About this file

This is a Sources Sought Notice for the Hydra-70 2.75 inch rocket system, issued by the Army Contracting Command – Redstone for the U.S. Army's Program Executive Office for Missiles and Space. The document seeks to conduct market research on potential vendors capable of producing the rocket system, with the government historically procuring over 200,000 rockets annually. Vendors can either propose to build to the existing Technical Data Package (TDP) or submit an alternative design, with specific requirements including a modular design supporting multiple warhead types, compatibility with existing launchers, and meeting various military standards.

Key details include an Industry Day scheduled for July 16, 2025, with a two-participant limit per vendor, and submissions due by July 9, 2025. Interested businesses must email a 10-page response to clarence.n.daniels.civ@army.mil, including company information, contact details, annual revenue, and business classification. The government is particularly interested in small businesses and will consider setting aside a future acquisition. Special requirements include potential security clearances, Berry Amendment compliance, and cybersecurity considerations. The NAICS code for this opportunity is 332993, and vendors can request the existing Technical Data Package by emailing specific company information.

PROGRAM BACKGROUND

The U.S. Government has historically procured more than two hundred thousand Hydra-70 2.75 inch rockets on average annually. The Hydra-70 2.75 inch rocket system includes a Mk 66 Mod 4 rocket motor mated with either a M151 High Explosive (HE) 10

lb. warhead, a M229 HE 17 lb. warhead, a M255A2 Flechette warhead, a M274 Training warhead (smoke signature), a WTU-1/B Training warhead (no smoke signature), and other warhead variants. A guided Hydra-70 variant consists of a Mk 66 Mod 4 rocket motor, a M151 HE 10 lb. warhead, and an Advanced Precision Kill Weapon System (APKWS) mid-body guidance section.

REQUIRED CAPABILITIES

A. The U.S. Government is seeking interested vendors that can produce the

Hydra-70 2.75 inch rocket system as per the U.S. Government Technical Data Package (TDP). However, if a vendor chooses to provide information regarding a proposed replacement to the Hydra-70 2.75 inch rocket system, the Government will review these solutions and the benefits to either performance or producibility/cost must be clearly defined. If a vendor chooses to provide information regarding a proposed replacement to the Hydra-70

2.75 inch rocket system, it must be able to be rapidly qualified and integrated on host platforms, and it must be producible at scale. Variants of interest to the USG include all up rounds with the M151 (guided and unguided), M255A2, M274, and WTU-1/B warheads or equivalent systems.

B. The Hydra-70 TDP is available upon request to qualified respondents with the ability to handle Controlled Unclassified Information and appropriately manage documents with limited access/rights and distribution control guidelines. If interested in building to the legacy Hydra-70 TDP, note that the U.S. Government would be willing to work with the vendor to make reasonable adjustments to the TDP to comply with modern manufacturing practices and standards. The M261 Lightweight Rocket Launcher Interface Control Document (ICD) is available on request to qualified respondents. The Advanced Precision Kill Weapon System ICD is available on request to qualified respondents.

C. If providing a response to build the Hydra-70 2.75 inch rocket system to the

USG TDP, the vendor has the option to assume the MK 90 grain will be provided as Government Furnished Material.

D. All responses should include as much of the following information as possible:

i. Timeline to establish an initial production capability.

ii. Projected or actual annual production quantities.

iii. Ability/timeline to scale production capacity.

E. If proposing an alternate design, the proposed solutions shall:

i. Be of a modular design that would result in an all up round consisting of an unguided rocket that can mate with multiple warheads.

ii. Include a high explosive warhead, a flechette warhead, and a training warhead (with and without visual indicators).

iii. Allow the high explosive all up round to be fired in a guided configuration using the Advanced Precision Kill Weapon System (APKWS) guidance section, or a guidance section with similar characteristics.

iv. Have a maximum range of at least 8km in the unguided configuration, and at least 7km in the guided configuration.

v. Comply with all applicable military standards, regulations, and policies including, but not limited to: AR385-10, AR700-127, AR70-62, AR73-1, AR750-43, AR770-2, AR770-3, CJCSI4360.01D, MIL-STD-1316F, MIL-STD-810H(1), MIL-STD-

882E, PAM385-16, PAM385-64, PAM73-1, PAM750-43,

PAM770-2, PAM770-3, TB700-2, 21 CFR 1040.11, 48 CFR 223,

and 49 CFR 173.

a. If proposing an alternate design, the proposed solutions should:

i. Comply with minimum smoke requirements as specified in STANAG 6016 classification level AA.

ii. Be compatible with the M260/M261 lightweight rocket launcher.

b. If proposing an alternate design, the proposed solutions may:

i. Include additional warheads such as flares (daylight and infrared), smoke screening, target marking, or other warheads the respondent believes may benefit the USG.

ii. Include additional fuze options not traditionally associated with the M151, M255A2, and M274, such as a proximity fuze.

c. Additionally, if proposing a solution other than the Hydra-70 rocket, please also include:

i. Overview of the proposed design, including detailed explanations of key components to include the rocket motor, warhead(s), and fuze.

ii. Concept of operations for the proposed solution, to include how the system will be employed against targets (launcher, fire control system, etc.).

iii. Timeline for the proposed solution to be Technology Readiness Level 7 or greater.

F. Responses must include:

a. Company Name, Commercial and Government Entity (CAGE) Code, Data Universal Numbering System (DUNS), and (physical/mailing) address of the contractor.

b. Point of contact including name, title, phone number, and email address.
