QuestionResponse
The CLIN schedule is divided into 15 separate locations. Based on historical data, can the Government provide the average number of import and export conveyances per each location to allow offerors to adequate assess and price manning requirements for each location? The number of import and export conveyances can fluctuate tremendously based on mission requirements and new possible threats.
Paragraph states, “There will be an average of 1000 import conveyances transiting the Afghanistan and Pakistan ground lines of communication (GLOC) per month (to include shipments arriving via the northern distribution network) and 500 export conveyances. This number may increase or decrease due to US military transportation requirements.” Can the Government provide a breakdown of the anticipated number of import and export conveyances per location? If not, offerors cannot be expected to individually price each location without understanding the throughput at each location, which determines the required manning for each location. Otherwise not providing this information would appear to favor the incumbent.
That is an average.
We need to deploy sealing/tracking, monitoring, reporting & RFID scanning equipment at all 15 check points to be integrated with central network in order to provide accurate positioning & reporting and that facility should be well protected, so would these facilities at 15 check points be responsibility of contractor or Government shall assist contractor or provide facility at 15 points to deploy equipment? It is up to the contractor where they would allocate their facilities as long as the

tracking/sealing/monitoring and reporting, etc are for the locations provided on RFP attachment 2, pricing rate table.

Cargo Expeditors CLINs are only included for Kandahar, Torkham – Afghanistan, and Kabul. Offeror assumes that cargo expediting services are only required at these three locations. (Attachment 2)There are cargo expeditors in Pakistan as well. For Pakistan the Cargo Expeditors are employed by the State department located in Kabul and Islamabad. These individuals work at the Embassy and they are funded by the State and not by SDDC. For Afghanistan the Cargo expeditors will be located at the Chaman and Torkham. Please see the revised Attachment 2 via Amendment 0003.
Regarding past performance questionnaire, how many questionnaire should Offerors provide? As it has been the case previously, although we carry excellent CPARS score, we had extremely hard time requesting our Contracting Officer to provide past performance questionnaire. Please confirm how many responses you would like to receive from our Contracting OfficersSee (iv) Volume IV – Past Performance Proposal of the solicitation which states:

(A) Past Performance References. Offerors shall provide past performance information for no more than four (4) applicable contracts/efforts that reflect recent and the relevant.

The response due date for the solicitation HTC711-16-R-R008 of 30 November appears to be too aggressive since next week is Thanksgiving holiday. Can you please extend the due date to 11 December 2015 to allow sufficient time to submit comprehensive response?See Amendment 0003, the solicitation has been extended until 7 Dec 2015.
Are proposals to be hand or carrier delivered?Either hand or carrier delivered is acceptable.
How many total vehicles would be required at BAF (20.6.2 stipulates 3 vehicles and drivers while Appendix A #6 stipulates 4)?Four total vehicles are required because of FPSC Policy on Bagram there must be an escort for one truck and head and trail for trucks that are two or more. The escort cannot leave the trucks until completion.
Will the other country nationals be allowed to fly into BAF for vetting and badging via DFS daily flight from Dubai? No. The Government will not be responsible. The Contractor can contact DFS directly.
The government will provide space (building 55592-C) at BAF. I understand that the government will not provide space at locations other than BAF. However, are there predetermined buildings, office spaces at each of the other locations? Will the government please clarify the need, availability of office spaces at locations other than BAF.No. The buildings are not predetermined by USG. It is up to the contractor to determine the need for a facility and where. We just provide them with what we require and they have to complete an assessment to determine which locations will suit them outside of Bagram Air Field.
Standard Form 1449, page # 120, under past performance "definition" , "Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown (See note below.). However, no note is provided below.See Amendment 0002 of the solicitation - "(see note below)" has been removed from the acceptable rating definition.
We cannot find anywhere in the Instructions to Offerors FAR 52.212-1 that tells where we are to submit the solicitation documents, i.e. signed SF1449, Representations and Certifications, etc. IN which volume are these documents to be submitted? Please clarify.FAR Clause 52.212-1 (b) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers shall be submitted on the SF 1449. The Offeror shall submit signed and dated offers to the address identified below at or before the offer due date/local time identified in Block 8 of the SF 1449. USTRANSCOM/TCAQ-R

Specialized Transportation and Support Division ATTN: David Hoag 508 Scott Drive Scott AFB, IL 62225-5357 SF1449 and Representations and Certifications can be submitted as stand alone documents.

Section 52.212-1 Instructions to Offerors, Page 113 of 142, Paragraph (C) states: “Each volume shall include a cover page including the offeror name, title of the proposal, volume number and solicitation number. Provide a table of contents with sufficient detail to easily allow the location of important elements.” Section 52.212-1 Instructions to Offerors, Page 113 of 142, Paragraph (i) Volume I—Price Proposal states: “This volume is only for submission of the prices incorporated in the Rate Tables (Attachment 2). No other documents will be in this volume.” These two statements on the same page seem to contradict each other. How can you include a cover page and table of contents in the Price Proposal, but the only document allowed in the volume is Attachment 2? Please clarify.See Amendment 0002 of the solicitation - The instructions in FAR 52.212-1 have been revised to include a cover page and a table of contents for Volume 1.
Section 52.212-1 Instructions to Offerors, Page 113 of 142, Paragraph (D) Page Limitations says the Technical Capability Proposal is limited to a total maximum of 15 pages (excluding the cover page and table of contents). The Government wants offerors to include a staffing approach, staffing table for each position at each location and a technical approach to address 14 separate requirements. It seems that this page limit is very restrictive and will make it hard to provide a comprehensive proposal addressing all of the above. We request that the page limit be increased to allow sufficient room to address all of these requirements.See Amendment 0002 of the solicitation - FAR 52.212-1 has been revised to increase the page limitation for the Technical Capability Proposal to a maximum of 20 pages.
Section 52.212-1 Instructions to Offerors does not explain where to submit the solicitation documents that are normally submitted as part of a proposal response, i.e. Signed SF1449 and Representations and Certifications. Where are these documents to be included in the proposal? Please clarify.SF1449 and Representations and Certifications can be submitted as stand alone documents.
Section 52.212-1 Instructions to Offerors, Page 112 of 142, Paragraph (i)(B) states: “Offerors shall provide the required electronic (soft) copies on CD-ROM in Microsoft Office Word 2007 compatible format.” Are CD-ROM copies of each volume allowed to be submitted as PDF files? Please clarify.Yes PDF files are acceptable, except for the Pricing Rate Table which must be submitted as a Microsoft Excel document.
Section 52.212-1 Instructions to Offerors, Page 113 of 142, Paragraph (i) Volume I—Price Proposal states: “This volume is only for submission of the prices incorporated in the Rate Tables (Attachment 2). No other documents will be in this volume.” Is this document to be submitted in Microsoft Excel format on both the CD-ROM and in hard copy, or is it permissible to submit it in PDF format in the hard copy? Please clarify.PDF format for the hard copy is acceptable, however, the copy for CD-ROM must be submitted in Microsoft Excel.
The solicitation documents provided by the Government contain Attachment 4 Financial Information Questionnaire and Attachment 5 Offeror Information Sheet. In which volume of the proposal are these two documents to be submitted? These attachments can be submitted as stand alone documents.
Paragraph states, “The Contractor shall only employ Other Country Nationals (OCN’s) to perform services on Bagram Airfield.” Offeror assumes it can employ all eligible nationalities except Afghan citizens to perform services on Bagram Airfield.Contractor can employ all eligible nationalities except Afghani's which are considered Local Nationals to perform services on Bagram Airfield.
Paragraph states, “Under the requirement of this contract, there are personnel that may require an alternative PKI credential (ASCL Token).” Will the Government issue ASCL Tokens to Afghan and Pakistani nationals? The Government will issue ASCL Tokens to OCN's that require access and the position determines the need for Bagram only.
