GSA has hundreds of POCs across dozens of websites that need this information in easily accessible formats to perform routine maintenance and upkeep of their websites.

5. A demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited.
GSA needs a tool that automates the process of validating websites and checking the sites for errors. Specifically, identifying broken links, orphaned files, spelling and misplace content, errors in HTML coding and slow-loading pages. GSA has hundreds of POCs across dozens of websites that need this information in easily accessible formats to perform routine maintenance and upkeep of their websites.
GSA was using a combination of two tools to generate this information that are no longer supported. Support for the tool that identified broken links, LinkScan, has been discontinued by the company and the tool for identifying orphaned pages, WebTrends, has been replaced by Google Analytics as the enterprise web metrics solution. There are many solutions on the market but only the Web Link Validator tool has been evaluated to meet all of the specific requirements of the Agency.
The need for this tool is critical as the number of broken links and orphaned pages on our websites such as GSA.gov has spiked. Broken links are a major cause of customer dissatisfaction on websites and a significant reasons visitors do not return to a site.
Reports are provided in both HTML and CSV formats, allowing for segmentation, and can be automatically emailed to users. The enterprise license allows the tool to be run against an unlimited number of sites for an unlimited number of users within a 100 mile radius of a central location.
Web Link Validator fulfills the need to regularly assess GSA sites and facilitate the performance of routine maintenance necessary to achieve customer satisfaction and it is in the best interest of GSA to acquire this tool.
Finally, OCIO submitted this specific software as a GSA Standard on 12 November 2014.
