TECHNICAL WORKSHEET

RFQ: HTC711-20-Q-R002

When completing the technical worksheet Quoter’s shall assume the Government has no prior knowledge of their experience and will base its evaluation on the information presented in this worksheet. Failure to complete this document in its entirety may result in an offer being ineligible for award. Entire submission for this worksheet shall not exceed 28 pages (Note: a single side is considered one page). Attachments, port certification, documentary evidence and equipment lists shall not count against the page limit.

Quoter’s should limit their technical quote to addressing the specific minimum requirements listed below. Sections of the submitted technical quote addressing elements of the PWS not listed below will not be considered in the overall rating.

If any item in the Technical Worksheet Quote is rated as Unacceptable, the entire Technical worksheet Quote may be rated Unacceptable.

1. Describe your abilities to perform wheeled, tracked, trailer, and containerized U.S. Military

Cargo operations, i.e. cargo reception, staging, vessel loading, lashing and securing in accordance with the Performance Work Statement (PWS) (Attachment 1). Include in your response, where and when your personnel received their proficiency/familiarity training and the number/percentage of your employees who possess these abilities.

2. Describe your capability to secure reception, staging, for loading and discharge operations at the ports of embarkation and discharge at the Port of Gdynia.

3. Describe your experience with lashing and unlashing of U.S. Military Cargo and specific tie down procedures related to U.S. Military Equipment.

4. Describe your company’s capabilities and experience in towing/lifting U.S. Military tracked vehicles

(i.e. M1A1, M109, and M88, equipment up to 70 Tons) and a list of equipment to be used.

5. Describe your ability to provide direct rail access for loading and unloading US Military cargo? What are your capabilities for cargo disposition via rail? Are railheads in close or general proximity of staging areas, quays or piers?

6. Do you possess or have the capability to procure rail ramps that can support the loading of heavy tracked U.S. Military Cargo (i.e. M1A1, M109, and M88) with a Safe Working Load

(SWL) of up to 70 Tons?

7. Describe your capability to provide loading/unloading of all U.S. Military Cargo transported via commercial truck.

8. Describe how your company will meet the RO/RO and LO/LO vessel requirements for download and upload of equipment specified in the PWS.

9. Describe your ability to handle and properly store hazardous materials (HAZMAT), as necessary.

10. Do you possess or can you acquire the appropriate lashing material (to include metal/wood chock blocks for loading of M1A1s to rail conveyance) for onward movement from the port of discharge?

11. Do you have experience in procuring agricultural cleaning services for export equipment, and if so, please detail that experience?

12. Can you company meet the available space requirement for staging and convoy marshalling areas of at least 65,000 square meters at any one given time?

13. Do you possess the ability to procure and supply self-contained mobile office spaces (i.e. 20

ft. office container or like item) with office supplies to include electrical power, internet, printers, tables, and chairs (in accordance with the PWS para 6.4.3.2 & 6.4.7.1)?

14. Can you provide/procure all the labor to accommodate 24-hour operations?

15. Can your company be fully operational by 15 Jan 2020 to perform all required stevedoring and related terminal services at Gdynia, Poland?
