1.2 GENERAL
In general the Contractor shall procure and install new slide gates as shown in plans. The gates shall be self-contained with yoke and bench stand operators. Specific configurations shall be as noted or shown on the plan drawings.
Gates shall be furnished and installed complete with wall thimble or anchor bolts, operating stem, gate lift operator and other appurtenances as specified or needed to make a complete and operable installation.
USIBWC CONTRACT NO.: IBM10BO006 PAGE 60.69.00 - 2
Gates supplied under this Specification shall be in general conformance to fabricated gates Model SS- 250-1 as manufactured by Waterman Inc. or compliance-confirmed equal.
1.3 GOVERNING STANDARDS
Except as modified or supplemented herein, all gates and operators shall conform to the applicable requirements of AWWA and ASTM standards.
1.4 PERFORMANCE REQUIREMENTS
The contractor shall provide certification for the following:
A. Leakage: Slide gates shall pass a field leakage test in accordance with ANSI/AWWA C561 (latest edition). Under the design seating head, the leakage shall not exceed 0.10 US gallon per minute per foot (or 1.24 liter per minute per meter) of seating perimeter.
B. Design Head: The sluice gates shall be designed to withstand the design head shown in the plans.
C. Gates shall have a 50 year minimum life expectancy under this application.
1.5 SUBMITTALS
A. The Contractor shall submit for compliance-confirmation by the COR, drawings showing the principal dimensions, general construction and materials used in the gate and lift mechanism.
B. The Contractor shall submit for compliance-confirmation by the COR, complete engineering design calculations, in compliance with AWWA standards latest edition.
C. The Contractor shall submit for COR compliance-confirmation all hardware manufacturer documentation stating compliance with AWWA and ASTM standards as applicable for each item.
D. The Contractor shall submit for record an Installation Operation and Maintenance manual (if required) at no additional cost to the Government.
E. All drawings and calculations shall be signed by a Texas-registered or licensed engineer.
1.6 QUALITY ASSURANCE
A. The manufacturer shall have experience in the production of substantially similar equipment, and shall show evidence of satisfactory operation in at least fifty (50) installations, unless otherwise compliance-confirmed by the COR. The manufacturer’s shop welds, welding procedures and welders shall be qualified and certified in accordance with the requirement of the ASME BPVC, Section IX.
USIBWC CONTRACT NO.: IBM10BO006 PAGE 60.69.00 - 3
B. The fully assembled gates shall be shop inspected, tested for operation and leakage, and adjusted before shipping. There shall be no assembling or adjusting on the job sites other than for the lifting mechanism.
C. The manufacturer shall be ISO 9001 certified.
PART 2 – MATERIALS & EQUIPMENT
The Contractor shall provide and ensure the gates are manufactured using the following materials:
Frames, rails, cover slides yokes, fasteners & anchor bolts, and stems Type 304 or 316 stainless steel as specified.
Flushbottom seals; Rubber - ASTM D-2000BC 615/625 Grade BE 625
Seats; Ultra High Molecular Weight Polyethylene (UHMW)
Finish; Mill finish on all stainless steel surfaces
2.1 FRAME AND GUIDES
The grate frame shall be a rigid unit composed of stainless steel guide rails with UHMW seats upstream and downstream. These shall form a tight seal between the frame and the slide (disc). This tight seal shall provide an allowable leakage rate of no more than 0.1 gallons per minute (GPM) per peripheral foot of perimeter opening for seating heads and 0.1 GPM per peripheral foot for unseating heads. Stainless steel retainer bars, cross bars and head rails (for self-contained gate only) shall be provided. The clear opening shall be the same size as the waterway, unless otherwise specified. The guides will be of sufficient length to support two-thirds of the height of the slide when in the full open position.
2.2 SLIDE COVER (DISC)
The slide cover (disc) shall be stainless steel plate reinforced with structural shapes welded to the plate. The slide cover shall not deflect more than 1/720th of the span of the gate under the maximum head. The stem connection shall be either the clevis type, with structural members welded to the slide and a bolt to act as a pivot pin, or a threaded and bolted (or keyed) thrust nut supported in a welded nut pocket. The clevis or pocket and yoke of the gate shall be capable of taking, without damage, at least twice the rated thrust output of the operator at 40 pound of pull.
2.3 FLUSH-BOTTOM CLOSURE
Gates shall be furnished with a flush seal arrangement. A resilient seal with a minimum width of exposed face ¾” shall be securely attached to the frame along the invert, and shall extend to the depth of the guide groove.
2.4 PAINTING
All steel parts of the slide gate (not bearing or sliding contact) and stem guides shall be painted in accordance with manufacturer’s recommendations. That portion of the wall thimbles, which will be in contact with concrete, shall not be painted. All Stainless Steel parts shall not be painted.
USIBWC CONTRACT NO.: IBM10BO006 PAGE 60.69.00 - 4
2.5 SHOP TESTING
The completely assembled gate and hoist shall be separately shop-operated to insure proper assembly and operation. The gate shall be adjusted so that a 0.004-inch thick gauge will not be admitted at any point between frame and cover seating surfaces. All gates and equipment shall be inspected and certified by a qualified shop inspector prior to shipment.
PART 3 – CONSTRUCTION METHODS
The Contractor shall install the gates and appurtenances in accordance with the manufacturer’s recommendations.
3.1 STORAGE AND INSTALLATION
The Contractor shall store and install the sluice gates and equipment in accordance with the installation manual furnished by the manufacturer. After installation, the completely assembled gate, stem, guides and lift shall be operated through one full cycle to demonstrate satisfactory operation.
Such adjustments as necessary will be made until operation is compliance-confirmed by the COR.
The gate shall be subjected to leakage tests and pass the standard requirements for maximum leakage as specified in AWWA-C561.
3.2 FIELD TESTS
Following the completion of each gate installation, the gates shall be operated through at least two
(2) complete open/close/open cycles. If an electric or hydraulic operator is used, limit switches shall be adjusted following the manufacturer’s instructions.
Gates shall be checked for leakage by the Contractor after installation (refer Part 1.4 (A) herein for compliance-confirmation criteria).
PART 4 – MEASUREMENT AND PAYMENT
4.1 MEASUREMENT
All Work performed in accordance with this Specification will be measured by each complete in place.
4.2 PAYMENT
The work performed and materials furnished in accordance with this Specification and measured as provided under “Measurement” will be paid for at the unit price bid for the following as specified in the plans, Slide Gate (Material) (Size).
This price is full compensation for furnishing, transporting, and installing the gates; connecting to existing structure and providing necessary equipment and/or platform for gate operation; and nuts, bolts, plates, angles, equipment, labor, tools, lubrication, testing, and incidentals to perform the Work.
