CBR Filtration Branch Performance Work Statement
1.0 DESCRIPTION OF SERVICES
1.1 Objective
To provide a complete and installed NAP-XPS/UPS/IRAS System to the CBR Filtration Branch and provide an acceptance test of the system ensuring its proper operation. This will include not only the design of the system, but also the on-site building and installation of the full system, training on use of the system, and the acceptance test of the system to ensure proper operation.
1.1 Background
The CBR Filtration Branch conducts research and development of new materials and technologies for air purification and chemical resistance/protection. Research includes materials synthesis and modification, characterization of properties of the materials, filter design and development, and test and evaluation of the chemical protective performance of the materials and technologies. As part of our research efforts, infrared spectroscopy technologies have shown a promising molecular understanding of these interactions; however, these technologies are limited to specific chemical bonding interactions. More sophisticated and new technologies assist in understanding the exact electronic and charge distributions of these bond interactions (i.e. oxidation state changes, oxidation redox potential changes, valence and conduction band changes, etc.)
at the surface level compared to the bulk. The initial surface interactions are crucial in improving the Army materiel in the applications of air purification, decontamination, chemical sensing and other thrust areas in sustaining military operations.
1.4 Scope of Work
This is a non-personal services contract to design, build, install, test and train on a Near Ambient Pressure (NAP)-XPS/UPS/IRAS System that supports the CBR Filtration Branch. The CBR Filtration Branch mission is to conduct research and development of new materials and technologies for air purification and chemical resistance/protection. The equipment will be installed and delivered to Building E3400, lab 208, Edgewood, Maryland and integrated with a fume hood.
1.5 Work Description Requirements: The contractor shall design, build, install, test and train on the NAP- XPS/UPS/IRAS System. The X-ray photoelectron spectroscopy (XPS) /Ultraviolet photoelectron specstroscopy (UPS) / Infrared Fourier transform reflection absorption spescroscopy (IRAS) system is a multifunctional ultra-high vacuum chamber designed to use multiple techniques to analyze surfaces of interest to the Army and identify, quantify, and characterize adsorbates, reaction products, and changes in elemental or electronic properties of molecules adsorbed or reacted with such surface. The chamber will be designed so that samples can be analyzed in a wide pressure range: from ultra-high vacuum (~5x10-9 mbar) to near atmospheric pressures (~25 mbar). The system will be able to perform XPS for elemental and oxidation state analysis, UPS for electronic state analysis, and IRAS for identification of changes in chemical composition of the surface (e.g. surface reactions). The system will also be able to heat and cool the sample of interest while exposing the sample to gases ranging from ultra toxic chemicals to atmospheric species such as oxygen, water, and CO2. The system should also be capable of performing temperature programmed desorption spectrometry (TPD) using a mass spectrometer. The system will be integrated with an existing chemical fume hood so that toxic samples can be safely handled, however the bulk of the instrument will be adjacent to the fume hood.
The system will include differential pumping and will be capable of bake-outs in order to clean the system internally. The system will be able to be vented to the fume hood, and will be capable of being coupled to a blower to enable safe chamber maintenance. Furthermore, all backing pumps will be oil-less (e.g. scroll pumps).
1.5.1 Design. The contractor shall design XPS/UPS/IRAS to meet the minimum performance requirements as stated in paragraph 1.5 along with the following additional system requirements:
1.5.1.1 The Near Ambient Pressure (NAP) XPS analysis chamber – backfilling needs to incorporate a VERTICAL hemispherical energy analyzer (to enable analysis of loose powders and liquids), X-ray monochromator, x-ray source, UV-source, manipulator, gas inlet, pumping station, pressure gauges, windows and spare flanges.
1.5.1.2 The pumping system for the analysis chamber will need to incorporate pumps that are compatible with low quantities of corrosive gases with a gate valve in front of the central chamber-turbo pump.
1.5.1.3 The pressure measurement system will need to be automated to observe pressure and to turn on/off gauges and pumps. The measurement system will need to operate over a full operational range (base pressure to atmospheric).
1.5.1.4 The hemispherical energy analyzer will be capable of working at UHV conditions up to 25 mbar and compatible with XPS, UPS, AES, SAM, ISS, and LEIS.
1.5.1.5 The NAP pre-lens will be capable of operating at pressures up to 100 mbar and include a port for differential pumping.
1.5.1.6 The spectrometer control unit will be compatible with AES, ISS, XPS and UPS modes of operation for lowest ripple and step widths and contain software for automated measurement routines and library.
1.5.1.7 A PC-package for XPS with data processing software will be required.
1.5.1.8 The differential pumping system for NAP will be compatible with corrosive gases (small quantities).
1.5.1.9 The 5-axis sample manipulator (XYZPAz) and holder will include a thermocouple attachment capability and sample heater with laser heating capability to only heat the sampel and not the sample mount/manipulator.
1.5.1.10 System will employ motorization for 5 axes.
1.5.1.11 System will include a sample observation camera with high resolution.
1.5.1.12 The x-ray source will be a Alanode with long service life that is compatible with monochromator.
1.5.1.13 Thex-ray monochromator will include a shutter with movable x-ray window.
1.5.1.14 The system will employ an isolation unit (interlock) with integrated safety electronics for protection of both people and equipment and sensors for water temperature, flow and pressure.
1.5.1.15 The system will include a differential pumped NAP monocrometer.
1.5.1.16 The closed-cycle water cooling system will be suitable for a large UHV system with several devices, 1000W at 20ºC and include water level sensors with alarm output.
1.5.1.17 The UV-Source for UPS will provide long-term stability, include a small spot ellipsoidal transfer capillary, and include an intregrated micro-valve for the separation of quartz capillary and UHV chamber from atmosphere during maintenance.
1.5.1.18 Gas Inlet System capable of introducing atmospheric gases, reactive species, and chemical warfare agents (e.g. O2, SO2, NO2, H2O2, methanol, H2O, mustard, sarin)
1.5.1.19 The system will include a z-manipulator for sample transfer.
1.5.1.20 The system will include a small UHV chamber for IR incorporated (can be separate from the NAP chamber) with ports for KBr windows, sample manipulator, pumps, pressure gauges, and software. This is to perform photoactoustic modulated IR (PEM) on the sample in reflectance (IRAS/RAIRS) on the sample
1.5.1.21 The TPD mass spectrometer will include a Faraday/SEM detector, PID controller, and software.
1.5.1.22 The infrared fourier spectrometer will be evacuable, have LN2 cooled MCT detector under evacuation, include a high-resolution scanner for spectral resolution better than 0.06 cm-1 and a spectral range from 8,000- 350 cm-1, include evacuated optics with oil-less pumps, include additional components for external detector rearrangement for transmission measurements, be aligned in connection with the PEM module, and include vacuum shutters to isolate the sample compartment from optics bench to enable independent use of internal compartment.
1.5.1.23 The PEM (photoacoustic modulation) module will be incorporated with the FTIR.
1.5.1.24 The load lock chamber will be located within a chemical fume hood adjacent to the NAP system and therefore will require a quick access door for sample introduction and flanges for ion gun, evaporation source, pumps and pressure gauges. Pumping will be required for the load lock for sample introduction.
1.5.1.25 The system will require a full range pressure gauge package to enable safe monitoring and operation of the entire system as well as sample holders and any sample loading tools.
1.5.1.26 The ion source will be compatible with reactive gases for sputter cleaning samples and charge neutralization.
1.5.1.27 The sample transfer system will require a magnetically coupled linear transfer rod with port aligner, 360º polar rotation, and a special transfer tool for sample plates.
1.5.1.28 Provide no more than two (2) iterations of product design. The final iteration shall incorporate Government feedback. Government feedback will be provided within 15 calendar days after first iteration of design.
1.5.2 Build. The contractor shall:
1.5.2.1 Build a customized designed NAP-XPS/UPS/IRAS system meeting all the parameters in paragraph
1.5.1 above within a designated laboratory fume hood within submitted/approved milestone schedule.
1.5.2.2 Build the NAP-XPS/UPS/IRAS system on-site at Building E3400 at Aberdeen Proving Ground, MD Edgewood Area.
1.5.2.3 Request drawings and a tour as necessary.
1.5.2.4 Provide detailed drawings of the system layout and bakeout assembly after assembly of system.
1.5.3 Install. The contractor shall:
1.5.3.1 Complete the NAP-XPS/UPS/IRAS System full installation on-site at Building E3400 at Aberdeen Proving Ground, MD Edgewood Area within the submitted/approved milestone schedule.
1.5.3.2 Integrate the test system into the building systems (vacuum, air/N2/O2 sources) and hood space in lab

1.5.4 Acceptance Test.The contractor shall:
1.5.4.1 Accomplish the following tests ensure product operational functionality. System must be fully operational after 2 times of testing to be acceptable.
1.5.4.2 Conduct a system bake out, followed by a cool down to verify proper pressures are achieved.
1.5.4.3 XPS measurements will be performed on a sputter cleaned Ag sample (excitation: monochromated Al K𝛼𝛼, Spotsize 300 µm) or similar to test the XPS performance in UHV and 10 mbar N2.
1.5.4.4 XPS measurements are performed on a sputter cleaned Ag sample (excitation: He-I, He-II) or similar to test the UPS performance in UHV and 10 mbar N2.
1.5.4.5 Demonstrate the laser heater in UHV and 1 mbar, 10 mbar, and 25 mbar N2.
1.5.5 Train. The Contractor shall:
1.5.5.1 Provide comprehensive training on operation of the NAP-XPS/UPS/IRAS System to those designated from the CBR Filtration Branch qualified to operate it (approximately 5 individuals total).

3.0 Government-Furnished Property/Equipment: N/A
4.0 General Requirements. The contractor shall:
4.1 Not provide services on the following federal holidays: New Year’s Day, Martin Luther King Jr.’s Birthday, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day and Christmas Day.
4.2 Designate a Program Manager as the single-point of contact for this project that is readily available at contract start and throughout the contract performance period.
4.3 Travel:
4.3.1 Travel is anticipated for this effort. Government authorization is required prior to any travel. The Contractor shall submit an applicable Travel Request and coordinate with customer at a minimum of three (3) days prior to travelling to Edgewood, Maryland.
5.0 Deliverables. The contractor shall:
5.1 Facilitate a Kick-Off meeting within five (5) business days of contract award after coordination with affected parties.
5.2 Program Reviews (PMRs)- Monthly facilitate a joint review/briefing of contractor activities at a minimum the following: a summary of the previous and current monthly program activities, plans for the upcoming month, comparison of current status versus scheduled plan, assessment of risk, mitigation strategies, review of action items and the assignment of new actions.presentation shall be submitted within 24 hours of the scheduled PMR.
5.3 Monthly Status Reports (MSR) no later than the 10th business day of each month. The MSR shall contain a narrative description of the work accomplished during the previous month. The MSR shall contain an itemized listing of items purchased in the performance of this contract, identify any significant accomplishments and/or problems, and provide a project schedule status update with a percent complete identified by major task and milestone identified.
5.4 Deliver limited rights data within 30 days of contract completion all multimedia (ie.CD/DVD), designs and all test/acceptance results utilized in the performance of this contract at the end of the contract period. Refer to Attachment 1, FAR 52.227-14, Alternate II.
5.5 Contractor Manpower Reporting Application (CMRA)- shall be reported on ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract . The contractor is required to completely fill in all required data fields at http://www.ecmra.mil. Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October* of each calendar year. Contractors may direct questions to the CMRA help desk.
5.6 Quality Control Plan- establish and maintain a quality control system that ensures quality control procedures to be utilized to complete this requirement to include applicable laws, regulations and best commercial practices, if any. Plan shall be submitted within 30 calendars days of the award and shall be reviewed and accepted by the Government. Contractor format is acceptable. The plan shall include:
5.6.1 Describe in detail an inspection system to cover all services listed in the Performance Requirements Summary and specific areas to be inspected on both a scheduled and unscheduled basis.
5.6.2 Procedures that present all aspects of quality control to include responsibility for surveillance, a description of records to be kept, methods for identifying and preventing defects in the quality of service, and availability of records of inspections upon Government request.
5.6.3 Document inspection instructions, auditing and testing in clear and complete instructions. The inspection instructions shall include the specific criteria for approval and rejection of the services that will be used in each inspection or audit; checklists may be used for this purpose.
