CBH checks will be considered current for a 24-month period from the date they were obtained, and valid for all contracts performed within the 24-month time period. NOTE: Contractors may request emergency or exigent exceptions to these requirements and procedures through the contracting office, and the installation commander must approve all exceptions to these requirements.

1.2. Contractors and equipment are subject to lawful search and seizure procedures upon entering, while on, or exiting the installation. The 128 ARW may conduct open-source, public record wants/warrants and/or National Crime Information Center (NCIC) criminal history checks on all employees requiring access to the installation regardless of the length of time that will be spent on the installation. In addition, the Milwaukee County Sheriff’s Office, the Milwaukee Police Department, or any other law enforcement agency could be contacted and may conduct nation-wide criminal background checks as well as i l legal immigrant checks on all employees requiring access to the installation.

2. Responsibilities.

2.1. Installation Commander. The installation commander grants authority for contractors to enter the installation. Under authority of the Internal Security Act of 1950, Section 21, and 50 U.S. Code 797, the installation commander is held responsible for protection of government resources.

Contracting Office will also include measures in the contracts to preclude the unmonitored presence of cleaning or other service personnel in vulnerable facilities.

2.2.1. Single day access for events such as site visits will be coordinated through contracting and information will be forwarded to SF for addition to Visitor EAL. Use 128 ARW Form 11. Send form to 128ARW.BaseAccessRequestSF@ang.af.mil.

Based on Force Protections Conditions (FPCON), contractors could have their photos taken, and may be issued a Contractor Badge and be required to carry on their person and/or to be placed in their vehicles. Contractors may be required to wear a Contractor Badge on their person at all times while on the installation. The Contractor Pass will be worn on the outermost layer of clothing (i.e. shirt, jacket, coat, overall top, etc.), so it will be visible at all times. Note: Exceptions may be made based on safety concerns.

2.3.4. SFS may also issue a Vehicle Pass to contractor vehicles requiring access to the installation. Vehicle passes are to remain in vehicles that will be operating on the

128 ARWI 31-3 27 JANUARY 2015

installation. Vehicle passes will be placed on top of the dashboard on the driver’s side.

Contractors must safeguard passes when not on the installation.

2.3.5. The loss or theft of any Contractor Pass or Vehicle Pass must be reported immediately to SFS and the Base Defense Operations Center (BDOC). The College Avenue (South Gate) may be used for heavy trucks and equipment, however, use of this gate requires prior coordination.

2.3.8. Construction and delivery vehicles will be searched daily and privately-owned vehicles (POVs) will be searched at random.

State vehicle registration, driver’s license, vehicle insurance, etc., must be up-to-date at all times. Failure to do so may result in cancellation of installation vehicle registration, pass, and driving privileges.

All vehicle occupants (exceptions – special purpose vehicles) will wear seat belts.

Cellular phones are prohibited while vehicle is in motion.

2.3.11. If an employee is injured or has a medical emergency, they will call 911 from an installation phone, and/or notify BDOC. Any 911 call made from a cell phone will be connected to the nearest municipal emergency services operator, which may delay installation response.
