MEMORANDUM
Subj: SOLE SOURCE MEMORANDUM TO ACQUIRE I-ASSURE SOLUTIONS FOR
NSWC PCD CODE 104 IT DIVISION – UNCLASSIFIED/CLASSIFIED RISK
MANAGEMENT FRAMEWORK (RMF) ACCREDITATION
(ERP Requisition TBD)
1. Identification of the agency and the contracting activity, and specific identification of the document as a “Limited Source Justification.”
This is a sole source justification. Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001 (Contracts Division Code 02).
2. Nature and/or description of the action being approved.
This action will award a firm fixed price purchase order on a Service Disabled Veteran Owen Small Business (SDVOSB) on a sole source basis to I-Assure, 212 Lafitte Street, Mandeville, LA 70448. The Naval Surface Warfare Center Panama City Division, Code 104, has multiple RDT&E lab, system, and Program of Record (POR) systems with a requirement to obtain a 3- year Risk Management Framework (RMF) Authority to Operative (ATO) accreditation by 30 Sept 2020.
3. A description of the supplies or services required to meet the agency’s needs (including the estimated value).
The contract effort is to procure off-site contractor support to develop RMF accreditation artifacts and report for required RMF controls in Navy eMASS. The period of performance will not exceed 30 September 2020. This memo does not authorize acquisition for other requirements. This acquisition will be conducted using simplified acquisition procedures with a total dollar not exceeding the simplified acquisition threshold of $250,000, valued at $180,000. The contract action will be funded with Fiscal Year 2020 Navy Working Capital Funds.
Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service. 10 U.S.C. 2304(c)(5). Authorized or Required by Statute FAR 6.302-5(b)(6). FAR 19.1406 – SDVOSB Sole Source Acquisition.
I-Assure has the unique capability to provide the knowledge and expertise to obtain a Navy RMF accreditation quickly and efficiently. I-Assure possesses tacit knowledge of the requirements for accreditation customized to the Navy’s Naval Surface Warfare Center command as they have performed the same and/or similar work for various divisions. I-Assure is also currently supporting other NSWC Panama City projects to include giving the unique opportunity to realize schedule and costs savings based on past and current task collaboration. The government does not expect to gain significant savings and/or schedule reduction through competition and does expect the opposite by creating duplication of costs regarding knowledge-based attainment to support this task. Therefore, it is in the government’ best interest to award on a SDVOSB basis to I-Assure.
4. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).
The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs.
5. A description of the market research conducted and the results or a statement of the reason market research was not conducted.
For the reasons specified in paragraph 4 above, I-Assure is the only company that can meet the Government’s needs. This action will be synopsized through the GPE beta.sam.gov because it is greater than $25,000.
6. Any other facts supporting the justification.
None.
7. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.
As stated in paragraph 4 above, I-Assure is the only entity that can meet the minimum requirements meeting schedule and budget needs.
