About this file

This is a Notice of Intent to Sole Source a firm-fixed-price purchase order for medical equipment. The Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division – West intends to award a sole-source contract to First Nation Group, LLC (UEI: Z3BPH2N9K1L9, CAGE: 74TL4) for a SteelcoBelimed 565 PLUS Single Chamber Ultrasonic Washer. The requirement is classified under NAICS code 339112 (Surgical and Medical Instrument Manufacturing) with a business size standard of 1,000 employees and PSC code 6515 (Medical and Surgical Instruments, Equipment, and Supplies). The equipment will be delivered to Naval Hospital Camp Pendleton, 13 Area Dental Clinic, 200 Mercy Circle, Camp Pendleton, California 92055-5191 within 30 days after receipt of order (ARO).

The sole-source justification is based on First Nation Group, LLC being the exclusive authorized distributor of SteelcoBelimed products to the U.S. Government. The procurement supports critical operational requirements by replacing two legacy countertop ultrasonic units that create process bottlenecks due to insufficient capacity. The larger unit will provide automated sterilization capabilities to improve efficiency and patient care capacity. This acquisition is executed as a sole source under FAR 12.102(a) and RFO 19.106-3(a)(1) because the contracting officer does not have a reasonable expectation that offers will be received from two or more Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns. Interested vendors may submit capability statements (not to exceed four pages, 10-point font minimum) including management, technical, and cost data to challenge the requirement basis. Submissions must be emailed to Cha-on Gordon (cha-on.p.gordon2.civ@health.mil) or Bobbie Dobberstein (bobbie.s.dobberstein.ctr@health.mil) by 1000 Pacific Daylight Time on Friday, August 21, 2026.

Notice of Intent to Sole Source HT941026N0102

THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE SUPPLY CONTRACT

AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.

The Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division – West (HCD-W), intends to award a firm-fixed-price purchase order for the SteelcoBelimed 565 PLUS Single Chamber Ultrasonic Washer. This procurement supports the operational requirements of the Naval Hospital Camp Pendleton 13 Area Dental Clinic. Conducted in accordance with Federal Acquisition Regulation (FAR) 12.102(a) and RFO 19.106-3(a)(1), this acquisition of commercial products and services is being executed as a sole source, as the contracting officer does not have a reasonable expectation that offers will be received from two or more SDVOSB concerns.

First Nation Group, LLC 4566 Hwy 20 East, Suite #208 Niceville, FL 32578-8839

UEI: Z3BPH2N9K1L9

CAGE: 74TL4

The North American Industry Classification System (NAICS) code for this requirement is 339112, Surgical and Medical Instrument Manufacturing, which has a business size standard of 1000 employees. The product service code (PSC) is 6515, Medical and Surgical Instruments, Equipment, and Supplies.

The objective of this sole source award is to procure a new SteelcoBelimed 565 PLUS Single Chamber Ultrasonic Washer at Naval Hospital Camp Pendleton, 13 Area Dental Clinic, 200 Mercy Circle, Camp Pendleton CA 92055-5191.

This procurement supports the critical operational requirements of the Naval Hospital Camp Pendleton 13 Area Dental Clinic by replacing two legacy countertop ultrasonic units. The clinic operates at a high production volume, and the current tabletop units are too small to efficiently handle the workload, which creates severe process bottlenecks. Under the current setup, a corpsman must manually load, monitor, and unload items through these undersized units. By acquiring the larger SteelcoBelimed 565 PLUS, the clinic gains advanced automatic capabilities that will streamline the sterilization cycle. This automation will free up corpsmen to focus on other essential aspects of the clinical workflow, maximizing overall efficiency and patient care capacity.

This requirement is specifically for brand-name SteelcoBelimed products, which have been determined essential to meet the agency's operational needs. Based on market research and manufacturer documentation, First Nation Group, LLC is the exclusive authorized distributor for SteelcoBelimed products to the U.S. Government, making them the only source capable of providing this specific equipment. Consequently, this acquisition of commercial products and services is being executed on a sole-source basis in accordance with Federal Acquisition Regulation (FAR) 12.102(a) and RFO 19.106-3(a)(1), as the contracting officer does not have a reasonable expectation that offers will be received from two or more Service-Disabled Veteran- Owned Small Business (SDVOSB) concerns.

Delivery Date: 30 Days ARO Delivery Location: Naval Hospital Camp Pendleton, 13 Area Dental Clinic, 200 Mercy Circle, Camp Pendleton CA 92055-5191.
