About this file
This document is a Brand Name Justification (SSJ) for the Defense Health Agency's Healthcare Contracting Division - West, specifically for Madigan Army Medical Center's security system procurement. The agency seeks to purchase 500 FIPSlink V-PIV Visitors Cards and 5 IDEMIA-PIV-100 media cards, with a required delivery date of 30 days after receipt of order. The procurement is for a fixed-price purchase order, focusing on specialized security hardware and software that is already integrated into the medical center's existing security infrastructure.
Market research conducted in August 2025 identified only two potential distributors of IDEMIA equipment: XTEC Inc. (a small business) and Identity One LLC. The justification emphasizes that the existing security system is specifically configured with IDEMIA hardware and software, making these brand-name items critical for maintaining the safety and security of the Medical Treatment Facility. The procurement will be conducted under simplified acquisition procedures, with the contracting officer determining the anticipated cost to be fair and reasonable based on previous procurement history and commercial availability.
