Request for Information (RFI): ID08160077 – Operator Driver Simulators (ODS)

Introduction

The General Services Administration (GSA) is considering a new requirement to provide fully integrated mobile Operator Driver Simulators (ODS) capable of providing simulated training in the operation of the M915, M939, Family of Medium Tactical Vehicles (FMTV), Heavy Expanded Mobility Tactical Truck (HEMTT), Pelletized Load System (PLS), Heavy Equipment Transport System (HET), M1114, High Mobility Multipurpose Wheeled Vehicle (HMMWV), Mine-Resistant Ambush Protected (MRAP), and M-ATV tactical vehicles.

The Government does not intend to award a contract on the basis of this Request for Information (RFI), and any formal offers/proposals submitted in response to this notice will not be considered. The purpose of this RFI is to gather data and current market place information from industry, including small business firms. The information obtained from this RFI will be used to assist in developing the most suitable acquisition strategy. Furthermore, interested parties will not be reimbursed for any costs related to providing information in response to this RFI. Responses to this RFI are due no later than 11/11/2016 by 12:00 PM Mountain Time.

The proposed North American Industry Classification System (NAICS) code for these services is 333318, Other Commercial and Service Industry Machinery Manufacturing, with a small business size of 1,000 Employees.

This RFI is meant to achieve the following goals:

1.) To survey the marketplace to determine what type of firms can provide the required simulators.

2.) Determine if the required products are available via a GSA schedule or another multiple award contract.

3.) To gain feedback from industry and any other relevant stakeholders on any unique circumstances that could impact this potential procurement.

A. General Description of this requirement:

The Army National Guard (ARNG) requires fully integrated mobile ODS training systems that will educate soldiers on the operation of a variety of military vehicles. The ODS systems shall support the training of vehicle operators of the M915, M939, FMTV, HEMTT, PLS, HET, M1114 HMMWV, MRAP, and MATV tactical vehicles. The fidelity of the ODS shall provide student operators with a realistic and high fidelity operational experience for both on-road and off-road conditions in multiple physical weather environments (day, night, sandstorm, rain, fog and snow).

The contractor shall provide all materials, engineering services, facilities, tooling, and personnel required for the performance of all services to accomplish the tasks stated herein. Facilities for housing the simulators once delivered are not required due to their required self-contained mobile configuration.

Based upon the Government schedule and fiscal constraints, and the proven economies of utilizing non-developmental and re-usable engineering components, the Government wishes to maximize the re-use of previously proven and delivered ARNG ODS designs in this contract.

The ARNG’s ODS acquisition shall be based upon the previous ARNG and U. S. Army ODS developmental efforts. The contractor shall utilize, and modify as required, previously developed ODS designs, subsystems, techniques and non-developmental software to field the ARNG ODS. The re-usable design for these simulation systems shall employ Commercial-Off-The-Shelf (COTS) components to the maximum extent possible.

Based upon current Government requirements, the definition of this ODS system shall be an integrated training system, in a dual/quad/mobile configuration, based upon the previously developed ARNG ODS. This system shall be referred to as the ODS/Dual/Quad Student Station.

From a hardware standpoint, the application computer suite, image generators, and associated hardware shall be fully compatible with previously delivered ARNG ODS units while taking advantage of the latest available technology. From a software standpoint, the functionality shall be a fully compatible with the latest ARNG ODS baseline.

This SOW includes requirements for the integration, manufacture test delivery and installation of the ODS/Dual/Quad configuration.

All designs and developed software shall be fully maintainable by the Government. The license to all COTS software utilized in the IDS shall be transferred and assigned to the Government. The Government shall receive full and unrestricted data rights to contractor designs and contractor software developed under this SOW.

The basic simulator hardware suite consists of the simulated cab, the visual out the window representation, the motion cueing device, the application computers, the image generators, and associated tertiary hardware. The ARNG ODS shall duplicate the functionality of the application computer suite and image generators used by the previous US Army ODS. Given this commonality, the ARNG ODS can be fully specified in terms of the cab, motion device, and visual system description. The following table contains the specification for each of the units to be acquired under this potential procurement.

Simulated armor kits will be provided for the HMMWV, MRAP, and MATV. The IDS systems within each trailer shall be supported by using a single Instructor/Operator Station (IOS). The IOS shall include a simulator video surveillance system, instructor graphical user interface console, chase view display monitor, student/instructor intercom, and printing capability.

Additionally, in order to bring the older ODS systems up to the current training configuration, all of the systems require a retrofit of at least one and in some cases two, dash and armor panel sets. The current hardware baseline includes the following dash sets: Generic Truck, Medium Tactical Vehicle, Heavy Tactical Vehicle, UA-HMMWV, MRAP and M-ATV. All armored vehicles have associated simulated armor panels for restricting vision. A table listing retrofit requirements of these systems is located below.

And add the second ODS to complete the New York and New Mexico Dual Mobile Systems, along with the required dash/armor retrofits for the existing ODS in those trailers.

The contractor shall ship the ODS to the designated Government site within CONUS, and deliver, conduct New Equipment Training (NET), and other familiarizations for each

ODS. The contractor is responsible for proper installation of hardware, software, and commercial software.

Contractor tasking shall include device packing, transportation/shipment (CONUS), specific site planning, integrated system installation, and acceptance testing at the installation sites.

New Equipment Training (NET) shall be provided by the contractor. The contractor shall deliver an Instructor/Operator (I/O) training course to facilitate this training. The I/O training course shall also include training of the organizational maintenance procedures and troubleshooting of equipment.

The I/O training course shall be conducted at each delivery site for a maximum of five participants per site. The length of the course shall be determines jointly by the ARNG Training Division Support Branch (ARNG-TRS) and the contractor to meet the course objectives. The course shall contain all the necessary instruction for the operation and organizational maintenance of the ODS. This course shall be scheduled after the training system is determined by the Government to be Ready for Training (RFT).

Contractor personnel designated as subject matter experts (SMEs) that have participated in the scenario courseware and simulation systems development shall furnish all required materials for the training course and shall conduct the course.

The delivered ODS shall include an initial 24 month warranty on all components, labor, and workmanship. Warranty shall commence after on-site acceptance of each system.

Furthermore, any manufacturer warranties on COTS components extending beyond this period shall be transferred to the Government.
