Business Proposal All documents requiring signature/completion. Authorized official shall sign the offer and all certifications requiring original signature SF 1449 Solicitation/Contract Form. Complete blocks 12, 17a, and 30 a, b, c. Signature on SF 1449 constitutes an offer, which the Govt may accept Block 17b. If remittance address is different, such address must be registered in the System for Award Management (SAM) database Acknowledgement of Solicitation Amendments Company/division’s street address, county and facility code; CAGE code; DUNS code; and size of business (large or small) List of individuals authorized to negotiate/sign on behalf of the company with email addresses Fill out Reps and Certs IAW the directions listed in the RFP (page 28)
Proposal Preparation
Business Proposal rated as Acceptable or Unacceptable -An Acceptable proposal complies with all terms and conditions of the solicitation
Technical Proposal Subfactor A – Staffing and Management Integrated Plan to meet the requirements of the PWS. The plan shall describe proposed manning levels and skills mix necessary to ensure all required personnel resources are provided to successfully accomplish PWS requirements.
Organizational chart which identifies all on-site management and supervisory positions, and the number of personnel assigned to each of the following functional areas: Passenger and Baggage Services, Fund Handling, Reports, Records and Electronic Data Interchange, Communications Management and Information Systems; which positions are full-time or part-time, length of work shifts (8 or 12 hours), and provide an example of a seven day shift schedule; and describe any cross-utilization of personnel by position and skill set between functional areas.
Names of specific individuals, if submitted, will be removed prior to evaluation.
All Technical Proposals will be evaluated on an Acceptable or Unacceptable basis.
Subfactor A must be rated as Acceptable/Unacceptable Subfactor is Acceptable if the proposal meets the requirements of the solicitation.
Unacceptable does not meet the requirements of the solicitation.
Proposals with “Unacceptable” technical rating(s) at the subfactor level will not be considered for award.
Pricing Proposal Rank all technically acceptable offers by price, including any option prices.
The Government will first multiply the quantities identified in the Schedule by the proposed unit price for each Contract Line Item Number (CLIN) or Subcontract Line Item Number (SLIN) to confirm the extended amount for each.
The sum of these extended prices for the base period, all options, and the 6-month extension will constitute the Total Proposed Price (TPP).
The Government will then evaluate the TPP to determine the Total Evaluated Price (TEP) by the following: Completeness and if it is Fair and Reasonable.
Proposal Preparation Past Performance Proposal References No more than 3 Past Performance Questionnaires (PPQs) for the offeror for similar services A Contract Information Sheet must be submitted with your proposal for EACH PPQ and a copy of the corresponding PWS or relevant excerpts.
Recent: within 3 years of proposal submission The Government will give greater consideration to information on contracts deemed most relevant to the effort described in the RFP.
