Combined Synopsis/Solicitation for NAP-XPS/UPS/IRAS System

Solicitation Number: ID08160116 Date: 22 Mar 17

Notice Type: Combined Synopsis/Solicitation

i. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation issued in accordance with acquisition procedures authorized by FAR Subpart 13.5.

ii. Solicitation, ID08160116, NAP-XPS/UPS/IRAS System, is issued as a Request for Proposal (RFP).

iii. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-95.

iv. This acquisition shall be a Small Business set-aside for this acquisition. The NAICS code for this requirement is 334516, Analytical Laboratory Instrument Manufacturing. The small business size standard for NAICS code 334516 is 1,000 employees. A single award will be made as a result of evaluation of proposals received.

v. The following is a list of contract line item number(s) (CLIN) and items and respective quantities:

vi. The item being procured for this acquisition is a Near Ambient Pressure (NAP), X-ray Photoelectron Spectroscopy (XPS), Ultraviolet Photoelectron Spectroscopy (UPS), and Infrared Fourier Transform Reflection Absorption Spectroscopy (IRAS) System.

vii. Items/Service is to be delivered and installed at Building E3400, Laboratory 208, Edgewood, Maryland. Period of Performance will be determined after evaluating contractors milestone schedule submitted with proposal.

viii. Provision FAR 52.212-1 -- Instructions to Offerors -- Commercial Items, applies to this acquisition.

ix. FAR 52.212-2 -- Evaluation -- Commercial Items

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award will be made using a Best Value Trade –Off.

Technical approach, delivery schedule and company experience, when combined, are significantly more important than price. The following factors shall be used to evaluate proposals:

Factor 1: Technical approach shall demonstrate a technically feasible and sound approach to designing a Near Ambient Pressure XPS/UPS/IRAS that will analyze material surfaces against low level, ultra toxic chemicals at a wide pressure range (ultrahigh vacuum to near atmospheric pressure). The instrument design shall include elemental and oxidation state analysis, electronic state analysis and identification of changes in chemical composition of the surface and compatibility to perform temperature programmed desorption spectrometry. The technical proposal will also demonstrate an acceptable and thorough acceptance testing approach to ensure operability of the instrument after installation.

Factor 2: Delivery schedule shall provide a realistic and reasonable timeline that includes design, build, installation, testing and training on Near Ambient Pressure XPS/UPS/IRAS system.

Factor 3: Company experience shall include submission of at least two (2) documented completed projects of the same capability to this requirement completed within the past 5 years.

These projects shall be the same as having performance characteristics utilizing Near Ambient Pressure (NAP), X-ray Photoelectron Spectroscopy (XPS), Ultraviolet photoelectron Spectroscopy (UPS), Infrared Fourier transform reflection absorption Spectroscopy (IRAs).

Factor 4: Price will be evaluated in order to determine if it is reasonable in accordance with FAR Parts 13.106-3(a). The Government will evaluate proposed pricing, inclusive of labor, materials and travel to determine if it is reasonable, balanced and represents the best value to the Government. Detailed pricing volume shall include completion of attachment 5 and all costs to design, build, install, test, train and deliver a complete functioning unit which will be included in the contract award firm fixed price. The travel cost details shall contain travel origination/destination, transportation (airline and/or ground, number of personnel, number of trips, estimated dates, per diem, lodging and any other incidental expenses.

A comparative evaluation of proposals will be conducted after preliminary review of responsiveness and responsibility. Proposals that meet the responsiveness/responsibility and discernible value indicators of Factor 1, Factor 2 and Factor 3 will be identified to the user.

The Government reserves the right to incorporate the delivery schedule and any other portion of the awardee’s proposal that the Government determines is beneficial into the resultant contract.

x. The provision at FAR 52.212-3, Offeror Representations and Certification—Commercial Items, with Alternate I, is applicable to this acquisition. Ensure all Representations and Certifications are updated in SAM.

xi. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to the acquisition.

xii. The clause at FAR 52.212-5 -- Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (DEVIATION), applies to this acquisition. See Attachment 1 for full text.

xiii. Additional terms/conditions and clauses apply to this solicitation and are found in Attachment 2, Terms and Conditions. Vendors are required to register in GSA’s ITSS system upon proposal submission to receive award. xiv. The Defense Priorities and Allocation Systems (DPAS) DOES NOT apply to this request for proposal.

xv. Proposal shall include two (2) volumes: Technical and Price (including attachment 5) and are due via e-mail no later than 24 April 2017 at 4:00 p.m. Mountain Daylight Saving Time.

Questions are to be submitted in writing no later than 31 March 2017 to joan.johnson@gsa.gov and kay.thompson@gsa.gov; responses to all questions will be provided to all offerors no later than 5 April 2017. During this period, interaction is only allowed with the Contracting Officer and the Contract Specialist.

One (1) teleconference will be arranged with all interested offerors the week of 3-7 April 2017 to provide schematics and answer any additional questions. No other teleconferences will be held and you must be on teleconference to receive the information. Teleconference contact information will be provided only to all interested offerors who respond to this solicitation.
