About this file

This is a Limited-Sources Justification document from the Department of the Treasury IRS for a bridge contract to General Dynamics Information Technology (GDIT) for Security Operations Center (SOC) support services. The justification allows for a sole-source award using GSA Multiple Award Schedule (MAS) 54151S and 54151HACS to provide uninterrupted cybersecurity services until the Treasury PROTECTS 1 BPA is awarded.

The contract includes a 6-month base period and two 3-month options running from December 9, 2024 to December 8, 2025, with a total estimated value of $13,507,125.88. The services include 24x7x365 mission-critical security services for the Computer Security Incident Response Center, Advanced Threats Analysis Cell, and Vulnerability Analysis Cell, supporting fraud analytics and user behavior analytics programs. The justification cites urgent and compelling need as GDIT is the incumbent with required clearances and expertise. The subsequent competition will occur under the Treasury PROTECTS 1 BPA among small businesses, with market research identifying 318 potential small business competitors. The original procurement attempt in FY22 was delayed when Treasury mandated use of the PROTECTS 1 BPA, which is now expected to be awarded in Q2 FY25.
