| Question | Response | |
| 18 | Offeror plans to physically deliver its proposal to Scott AFB given hardcopy responses are required. Please provide base access instructions for the drop off of proposals on 30 November 2015. | Proposals may be dropped off at the Scott AFB Main Gate, Visitor's Center (10 Siebert Rd; Scott AFB, IL 62225) from 1300 to 1500 CT on November 30, 2015. |
| 19 | Paragraph states, “(a) Pursuant to the authority of USCENTCOM FRAGO’s 09-1567 and 10-143 this contract is awarded in Afghani (local currency), if awarded to a host nation vendor. The contractor will receive payment in local currency via Electronic Funds Transfer to a local (Afghan) banking institution.” What is the current rate for USD $1.00 to AFN? Is this the rate that will be used for the base year from 01-MAR-2016 to 28-FEB-2017? | If the contract is awarded to an Afghan vendor, the quotation or offer will be converted to Afghani using a Government budget rate 63.80 Afghani per U.S. dollar. See FAR Clause 252.232-7014, NOTIFICATION OF PAYMENT IN LOCAL CURRENCY (AFGHANISTAN) (SEP 2014) on page 139 of the solicitation. |
| 20 | Paragraph states, “1.5 The Government will notify the contractor within 30 days of any additional locations where the above-mentioned services are required to be performed. The contractor must maintain a constant capability to surge to any location within Afghanistan or Pakistan within this 30-day period.” There is no incentive for any offeror to adequately build this surge capability into their pricing structure for the current 15 locations. Offeror recommends the Government breakout this surge capability into a sixteenth series of CLINs to allow for a fair and equitable assessment of each offeror’s proposed surge capability. | While the surge requirement is necessary, it is difficult for the Government to anticipate when, where, and for how long the surge support is necessary. Furthermore, the Government understands that for each location the support is unique and therefore the pricing for is unique for each as well. Therefore, any surge support requested will have to be negotiated individually per occurrence. |
| 21 | Paragraph states, “They must also speak and write in fluent English.” Is it the Government’s intent that every single individual on this contract speak fluent English? If so, offeror recommends the Government qualify this statement by stating the desired level of fluency per an internationally recognized standard such as the Interagency Language Roundtable (ILR) scale. | Basic English. “Able to communicate and answer questions if asked.” |
| 22 | Paragraph states, “Copy of the Identification Document or driving license of each employee, and certificate of good conduct.” What are the requirements for the certificate of good conduct? | FPSC Policy for Bagram. |
| 23 | Paragraph states, “The company receiving award of this task order shall make any changes necessary in the appointment(s).” The phrase “task order” would indicate that this is an indefinite delivery / indefinite quantity (ID/IQ) contract, but it appears to be a single award firm fixed price (FFP) award. Please clarify. | See Amendment 0002, paragraph 6.6 of the PWS has been revised to read "The company receiving award of this requirement shall make any changes necessary in the appointment(s)." |
| 24 | Paragraph states, “Due to current limitations on having US military presence in Pakistan and threat levels precluding US Military active involvement with the contractor “outside the wire” in Afghanistan, the contractor must be proactive at identifying appropriate methods for obtaining the necessary in-transit visibility information outlined below.” |
Previously for SDDC missions we have used the Honeywell suite which we have integrated and to IRRIS/iSDDC to give near real time visibility, and avert issues before they become emergencies. May an offeror propose such technology in their proposal as an appropriate method method for obtaining in-transit visibility information?
| YES. If it is effective and all information requested can be presented through this system. | ||
| 25 | Paragraph states, “Afghanistan: Torkham, Hairatan, Kabul (Supreme / Camp Phoenix / ANA-ANP Depots), Jalalabad, Bagram, Kandahar, Spin Boldak, Sher Khan Border, Towraghaundi.” Camp Phoenix is closed. Please clarify. | See Amendment 0002, paragraph 8.2.4.2 of the PWS "Supreme / Camp Phoenix" has been removed and "as needed" has been added after Hairatan. |
| 26 | Paragraph states, “Containers arriving in Karachi and Qasim without seals shall be re- sealed by the contractor and the new seal serial numbers shall be annotated on the contractor’s Seal Operation Report.” Is the contractor responsible for providing the actual seals or will these be government furnished? | The contractor is responsible. |
| 27 | Paragraph states, “Containers departing without seals shall be re-sealed by the contractor and the new seal serials numbers shall be annotated on the contractor’s regular reports.” Is the contractor responsible for providing the actual seals or will these be government furnished? |
| The contractor is responsible. | |
| 28 | Paragraph states, “On a daily basis, the contractor shall record the arrival of shipments with RFID Tags at the Pakistan / Afghanistan entry nodes.” |
Offeror has a monitoring software which is secure, cloud-based, accepted by the Government, translated into Dari/Pashto, and can expedite and assist with CID incidents. We have a proven, externally mounted (no need to break seal) system that detects and reports container intrusion. This system allows personnel to take a photo in our smartphone application, which is then automatically uploaded to our software platform with ‘tamper proof’ location, time, date stamp of the subject. The incident data can then be sent directly to the Government or the Government could view securely in our system without any jeopardizing of their IT infrastructure. Is this a technology / system the Government would consider on this contract?
| This Government may consider this technology/system. | ||
| 29 | Paragraph states, “When requested by the COR, the contractor will dispatch appropriate personnel to any location within Pakistan and Afghanistan for the purpose of conducting joint surveys and inspections in conjunction with carrier, trucker, US Government, and host-nation representatives.” How are offerors expected to price this service within the CLIN structure presently provided? Again, the Government should consider adding additional CLINs to allow for a fair and equitable assessment. | This should be built in the offerors price of the available CLINs. |
| 30 | Paragraph states, “The Contractor shall establish logistics monitoring offices within the identified border control stations.” Will the Government provide office space at each of these locations? How many locations from the 15 provided are considered border control stations? Is there space to stage containerized offices? Will electricity be provided or is the contractor required to provide power? | See 15.5.5 Government Furnished Facilities, Bagram only. Border Control Stations are: Torkham, Chaman, Hairatan, Sher Khan Bander, Towraghundi and Aquina. Yes, there is space to stage containerized offices however the contractor is responsible for researching locations. Unless listed in 15.5.5 Government Furnished Property, Contractor is responsible for providing. |
| 31 | Paragraph states, “These services shall include, but are not limited to: IBS-SUST/CMM, In Transit Visibility (ITV) Reports, Truck Escorting Services, Logistics and Tracking, and Computer Operations.” How shall the contractor accomplish ITV reports? Is the Government furnishing access to Tapestry or similar system? |
| The US Government provides RFID Tags/HHI (Hand Held Interrogators) | ||
| 32 | PWS Paragraph 20.6.2 on page 16 of 27 states, “The Contractor shall provide three (3) escort vehicles and drivers for each shift.” However, bullet #6 on page 24 of 27 states, “Contractor shall provide four (4) escort vehicles and drivers during each shift for the performance of Truck Escort Services at Bagram Airfield 24 hours a day, 7 days a week.” Which is the correct number of escort vehicles? | See Amendment 0002, paragraph 20.6.2 of the PWS has been revised to read "The Contractor shall provide four (4) escort vehicles and drivers for each shift." |
| 33 | Paragraph states, “The Contractor will provide employee coverage to work 7 days per week, including US and Kuwaiti holidays.” Offeror assumes “Kuwaiti” should be Afghan / Pakistani. | See Amendment 0002, paragraph 21.4 of the PWS has been revised to read, "Hours of Operations: Work hours, including overtime, shall comply with Host Nation Labor Laws. The Contractor will provide employee coverage to work 7 days per week, including US and Afghan/Pakistani holidays." |
| 34 | Offeror assumes Government purposefully left page 20 of the PWS blank. | Yes. This was intentially left blank. |
| 35 | Attachment 5 states, “1. Company Name/Address (Must have ZIP + 4) and County:” Offeror is an Afghan company and does not have a ZIP + 4. May Afghan companies bid on this solicitation? | Yes. See Amendment 0002, Attachment 5 has been revised to read, "1. Company Name/Address (Include ZIP + 4 and County, if applicable):" |
| 36 | Attachment 5 states, “4. Offeror’s Standard Carrier Alpha Code (SCAC) Code:” Are offerors required to have a SCAC Code to bid on this solicitation? | No. See Amendment 0002, this requested information has been removed from Attachment 5 and the form has been renumbered. |
| 37 | Attachment 5 states, “5. Offeror’s Commercial and Government Entity (CAGE) Code:” Offeror is an Afghan company and does not have a CAGE Code. May the offeror submit its NCAGE Code to fulfill this requirement? | Yes. See Amendment 0002, Attachment 5 has been revised to read, "5. Offeror’s Commercial and Government Entity (CAGE) Code or NATO Commercial and Government Entity (NCAGE):" |
| 38 | Attachment 5 states, “6. Offeror’s Facility Clearance Level.” No DD254 is attached to this solicitation. The offeror is an Afghan company and is not eligible for a facility clearance. May Afghan companies bid on this solicitation? | Yes. See Amendment 0002, this requested information has been removed from Attachment 5 and the form has been renumbered. |
| 39 | Do any of the positions on Bagram require an individual to have a Security Clearance, for example to access secure facilities or to access US government computer systems? Also, to meet the requirement of the PWS page 3 paragraph 1.2 g) Regular route updates and intelligence, to include threat assessments throughout Afghanistan and Pakistan, and trend / transit time analyses Threat assessments are inherently classified, and usually require a Secret Clearance.
