Control No: MICC 2020-22 Program/Equipment: New Relic Software

Version – September 2018 FOR OFFICIAL USE ONLY

5. Reason for Authority Cited:

a. New Relic software and support services is a proprietary product and service that provides HRC with an enterprise-wide Application Performance Monitoring (APM) solution. New Relic is an analytical software tool used to monitor the behavior of enterprise level information technology (IT) applications, systems, and databases.

This tool detects current and potential problems and mitigates the impact to the users of the systems. Use of this tool enables HRC IT administrators to anticipate and detect potential failures within the system and provides a suite of solutions to assist in the recovery.

In 2018, HRC experienced a system wide enterprise failure of the Army Recruiting Information Support System (ARISS) resulting in the loss of the ARISS system for over two weeks. As part of an effort to prevent this from happening in the future, HRC invested over in the New Relic system and implementation. Having an effective APM solution enables HRC to maintain secure operations within the Joint Regional Security Stack (JRSS) systems. Army Recruiting Information Support System (ARISS) and Joint Regional Security Stack (JRSS) provide essential support for the Army's Accessioning mission. Based on this experience USAHRC leadership determined that APM is vital to the success of USAHRC. Any break in the current APM service could result in catastrophic enterprise failures.

b. Alternatives. For 2020, HRC requires renewal of the New Relic contract in order to maintain continuity and mission success of the ARISS, JRSS, and Accessioning missions. HRC implemented New Relic as endorsed by the Department of Defense (DOD) Digital Service (DDS) during their visit to HRC in February 2018. HRC's review of the current alternatives determined that none of the other available systems are compatible with the current New Relic APM solution. Switching to another system would result in a significant amount of data loss to the networking infrastructure to include the JRSS and the ARISS (two critical systems). This loss is unacceptable and would result in mission failure. Efforts to implement an alternative solution would require HRC to invest in both the alternative solution while maintaining the current New Relic APM system which would result in a substantial duplication in cost to the Government. A different software product would increase the complexity, cost, and requirement for additional training for the HRC IT workforce.

c. Impact if justification request is not approved. HRC has invested over to ensure the success of this system. Since the full implementation of New Relic in FY 2019, the system successfully maintained the security of the data of thousands of newly accessioned personnel, current soldiers, and veterans without any malfunctions or data breaches. The current network infrastructure has a high risk of suffering malfunctions when the cyber security posture of the ARISS and JRSS systems is not maintained. Failure to renew the New Relic APM Tool will catastrophically affect the Army's accessioning mission.
