1. Identification of the agency and contracting activity:
The Defense Health Agency (DHA), Health Information Technologies – Contracting Division (HIT-CD), 4130 Stanley Road, Suite 208, Joint Base San Antonio (JBSA), Fort Sam Houston, Texas 78234.
2. Nature and/or Description of Action being approved:
The Government intends to negotiate and award a new, firm-fixed price bridge-action contract using FY19 Operations and Maintenance (O&M) funds to General Dynamics Information Technology (GDIT), 3211 JERMANTOWN RD, FAIRFAX VA 22030-2844, via its General Services Administration (GSA) Information Technology (IT) Schedule 70 Contract GS-35F-080CA, on a sole source basis, for continuation of in support of Solution Delivery Division (SDD) production deployed applications. This procurement is a short-term bridge action to continue existing level of effort under contract HT0015-18-F-0010 (Application Support) that was awarded to GDIT on 04 November 2017 and will expire on 31 March 2019.
3. Description of Supplies/Services:
Application Support provides for production applications operations, security, and maintenance services to the Military Health System (MHS) systems in support of DHA’s Solutions Delivery Division’s (SDD) production deployed applications. The tasks set forth herein cover selected SDD user-facing applications in production deployment. The Contractor shall be available on-call 24x7x365, to respond to production incidents and alerts. The Contractor shall support scheduled production activities outside of business hours for scheduled night or weekend work; and
- Application operations.
The contract will support the following SDD applications:
- MHS Management Analysis and Reporting Tool (M2);
- Patient Encounter Processing and Reporting (PEPR);
- Electronic Surveillance System for the Early Notification of Community-based Epidemics
(ESSENCE);
- Portal LDAP (Lightweight Directory Access Protocol);
- Protected Health Information Management Tool (PHIMT);
- TRICARE Encounter Data (TED) Auditing (TA);
- Business Intelligence (BCS, also known as BOXi);
- Serena/ALM TeamTrack (configuration management and workflow system);
- Expense Assignment System (EAS-IV);
- Defense Medical Human Resources System – Internet (DMHRSi)
The expected period of performance is for a two (2) month base period with a start date of 01 April 2019.
In addition, the FAR Extension of Services clause 52.217-8 will be included in the contract to provide up to six (6) additional months of services, if exercised. The total estimated value of this effort, including the extra six (6) months under the 52.217-8 clause, is $7,222,228.66.
4. Statutory and Regulatory Authority Permitting Other Than Full and Open Competition (see FAR 6.302), or the Specification of the Statutory and Regulatory Provision Providing Exception to 8(a) Program Competitive Requirements (see FAR 19.805-1): Choose an item.10 U.S.C. 2304(c)(1);
6.302-1(a)(2)(iii) -- The supplies or services required by the agency are available from only one responsible source, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for. For DoD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result substantial duplication of cost to the Government that is not expected to be recovered through competition or unacceptable delays in fulfilling the agency’s requirements.
5. Rationale Justifying Use of the Statutory Authority Cited: The purpose of this procurement is to maintain existing levels of application support for SDD applications from the services contractor already in place under contract HT0015-18-F-0010, which will expire on 31 March 2019, for a short interim period pending award of the competitive follow-on contract for this same requirement. The current level of application support services is integral to SDD's migration to Capacity Services. These services ensure that SDD meets the deadline for migration from current hosting to capacity services hosting; furthermore, they are an integral part of the process in creating environments in Capacity Services to complete the migration activities. Furthermore, they are also responsible for sustainment of mission critical SDD Automated Information Services. A break in service will result in loss of mission essential functions to our Service members.
Although many IT service providers under GSA Schedule IT-70 are capable of generally providing these services, GDIT is not the only service provider who can reasonably perform this service to provide short-term coverage without unacceptable delays and a lapse in service that would negatively impact DHA operations and critical patient care. The follow-on Application Support contract to HT0015-18-F-0010 will be a competitive action on GSA. The complete follow-on requirement for Application Support was sent to GSA Region 3 in October 2018 to be competed among IT-70 service providers. Currently, DHA has been informed that GSA Region 3 Contracting Activity is delayed and still in the pre-solicitation phase with the Application Support requirement; however, they expect to solicit and award the follow-on contract in the next few months. As the existing contract HT0015-18-F-00100 with GDIT ends on 1 April 2019, this bridge award for two months continued performance (with the possibility of up to six more months if needed) is required from the contractor currently in place and performing, GDIT.
It is impracticable to compete this short term bridge action given that both, current coverage is immediately expiring and the full competitive follow-on contract will be posted and competed in the coming weeks. The time required to process a competitive bridge action and then transition in any other source could not be accomplished before the large scale follow-on is already awarded. More importantly, an unacceptable lapse of services for this essential support would be unavoidable during this period.
Without this extension of GDIT’s services, a break in service would create a severe degradation in mission capability for SDD. In order to avoid service-stoppage and disruption to SDD’s capacity services hosting migration. GDIT is the only vendor that can provide uninterrupted support during this requested timeframe without causing a break in service, unacceptable delays, and significant added costs to the

Government during this short time frame. GDIT is fully staffed and in place to maintain provision of these services during the interim before award of the follow-on action by GSA.
6. Efforts to Obtain Competition: The requested contract will be awarded on a sole source basis to GDIT. At this time, no effort will be made to solicit from multiple offerors, due to the fact that the full Application Support follow-on requirement is currently being developed by GSA Region 3 Contracting Activity as a competitive action against Schedule IT-70. The purpose of this procurement is to give GSA additional time to complete their Application Support procurement for SDD.
7. Determination that Anticipated Cost to the Government will be Fair and Reasonable:
The Contracting Officer will determine that the anticipated cost to the Government will be fair and reasonable through a comparison and analysis of proposed prices with historical prices paid, the Contractor’s list prices, and the Independent Government Cost Estimate (IGCE), and by analysis of other than certified cost and pricing data provided from GDIT.
8. Market Research: In accordance with FAR Part 10, market research was conducted by researching and consulting with the civilian and military healthcare organizations to identify alternatives as early as December 2017. The process of locating other sources for this service, for the purpose of a competitive follow-on, started as soon as the current contract HT0015-18-F-0010 was awarded. In accordance with results found through continuous market research on GSA Advantage Schedule IT 70, there are multiple contractors that can potentially perform application support, data management, and data migration services. A competitive requirement for Application Support is currently being worked on by GSA Region 3 Contracting Activity. GSA expects to award the requirement in the next few months. The purpose of this Sole Source bridge action to GDIT is to give GSA additional time to complete their procurement process.
