5. Justification Rationale:

JTF North’s mission is to be the most effective integrator of DOD capabilities for Law

Enforcement Agencies in support of homeland defense. Joint Task Force North supports Drug

Law Enforcement Agencies in the conduct of Counter Drug/Counter Narco-Terrorism operations in the USNORTHCOM area of responsibility to disrupt transnational criminal organizations and deter their freedom of action in order to protect the homeland.

AMX Audio Visual (AV) equipment parts offer security defense in depth as Audi Visual (AV) systems are migrated onto enterprise data networks, user organizations expect the AV system to maintain a security posture in alignment with their security goals. Because AV systems often carry mission critical information, unauthorized access to the AV system could impact security, confidentiality, integrity or availability the combination of AMX audio visual equipment which allows for an encrypted level of defense in depth security protection. Modern IT security is implemented with a “Defense in Depth” approach. Defense in Depth is a concept in which multiple layers of security controls are placed throughout an information technology (IT) system.

The intent is to provide redundancy in the event that a security control fails or a vulnerability is exploited. The MCR existing integrated controller is an AMX NI-4100 and it¹s proprietary control code is only compiled for AMX systems which is currently installed. Thus only using

AMX brand named items will ensure the continued operability of the existing JTFN network.

VADDIO camera equipment brings efficiency, convenience and security to the JTFN’s internally and with its counterparts throughout the globe. Vaddio is the premier global manufacturer of PTZ cameras, professional AV solutions and a full suite of Unified

Communication and Collaboration products for the audiovisual, videoconference and broadcast marketplaces. Combining enterprise-class performance and industry-leading support with system-configured design for simplicity of installation and operation, Vaddio enhances any AV experience by elevating the science of communication with the Art of Easy. The use of Vaddio brand name equipment meets the JTFN footprint specifications that are currently installed.

These items are configured to mount exactly in place where video is mounted on the MCR wall.

GEFEN installers and integrators around the world consistently turn to GEFEN for quality products that sustain the test of time, supported by technical representatives skilled in a wide variety of real world installations and the latest technology. The company’s unique product innovations, including Fast Switching Technology (FST) and advanced EDID management options, continue to significantly enhance the performance of audio/video systems. Wireless high definition video extension, integration of alternative content for digital cinemas, and IP control on GEFEN products using the web server interface also adds to its reputation as a significant supplier for system integrators. GEFEN was the first to become officially certified by HDBaseT, further demonstrating its ability to remain at the forefront of the digital connectivity industry.

GEFEN was also one of the first to support 4K Ultra HD resolutions, the wireless 5 GHz standard, 3DTV and 3G SDI formats. GEFEN’s commitment to supplying integrators with the most reliable, effective and forward-thinking solutions remains steadfast. As we move forward into the 21st century, GEFEN leads the way in harnessing new technologies while increasing its value-added proposition through outstanding customer service and technical assistance. GEFEN meets frequency bandwidth and interconnection specifications of the surrounding JTFN equipment and allows continuity of services without interruption. The use of any other products besides GEFEN would incur interruptions in preexisting service as preconfigured coding is unique only to the JTFN network.

Overall, JTFN requires this specific brand name items and integrated types of audio visual equipment due to the security protection and support needed to ensure confidentiality when dealing with their counterparts and clients all over the world. The use of the same type of equipment, that is currently installed allows JTFN to provide a complete solution and not compromise the optimum performance, operation and maintenance (O&M) of the current system in place.

This is a brand name justification, no one contractor’s unique qualifications are cited as the basis for this justification. Rather, the products identified by brand name herein have been determined to be the only items that can be used to provide a secure audio visual refresh for JTFN’s Main

Conference Room (MCR) to support its continuity of operations strategy.

7. Statement of Actions to Overcome Barriers to Competition:

In an effort to remove or overcome barriers to competition in the future, the market will be scanned frequently for new companies and products that could satisfy the Government’s requirements. JTFN staff meets regularly with equipment manufacturers and vendors and attends manufacturer and industry training to keep current on technology. Vendor and trade magazines are scanned for new, open technologies that can satisfy future infrastructure requirements. As an integration lab, the agency will continually revisit the brand name equipment currently being used and will research for the manufacturers and products that will be in the Government’s best interest as best value for future replacement equipment at the agency’s site and at sites the agency supports. The current audio visual equipment is being refreshed to upgrade its capabilities and these brands currently are certified to run on the JTFN network that can provide the level of security needed for the system to be fully accredited. The agency will continually revisit the brand name software currently being used and will research other manufacturers and products for future replacement software at the agency’s site and at other sites the agency supports. If/when alternatives to the requested software become available; they will be reviewed for approval to use.

8. Contracting Officer Determination:

The Contracting Officer has determined that the anticipated cost to the Government will be fair and reasonable and in the Government’s best interest in accordance with FAR Subpart 15.404
