About this file
This document is an FSS Sole Source Justification for a federal contract acquisition. The Internal Revenue Service, Office of Chief Procurement Officer, Treasury Acquisition Division (TAD) intends to award a sole source task order to Event Strategies Inc. (ESI) through the General Services Administration (GSA) Federal Supply Schedule (FSS). The task order covers a one-day period of performance on January 28, 2026, for the Trump Accounts Kickoff Event. The contractor shall plan, coordinate, deliver, and manage all services necessary to support a full-day event scheduled from 8:30 a.m. to 6:00 p.m., including food and beverage services and audio/visual production support, with responsibility for both setup and teardown of all services.
The sole source justification is based on unusual urgency under GSAR 538.7104-3(b)(1)(i). Treasury announced the Trump Accounts initiative on December 2, 2025, and subsequently decided to host the kickoff event on January 28, 2026. The very short turnaround time to secure food and beverage service and audio/visual production makes competitive procedures impractical and would result in unacceptable delays. Market research identified that ESI has a current and historical business relationship with Ridgewell, the lessor of the Andrew W. Mellon Auditorium where the event will be held. Additionally, the event will be attended by the President of the United States, Cabinet-level principals, and high-level business professionals, significantly elevating the threat profile and requiring advance coordination with the U.S. Secret Service, controlled venue access with credentialing and magnetometer screening, and formalized command and control protocols, creating insufficient time for competitive procurement while ensuring lawful security coordination and reducing liability exposure.

FSS Sole Source Justification Trump Account Kickoff Event
This document serves as written justification of a sole source acquisition under the authority of Revolutionary Federal Acquisition Regulation Overhaul (RFO) General Services Acquisition Regulation (GSAR) 538.7104-3(b)(1)(i) – the need is of such unusual urgency that following procedures would result in unacceptable delays in fulfilling that need.1
The Internal Revenue Service, Office of Chief Procurement Officer, Treasury Acquisition Division (TAD) intends to award a sole source task order to Event Strategies Inc. (ESI) through their General Services Administration (GSA) Federal Supply Schedule (FSS). The Task Order will have a period of performance of one day, January 28, 2026, and an estimated value of .
Requirement
The Department of the Treasury (Treasury) is the executive agency responsible for promoting economic prosperity and ensuring the financial security of the United States. As part of this mission, Treasury supports the implementation and communication of Administration initiatives.
Trump Accounts are a presidential initiative intended to promote broad-based participation in economic growth and long-term financial engagement among the American public. To formally launch this initiative and align key stakeholders, the President will host a Trump Accounts Kickoff Meeting on January 28, 2026. The event will serve as an official introduction to the initiative and provide an opportunity for senior leadership and invited participants to discuss objectives, implementation considerations, and next steps.
The Contractor shall plan, coordinate, deliver, and manage all services necessary to support a full-day event scheduled from 8:30 a.m. to 6:00 p.m. on January 28, 2026. Services shall include food and beverage services and audio/visual production support. The Contractor shall be responsible for both set-up and tear-down for food and beverage services and audio/visual production.
Market Research Summary Treasury conducted Market Research for audio/visual companies with experience providing services like those described in the Performance Work Statement that also had experience or the ability to provide food and beverage catering. Through market research, it was identified that ESI has a current and historical business relationship with Ridgewell, the lessor of the Andrew W.
Mellon Auditorium where the Kickoff event will be held.
Sole Source Justification
On December 2, 2025, the Trump Administration announce the launch of Trump Accounts, a historic new savings tool created under the One Big Beautiful Bill to give children in America a real financial head start. In January 2026, Treasury in collaboration with the White House decided to host a Trump Account Kickoff event on January 28, 2026. Due to the very short turnaround time to secure food and beverage service and Audio / Visual Production, the use of competitive procedures will cause an unacceptable delay, potentially prohibiting the event from occurring.
1 The Department of the Treasury issued a class deviation (2025-00019) to implement the change to FAR Part 8.
The Trump Account Kickoff event will be attended by the President of the United States, current and former Cabinet-level principals, political dignitaries, and high-level private sector business professionals. The presence of these attendees significantly elevates the event’s threat profile and triggers enhanced federal security, counter-surveillance, and protective intelligence requirements.
Failure to designate this event as an officially sanctioned and properly resourced engagement would materially increase security risk to attendees, staff, and the surrounding venue.
From a security standpoint, this event requires:
Advance coordination with the U.S. Secret Service and other protective details Controlled venue access, credentialing, and magnetometer screening Formalized command, control, and communications protocols
There is insufficient time to compete this requirement while ensuring lawful coordination with federal security partners, protect Cabinet-level attendees, and reduce liability exposure associated with preventable security lapses.
