d. Task ID: ID40150207

e. Estimated Value of This Action: $115,849.00

2. Nature of Description of Action:

The General Services Administration (GSA), Federal Acquisition Service (FAS), National Information Technology Commodity Program (NITCP) has received a requirement from National Oceanic and Atmospheric Administration (NOAA) /National Environmental Satellite, Data, and Information Service (NESDIS) Program Management Office to procure the Calibration Equipment to support the NESDIS Office of Satellite and Product Operations located in Suitland, MD.

This acquisition will be conducted under the authority of the Multiple Award Schedule Program. The required items will be procured under FAR 8.405-6(a) 1 (B) procedures.

The items will be procured on a Firm-Fixed-Price basis.

3. Description of Supplies or Services:

This is a requirement for the acquisition of NOAA NESDIS Office of Satellite and Product Operations Office (OSPO).

4. Authority:

FAR 8.405-6(b)(1)

(b) Items peculiar to one manufacturer. An item peculiar to one manufacturer can be a particular brand name, product, or a feature of a product, peculiar to one manufacturer. A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacturer.

(1) Brand name specifications shall not be used unless the particular brand name, product, or feature is essential to the Government’s requirements, and market research indicates other companies’ similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency’s needs.

5. Applicability of Authority:

The National Environmental Satellite, Data, and Information Service (NESDIS) is dedicated to providing timely access to global environmental data from satellites and other sources to promote, protect and enhance the Nation's economy, security, environment and quality of life. To fulfill its responsibilities, NESDIS—informally known as the NOAA Satellite and Information Service—acquires and manages the Nation's operational environmental satellites, operates the NOAA National Data Centers, provides data and information services including Earth system monitoring, performs official assessments of the environment, and conducts related research.

NESDIS environmental satellite observations provide important contributions to U.S. national security by providing military users with real-time and near-real-time observations for their aircraft, ships, ground forces and facilities worldwide.

NESDIS also contributes to the national economy by providing environmental data that support resource management of energy, water, global food supplies and other economic and environmental resources.

As a Federal agency, NESDIS is required to follow FISMA (Federal Information Security Management Act of 2002) security controls, as described in National Institute of Standards and Technology (NIST) Special Publication 800-53, which dictate that all “high-impact” systems have an automated means to track its information systems inventory. The equipment to be purchased by NESDIS will enhance the accuracy of frequency selective power measurements when characterizing products. The power meter functionality ensures accurate measurements with direct access to perform one button power measurements which will allow NESDIS to remain in FISMA compliance by automatically discovering devices, creating maps, and monitoring switches, ports, and network devices.

6. Market Research:

Market research was conducted in accordance with FAR Part 10. Market research determined that the requested Calibration equipment is available in the commercial marketplace from multiple sources. In accordance with FAR 8.002 and 8.003 there are no mandatory sources of supply for the requested items under this requirement. Therefore in accordance with FAR Subpart 8.004 Use of Other Sources, the use of NASA SEWP GWAC was given first consideration as an acquisition vehicle, but after review of NASA SEWP these items were not readily available. The GSA Federal Supply Schedules was given second consideration as an acquisition vehicle to satisfy this requirement. A review of GSA Advantage determined that the requested Calibration equipment cannot be obtained from any manufacturers. Therefore, this procurement will be an open market limited source competition open to both large and small businesses for the purpose of entering into a Delivery Order under ID40150207.

7. Other Supporting Facts:

In accordance with FAR Part 10, Market Research was performed based on the needs of

NESDIS.

According to FISMA, the head of each agency shall develop and maintain an inventory of major information systems (including major national security systems) operated by or under the control of such agency. The identification of information systems in an inventory under this subsection shall include an identification of the interfaces between each such system and all other systems or networks. The calibration equipment to be purchased will enable NESDIS to meet these FISMA guidelines. Non-compliance directly affects NESDIS computer networks’ Authority to Operate, which then hampers the overall NESDIS mission.

8. Statement of Actions to Overcome Barriers to Competition:

In an effort to remove or overcome such a barrier to competition in the future and to keep abreast of a rapidly evolving technological environment, the NESDIS Office of Satellite and Product Operations Office will continue to do annual research on the functionality of the Keysight Technologies and Rhode & Schwartz calibration equipment to determine the relevancy and efficiency of its current needs. This research includes scanning the internet, and continuous use to locate various devices tied to the NESDIS program. This ensures that devices are working effectively to track down electronic items when necessary in the field. The NESDIS program team will regularly coordinates with its field sites to determine what changes have occurred in regard to technology, both hardware and software, that may affect the calibration equipment and research trade magazines and any known and new emerging software companies and manufacturers that have the potential of satisfying existing and future infrastructure requirements and provide the best overall value to the Government.

9. Requiring Agency Certification:

I certify that the supporting data under my cognizance which form the basis for this justification are accurate and complete to the best of my knowledge and belief.

George McCauly Date

NOAA National Environmental Satellite, Data, and Information Service (NESDIS) Office of Satellite and Product Operations(OSPO)

10. Contracting Officer Certification:

The Contracting Officer has determined that the anticipated cost to the Government for this acquisition will be fair and reasonable. Actions anticipated to ensure the reasonableness of the price will be accomplished with the procedures and criteria contained in FAR Subpart 15.404, as appropriate. In addition, the Contracting Officer will use various price and cost analysis techniques and procedures to ensure a fair and reasonable price including comparison of competitive published price lists, comparison of the proposed prices with the independent Government cost estimate, and unit pricing under Federal Supply schedule which have been determined fair and reasonable.
