2nd ADDENDUM TO THE LIMITED SOURCE JUSTIFICATION
FOR
Product Manager Tactical Cyber Network Operations (PdM TCNO) Next Generation Tactical Radios - Network Manager (NeXGTR-NM), Atom v1.2 Application Development (Atom)
Note: This document is prepared in accordance with the requirements of FAR 8.405-6(c). The acquisition is conducted under the authority of the Multiple Award Schedule Program.
1. Identification of Requiring Activity and Contracting Activity:
The requiring activity is the United States Army, Program Executive Office Command Control Communication-Tactical (PEO C3T)/Project Manager Tactical Cyber Network Operations (PdM TCNO) located at Aberdeen Proving Ground, Maryland. The contracting activity is the General Services Administration (GSA) Federal Acquisition Service (FAS), Mid-Atlantic Region - Philadelphia, PA.
This document is hereby identified as the 2nd Addendum to the Limited Source Justification
(LSJ).
2. Nature and/or Description of Action Being Approved:
The action being approved is an addendum to the previously approved LSJ to support a task order modification which increases the contract ceiling rate and period of performance of the existing task order in support of the Atom v1.2 development. The action is necessary to complete Atom development in FY 2020.
The current period of performance is Jan 8, 2020 to Dec 31, 2020 which shall be increased until March 30, 2021.
3. Description of Supplies/Services Required To Meet the Agency's Needs:
The current scope of the task order includes the development of the Atom v1.2 application.
One of the goals of the program is to use the Atom v1.2 application during Handheld, Manpack, and Small Form Fit (HMS) Operational Test (OT) event scheduled for early 2021.
As a result of the Atom Product Quality Test (PQT) event and OT planning, the Government identified gaps required for planning and configuration that are not included in the original Atom v1.2 contract or subsequent modifications. These changes in requirements prioritization are to support the Army Tactical Radio Operational Test immediate needs at the lower tactical internet. To fulfill the newly identified needs the Performance Work Statement (PWS) has been revised in the following sections:
Expand PWS Section 1.3 to include the following additional task:
o Support Soldier facing enhancements to OT-related RCF configuration for the AN/PRC-158, AN/PRC-162, and AN/PRC- 148D using profiles including full regression testing and bug fixes.
Revise PWS Section 1.4 to from “achieve RMF accreditation” to “maintain the ATO RMF accreditation”.
Revise PWS 2.4.2 DoD PKI: from “The contractor shall provide the stand alone capability to support the use of DoD PKI, DoD portion of the National Security Systems (NSS) PKI, and the DoD Coalition PKI to satisfy operational needs and requirements” to “The contracto shall provide off-line utility to support importing the radio certificates”.
Revise PWS 7.5 Period of Performance from “28 Feb 2020 through 15 Jan 2020” to “28 Feb 202 through 30 Mar 2021”.
The estimated cost based on the revised PWS, which includes extending the Period of Performance, increases from $5,871,796.91 by $83,192.37 to $5,954,989.28. The estimate for this action consists of mandatory labor costs, travel cost, and non-travel ODCs.
Identification of Statutory Authority and Justification/Rationale for Limiting Sources Demonstrating the Contractor's Unique Qualifications to Provide the Required Supply/Service:
The authority for this addendum action remains unchanged. The authority is FAR 8.405- 6(a)(1)(i)(B) – Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.
Harris Corporation is the current Atom v1.2 developer. As the sole developer of the Atom v1.2 application, Harris Corporation has created an effective and easily integrated Learning Tools Interoperability (LTI) NetOps solution that enables an Army S6 to readily configure the network. Harris Corporation has established a significant and sufficient development team that could be easily extended to perform the additional and revised requirement within the extended period of performance as identified in the PWS v1.2 Amd 15 Mod 6 dated November 17, 2020. They are the only contractor that currently has the knowledge of the Atom system, detailed design, and code to support the revised needs in the time required.
4. Determination by the Ordering Activity Contracting Officer that the Order Represents the Best Value Consistent with FAR 8.404(d):
The assigned GSA PM will complete a technical evaluation on the contractor’s revised technical submission to ensure that the quoted labor mix and number of hours to complete the additional tasks added to the PWS are acceptable and commensurate with this requirement and that the contractor has adequately responded to all technical requirements.
The assigned GSA Contracting Officer will complete the price evaluation by conducting a price analysis ensuring that there are no math errors or pricing caveats and that quoted labor rates do not exceed the contractor’s current GSA Schedule contract rates.
5. Description of Market Research:
Market Research was conducted in accordance with FAR 10. A review of the technical scope of Harris’s GSA Schedule contract showed that the contractor offers the required services under its GSA Schedule contract number 47QTCA19D00BC.
6. Other Facts Supporting the Justification:
None
7. Actions the Agency May Take to Remove or Overcome Any Barriers that Led to the Restricted Consideration prior to Subsequent Acquisition For the Supplies or Services:
If future expenditures and allowances are granted for continued support during the period of performance of this task order, all efforts will be made by the Government to seek alternate sources of service for the support. Additionally, upon completion of this task order it is anticipated that subsequent Atoms v1.2 requirements will be merged into a separate project, identified as the Unified Network Operations (UNO) Planner that provide the planning capabilities for the entire Army Technical Network (that covers both Upper and Lower Tactical Internet).
However, it is important to note that many variables will play into this alternative source potential, such as changes in Government priorities within the current operations, and shifting needs.
