Sole Source Justification
1. Description of supplies, equipment or services required.
USUHS has a requirement for Scopus, a huge STM index of citations. Scopus is a lot like Science Citation Index, but includes Social Sciences and a much larger number of Health Sciences resources. Scopus indexes over 21,000 journals.
USUHS also requires the renewal of the list of journals attached, the ScienceDirect Freedom Collection, and Embase.
2. Estimated Value.
$383,000.00
3. What are the circumstances that support the selected exception to the requirement for full and open competition? (or skip to 4.)
4. If citing FAR 6.302-1, what unique capabilities does the proposed supplier possess which make it the only one capable of satisfying your need?
a. What is the unique feature?
Scopus is a huge STM citation index, but also includes Social Sciences and a much larger number of Health Sciences resources. Scopus indexes over 21,000 journals.
Embase is a large biomedical research database covering over 8500 journals going back to 1947. It is heavily used by USUHS faculty and staff.
The journals subscribed to along with the Freedom Collection are heavily used and important for faculty and researchers to have access to.
b. Why is this unique feature necessary?
This index is similar to Science Citation Index, but indexes a broader range of resources and offers stronger searching tools.
Embase has over 2900 unique indexed journals.
Subscriptions are only published by one publisher. Each title is a monopoly by that publisher.
Sole Source Justification
c. What other manufacturers' products or services did you consider?
We had a subscription to Science Citation Index for years, but a side-by-side comparison with Scopus by our reference department and some faculty lead to the conclusion that Scopus is a better product for the sort of research done here.
Each of these products is unique and valuable to the USUHS research community. There are no substitutes.
