Are they separate from the passenger processing area?There are no cargo processing facilities, the space required to safely process and manifest Mission Capability (MICAP) cargo is minimal and typically accomplished either at the Passenger Check-in counters or the Air Terminal Operations Center.
3PWS 1.2.13.2, Page 4Description of ServicesDoes the government provide the aisle chairs to contractor? Does the COR designated wheelchair service provider provide the wheelchairs?Aisle chairs are provided by the Commercial Airlift Carrier for use by the Contractor in assisting passengers to their assigned aircraft seat. Yes, the wheelchair service designated by the COR will provide wheelchairs when the Contractor coordinates wheelchair services.
4PWS 1.2.16.2, Page 4Description of ServicesPlease confirm that the aircraft ground handlers are responsible for loading the gate-checked items onboard the aircraft.The Carrier's checked baggage handling service provider is responsible for loading gate-checked items on-board the aircraft.
5PWS 1.5.1, Page 6Funds HandlingIs the contractor reimbursed for use of TELECHECK (or equivalent service) to verify checks?No.
6PWS 4.11, Page 15FacilitiesWhat is the contact information for the leasing of offices in the south end of the terminal? Can the government identify what areas are being leased for current contract, and provide the square footage?This information can be obtained by contacting the SEA-TAC Airport Authority. This information is proprietary to the incumbent Contractor.
7PWS Appendix C-2, Page 21GFEWill cables and wires have to be run from ticket counters to GFE Lenovo Thinkpads or their own laptops to them? Where are the servers located and how does the contractor connect either the RGATES Thinkpads or their own laptops to them? Is Wi-Fi available?Yes, cables and wires are connected at the ticket counters to the internet, and laptops access GATES via the WEB. The servers are located at JB Lewis-McChord. WiFi connectivity is not available for GATES laptops.
8PWS Appendix C-2, Page 22GFEPlease provide the ink/toner model numbers and the consumptive history.The Government does not track printer paper consumption. The printer ink/toner requirements can be obtained by researching the printer make/model listed in the GFE Appendix.
9PWS Appendix D, Page 23Station WorkloadHow many flights outbound (Departures) are going overseas each month?Historical workload is provided in Appendix D. All depicted departures are destined for locations Outside the Continental United States (OCONUS).
10Solicitation Page 29, Para €(iii)Past Performancewill the government allow vendors to use their personal past performance as a small business that does not have active past performance executing the task described in the PWS?In accordance with solicitation reference 52.212-1(b)(2)€(iii), "the offeror shall submit past performance references for no more than three of the most relevant contracts performed for Federal agencies and commercial customers within the last three years from the date of issuance of the solicitation."

12 PWS 4.11, Page 15 Facilities The PWS states, "The contractor shall furnish and lease office space in the south end of the terminal, required to perform all PWS requirements. All lease and renovation costs for facilities (to include any office space renovations that will not otherwise be recouped via a Reimbursement Agreement with the Port of Seattle Airport Authority) shall:" This is critical to a site visit in order for the contractor to be able to provide competitive pricing. The Government is not sponsoring a site visit; however, offerors are able to conduct their own research at SEA-TAC to observe passenger processing procedures outside the TSA checkpoints. The offeror shall not interfere with Government or incumbent Contractor personnel. A Pre-proposal conference is scheduled for 11 Mar 20 at Scott AFB.

13PWS 4.12Check-in/military asst. Countersthe PWS states, "the contractor shall coordinate with the appropriate AMC Airlift Carrier Ground Representative for the use of six common use passenger check-in counters provided by the carrier in the Airlift Commercial contract." This is critical to competitive pricing. Requesting a site visit.The Government is not sponsoring a site visit; however, offerors are able to conduct their own research at SEA-TAC to observe passenger processing procedures outside the TSA checkpoints. 14SolicitationCLINsCould the government clarify if there is an ODC CLIN for this contract?No, there is not an ODC CLIN for this contract.
15SolicitationCould the government identify the number of employees currently performing these functions?The incumbent's staffing approach is considered proprietary.
16Solicitation Page 29, Part ii(a)Staffing & ManagementIs providing an example of the 7 day shift schedule necessary given this is a fixed price, best value award?Yes, reference Solicitation page 29, the offeror shall identify which positions are full time or part-time, length of work shifts (i.e. 8 or 12 hours), and provide an example of a seven day shift schedule.
17Solicitation Page 29, Part iii(a)Past PerformanceIs the text in bold regarding past performance the area of emphasis regarding the relevancy of past performance?Reference Solicitation pages 29 and 32. The most relevant efforts include, but are not limited to: managing/disseminating mission information; ensuring readiness of terminal resources required to receive, document, plan, and move passengers/cargo; ensuring maximum aircraft utilization and on-time aircraft departure reliability; handling/processing/manifesting passengers, baggage, and cargo/mail; and loading/unloading aircraft. In evaluating past performance, the Government will give greater consideration to information on those contracts deemed most relevant
18PWS Appendix C-2, page 21GFEThe government is providing Lenovo Thinkpads P50 laptops; does this conflict with the FAR clause prohibiting Chinese manufactured electronics?The Lenovo Thinkpads were government purchased and obtained through proper channels.

The FAR clause, 52.204-25 relates to the prohibition on contracting for certain telecommunications or equipment and doesn’t apply as stated above, the Lenovo Thinkpads have already been procured. This contract relates to the Gateway services for Seattle.

19PWS 4.3.3, Page 11JPAS verificationShould contractors be inputting personnel into JPAS when just a T-1 investigation is needed?No, reference PWS paragraphs 4.3.2. and 4.3.3., the contractor shall provide specific information to the TA to facilitate completion of the Tier I investigation.
20PWS 4.8.BondingIs there a bonding requirement associated with insurance requirements.No, there is a SEA-TAC Customs Seal required when completing the SEA-TAC Security Badging requirements, reference PWS paragraph 4.3.10. Contact SEA-TAC Customs for more information concerning requirements and associated costs.
21Solicitation 1. (2)(E)(i)Proposal Prep Inst.Per the proposal preparation instructions, there are three separate parts i.e. part I, II, and III. Could the Government clarify if all three parts are inclusive of one document or is the Government asking for three separate volumes broken down in part I, II, and III?Parts I, II, and III can be submitted as one document or three separate volumes as long as the parts are identified as Part I, II, and III within the document.
22Solicitation 1. (2)(E)(ii)Technical Part IICould the Government consider increasing the page count (Technical Part II) to 10-page limit instead of 8 pages?The Government will keep the Technical Part II page limit to no more than 8 pages per the solicitation.
23Solicitation 1. (2)(E)(ii)Technical Part IICould the Government clarify if the table of contents count towards the 8-page technical limit?Only the cover page is excluded from page count; therefore, the table of contents is included in the page count.
24Solicitation 1. (2)(E)(ii)(a)PWS Ref. 1.3, 1.7These services are called out; however, in the solicitation under Part II instructions (a) Staffing and Management, the only services identified are: Passenger and Baggage Services, Funds Handling, Reports, Records and Electronic Data Interchange, Communications Management and Information Systems. Could the Government please clarify?The solicitation for Staffing and Management states the following: "The offeror shall provide an integrated plan to meet the requirements of the PWS." as well as stating the following: "The offeror shall submit an organizational chart which identifies all on-site management and supervisory positions, and the number of personnel assigned to each of the following functional areas: Passenger and Baggage Services, Funds Handling, Reports, Records and Electronic Data Interchange, Communications Management and Information Systems."
25Solicitation 1. (2)(E)(i)(d)ClausesPlease clarify which of the above referenced contract clauses the offeror is to complete/include in Part I - Price and Contract Documentation, (d): DFARS 252.247-7022 and/or DFARS 252.247-7023.Per the solicitation, the following contract clauses fill-ins are to completed and included in Part I - Price and Contract Documentation: FAR 52.204-24, Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment; FAR 52.204-26 Covered Telecommunications Equipment or Services- Representation; FAR 52.209-7, Information Regarding Responsibility Matters; FAR 52.212-3, Offeror Representations and Certifications – Commercial Items (see FAR 52.212-3(b) for those representations and certifications that offerors shall complete electronically); and DFARS 252.247-7022, Transportation of Supplies by Sea.
26PWS page 19Gummy Tags/Boarding PassCould the Government clarify if the contractor is responsible for purchasing Gummy Tags/Boarding Pass?Per the PWS, the U.S. Form # 17067* Gummy Back Tags (Baggage tag label) contains an asterisk (*) which denotes those forms which must be procured/produced locally by the contractor.
27PWSPWS Ref. 4.3.10. and 4.3.10.1.Could the Government clarify if the contractor is responsible for purchasing employee airport badges and custom seal?PWS Paragraphs 4.3.10. and 4.3.10.1. - The contractor shall ensure peronnel have the appropriate pass and identification to accomplish all services specified in the PWS and pay all associated fees.
