TRANSPORTATION SAFETY AND SECURITY II (TRANSS II)
SOLICITATION HTC711-12-R-R011
QUESTIONS & RESPONSES
Questions 1 - 8
1) Reference: Attachment 1 PWS, Section Deliverables, Page 8, Paragraph 6.5 It is stated ” Disc(s) containing all records of inspections conducted during the period of performance. Mailed no later than the 10th business day of the month following the end of the period of performance.” However in para 7.1 (page 9) it is stated “Contractor shall provide data receipt, transmission, and reporting. At the end of each quarterly period, contractor shall provide a disc(s) containing all records of inspections conducted during the quarter.”
Question: Please clarify when is the disc(s) containing the records of inspections is due – after each quarter or after end of each period of performance?
Response: The Government will amend PWS paragraph 6.5 to read “Mailed no later than the 10th business day of the month following the end of the quarter.”
2) Reference: Attachment 1 PWS, Section Security Requirements, Page 12, Paragraph 11.7.
Question: How will the training on Operations Security (OPSEC), Threat Awareness and Reporting Program (TARP), Antiterrorism Level 1 Training be conducted / delivered to the employees? Is the time spent by the contractor employees on this training billable to the Government?
Response: The Government will provide the website for contractor employees to obtain the required training after contract award. The contractor can incorporate the cost of this training into its prices which is based on the contractor’s business decision.
3) Reference: Solicitation, Section h Page Limitations, Page 34 It is stated that the past performance proposal is limited to 5 pages.
Question: Is the cover page and the table of contents page included in the 5 page limit?
Response: The cover page and table of contents are not included in the 5 page limit.
4) Reference: Solicitation, Section Statement of equivalent rates for federal hires, Page 29. It is stated that the employee class is GS-1802-05, monetary wage $13.14 + $4.73 for fringe benefits. The DoL WD SCA compliant wages, based on the WDs attached to the solicitation would be much higher than monetary wage of $13.14 + fringe benefits. Since this is a follow-on contract the employees will need to be paid, at least, their current DoL WD SCA compliant wages.
Question: We assume that the solicitation attached DOL SCA WDs should be used to establish the wages and benefits. Is our understanding correct?
Response: The Statement of Equivalent Rates for Federal Hires is for information only: it is not a Wage Determination. The Wage Determinations at Attachment 3 of the solicitation should be used to establish the wages and benefits.
5) Reference: Solicitation, Section Sub-factor C, Page 35.
Question: What is the definition of large business for this solicitation?
Response: The Standard Form 1449 (page 1) identifies the Small Business Size Standard as $7M for NAICS 488490. A large business is any business that does not qualify as a Small Business for NAICS 488490.
6) Reference: Attachment 1, PWS, Para 4.2.2, Page 3.
Question: Will the Government provide inputs each month as to the specific locations for corporate and facility where ITS and SSS inspections will need to be done?
Response: The Government will identify the number and types of inspection each month. The contractor must identify the specific locations where corporate, facility, ITS and SSS inspections will be accomplished that month.
7) Reference: Attachment 1, PWS, Para 4.2.2, Page 3.
