract will be awarded without providing for full and open competition because the supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for.
5. Applicability of Authority This acquisition is to provide updated MAAS license renewals for FPED system users.
General Dynamics Mission Systems (GD-MS) owns the proprietary source code and is the only company that can maintain the existing applications or create new executable software code that would interoperate within the software baseline. To provide the required sustainment and modernization (as needed) services for MAAS would require the GD-MS proprietary source code and its accompanying documentation. On 05 Nov 2015, the Sr. Program Manager at Robins AFB contacted GDMS concerning data purchase; GD-MS response was: “At this time GD-MS cannot sell the FPED PMO unlimited data rights to the MAAS.
The baseline MAAS software is commercial and was previously available through GSA schedule. No other manufacturer products are available that will seamlessly interact with the existing installed FPED baseline. To incorporate a replacement software onto the existing FPED baseline would cost the Government an additional This estimate is based on the combination of forgoing the current baseline cost and the reconfiguration of the FPED system if a substitute product were fielded. The FPED program has a current baseline investment of in MAAS software/software maintenance /upgrades over the last four years. The current reconfiguration cost is estimated at based on the anticipated cost to build into baseline, test-unit and integration, Cyber Security requirements (required for authorization to operate) and field new application to operational sites using current costs for the team that provides software fielding services for the FPED program.
