BACKGROUND

These data support decision-making by the Office of the Under Secretary of Defense (Personnel and Readiness) (OUSD [P&R]), other OSD organizations, and a wide variety of customers both within and outside the DoD.

3.0

SCOPE

The contractor shall provide all personnel, management, supplies, and equipment necessary to perform the requirements outlined in this performance work statement. The objectives of this effort are to (1) provide support for the infrastructure of the RSSC for all surveys; (2) create documented databases that are ready for analysis, including analytical variables; (3) prepare analyses and reports; and (4) to perform functions, as assigned, for related surveys and analyses conducted by DMDC.

4.0 REQUIREMENTS The contractor shall:

4.1 Provide all analytical support activities required under the contract including monthly reports, preparation and updating of a Task Management Plan and required project-specific plans, and kickoff meeting.

4.2 Provide infrastructure support including (1) tracking both internal and external RSSC milestones for specific surveys and more general milestones, delivering weekly task reports for all surveys outlined in Section 1, keeping RSSC leadership aware of changes in timelines and requirements; (2) coordinating the survey review and approval process (RCS, policy office, DMDC/DHRA) as needed for surveys outlined in Section 1 (all approvals should be received one month prior to survey field date); and (3) providing communications support for publicizing the RSSC surveys and analyses in various venues to include the RSSC program web site and Defense Technical Information Center (DTIC).

4.3 Provide support in the survey design, construction, and execution of military survey studies listed above.

4.3.1 Working with survey sponsor and RSSC staff, develop draft survey for WEOR1901.

4.4 For assigned RSSC core program and ad hoc surveys, support analytical operations, including data processing (e.g., Survant, SRT work), editorial and data validation, analysis, disclosure, and dataset documentation.

4.4.1 Prepare codebooks for the spouse and WEO surveys outlined in Section 1, documenting the dataset and variable creation.

4.4.2 Perform survey analyst and survey operation functions (SRT, Survant) on WEO surveys listed in Section 1. Perform survey operation functions on spouse surveys listed in Section 1.

4.5 Support statistical analysis through univariate and multivariate statistical analyses; structural equation modeling; complex statistical analyses in SAS.

4.5.1 Conduct up to 5 ad hoc complex statistical analysis projects (e.g., predicting retention, identifying barriers to military spouse education) and document analyses in a short paper/briefing (10 pages/slides). Deliver ad hoc custom charts summarizing results as needed for surveys outlined in Section 1.

4.6 Document RSSC analyses using Microsoft Office products (Excel, Access, Word, Outlook, and Project); using strong writing and analytic skills; and applying knowledge of DoD personnel management policies as they relate to statistical analysis.

4.7 Provide statistical support by designing complex, stratified samples, and weighting survey data to account for differential selection probabilities and response propensities, and poststratification. Use software (e.g., Sudaan) to appropriately make variance estimates from complex sample designs. Use and modify RSSC software to perform appropriate statistical tests to determine whether differences in estimates across subgroups (e.g., Service) or time are statistically significant. Perform nonresponse bias analyses and serve as technical expert on nonresponse bias methods. Work with government staff to develop an automated production system to impute for missing data, and serve as technical expert on missing data methods. Prepare brief technical notes or memorandum documenting the statistical issues considered and recommendations made. These documents should include equations, citations, results of analyses performed, and copies of computer programs (SAS or other COR-approved software).

4.7.1 Perform statistical weighting, and write the statistical methodology report for the SOFR1801 and RCSS1801 surveys. All weights, and reports should be developed for Government review (i.e., only initial sample designs and weights are required from the contractor).

4.7.2 Perform nonresponse bias analysis on one large scale survey and document the results in a report.

4.8 Support/maintain DMDC’s Survey Reporting Tool (SRT). Provide continuing support for the Survey Reporting Tool (SRT) used by DMDC to automate the production of survey reports and briefings. Within resource constraints, continuing support shall include: (1) fixing code when the programs do not perform as documented, making minor format changes when requested, (2) providing proposals for new features, and (3) implementing new features when government approved and when within resource constraints.
