HRS Integration Task Order -- RFI Q&A
1.) 6.1.3.5 - Can you please clarify how many pages responders are allowed for the information requested in #7, page 1, Responses to this Notice, to satisfy - List of questions you would be likely to ask if the requirements below were included, as is, as part of the final solicitation?
A.1: There is no page limit, although we ask potential bidders to be concise and reasonable. The intent of asking for these questions now is to give the Government an opportunity to clarify things in the statement of objectives proactively before issuing the final solicitation.
2.) For the questions submitted today, AND the questions and considerations submitted in the RFI - will they be made public?
A.2: Answers to questions submitted as part of the RFI Q&A process will be made public. Answers to questions submitted as part of companies’ RFI submissions may or may not be made public -- answers will be published in cases where the Government feels that publishing the answer to the question will enable all bidders to better understand the Government’s intent.
3.) Are the sources sought submissions be made public and does our submission need to be marked proprietary and procurement sensitive?
A.3: Sources sought submissions will not be made public but your submission should be marked proprietary and procurement sensitive.
4.) The sources sought indicates that a “solicitation is tentatively planned for the fourth quarter of Calendar year 2018.” That would imply an October/ November/ December release date. However, the Sources Sought Notice also indicates that the Anticipated Performance Date is “30 September 2018 through 30 September, 2021”. Would GSA clarify the anticipated release date and anticipated period of performance dates?
A.4: The RFI should have stated that a solicitation is tentatively planned for the fourth quarter of Fiscal year 2018. The anticipated performance dates cited in the RFI are correct.
5.) Does the Government anticipate that the contractor will have access to any procurement sensitive information (contractor data, budget planning information, and/or acquisition materials) that may cause a potential conflict of interest that could preclude the contractor from participating in future procurements? If so, can the Government describe what type of procurement information will be shared with the contractor, and if the conflict could be effectively mitigated through a Conflict of Interest Mitigation Plan?
A.5: The Government is not in a position to answer this question definitively at this time. A company chosen to assist the GSA/HRS merger may, as part of their work, develop organizational transformation or optimization strategies that result in additional procurements and that may create OCI concerns. However, we cannot preemptively determine the impact of a potential OCI. OCI determinations for future procurements will be made at the time of those procurements based on the circumstances present at that time. In the case of any potential OCI, vendors can take steps to mitigate or avoid them. There is no way to preclude an offeror from submitting offers for solicitations for which they are otherwise eligible due to a potential OCI. However, OCIs that are not mitigated or avoided can prevent offerors from receiving an offer of award. Offerors should seek the advice of their counsel to discuss the specifics of any potential OCI.
6.) Is it correct to assume that our response to the seven (7) questions is exclusive from the five (5) page Corporate Experience and two (2) page Client Experience write-ups?
A.6: Yes, that is correct.
7.) Please confirm that items 1 – 7 are excluded from any page limitations.
A.7: There are no page limits in answering items 1 - 7 from the first page of the RFI (“Responses to this Notice”). However, respondents are asked to disregard item #6 (list of similar projects) and instead provide responses to the items in Section 6.1.3.5, which includes providing corporate experience write-ups.
8.) Please confirm that it is acceptable for offerors use 10-point on tables.
A.8: Yes, that is acceptable. Tables should adhere to an 8-point font minimum, much like graphics or other visual displays.
9.) Will the government consider changing the font restrictions to TNR 12 point for text with a smaller font for graphics / tables etc. (no smaller than 9-point font)? TNR 12 point is industry standard, legible for reviewers and will allow offerors to maximize the page limitations while providing GSA with complete corporate capabilities for your review.
A.9: The Government will not change the font requirement from Calibri to TNR, however a smaller font size can be used for graphics and tables.
10.) Please confirm that the requirement that all pages shall be numbered with Arabic numerals excludes the cover sheet / TOC etc.
A.10: Confirmed.
11.) RFI asks for “A list of current or past projects similar in nature to this requirement that you have executed.” Section 6.1.3.5 states to submit no more than 5 engagements. Is it possible for the government to provide clarification on the differences between the list, and the client engagements?
A.11: Please disregard the instruction to provide a list of projects. The engagement write-ups requested in Section 6.1.3.5 eliminate the need for a project list.
12.) A list of any questions you would be likely to ask if the requirements below were included, as is, as part of the solicitation. Will questions that are submitted as a part of the RFI be made public? Will answers provided to these questions be made public?
A.12: See the answer to #2.
13.) the list of requirements in the first page does not include any mention of Corporate Capability (referenced in Format for Submission 6.1.3.5 Page limitations are as follows: 1) Cover sheet, one page in MS Word, 2) Corporate Capabilities Statement, 5 pages in MS word, 3) Client Engagement Experience write-ups, two pages per experience write-up (no more than 5 engagements). Please confirm the list of requirements and corresponding page limits.
A.13: Respondents should provide the information requested on the first page of the RFI (“Responses to this Notice”) with the exception of #6 (see answer to Question #11 above) and then provide the information requested in Section 6.1.3.5.
14.) Capability and corporate experience will contain procurement sensitive information. Please confirm the source sought submission will remain confidential.
A.14: Yes, RFI responses will remain confidential. Sources sought submissions will not be made public but your submission should be marked proprietary and procurement sensitive.
15.) What is the timeline for completing Objective 4?
A.15: The timeline for completing Objective 4 has not been determined yet.
16.) How will the Government measure success and are there specific efficiency targets?
A.16: The Government has not yet decided upon specific efficiency targets or measures of success. However, it should be noted that the Government is contemplating a number success measures and that efficiencies and cost savings constitute only one dimension of the contemplated framework.
17.) Would Objective 5 require the vendor to provide its proprietary Mergers and Acquisition methodology?
A.17: That would be up to vendor decide and propose.
18.) Would Objective 4 exclude the vendor to supporting subsequent business process and technology change implementation?
A.18: See the answer to question 5.
19.) Can you provide info on level of effort anticipated for this contract?
A.19: No. However, the Government intends to publish an expected price range as part of the final solicitation.
20.) What are the labor categories you are anticipating for this contract?
A.20: That will be up to each bidder to decide and propose.
