STATEMENT OF WORK (SOW) FOR CARTRIDGE, 9 MM PAINT MARKING CARTRIDGE
SCOPE
The U.S. Secret Service utilizes General Dynamics 9mm Simmunitions marking cartridge for training in our dedicated Sig Sauer P-228. This specification establishes the performance standards, based on minimum government requirements, and for the ammunition that is required. This purchase provides for up to 262,500 rounds of 9mm FX marking cartridges in various colors.
DESCRIPTION
This specification enumerates all performance and other relevant characteristics for the 9mm marking cartridge. This specification is based mainly on performance, but includes critical dimensions and material requirements for the dedicated training pistols outfitted with the General Dynamics conversion kit. The specification also establishes procedures and standards for quality assurance tests, daily production control, and acceptance testing.
REQUIREMENTS/DELIVERABLES
All deliveries under this contract shall be made within one hundred and twenty (120) days after receipt of order.
The contractor shall maintain certificates and test results showing compliance with all material and lot formation requirements of section 3.4 Certifications and test results shall be made available upon request for each production lot.
100% Examination of Cartridges. During or immediately prior to the packaging operation, 100% examination of the cartridges shall be performed to ascertain that the cartridge type conforms to the requirements of 3.2 through 3.5 All non-conforming cartridges shall be rejected.
CALIBER
Cartridge – 9MM
Projectile Mass – 7 grains +/- 1 grain marking cartridge
Projectile Material – Plastic
Casing – Factory new copper alloy
Marking Compound – non-toxic, detergent based, water washable, inert
Marking Color – required in red, blue, orange
Cartridge shall be function tested in Simmunition modified H&K MP5 and SIG SAUER P228 weapons
CARTRIDGE CASE
The cartridge case shall be factory copper new alloy.
COMPONENTS
All components, packaging, and shipping materials shall be of new manufacture and shall look to be clean and in new condition.
HEADSTAMP
The cartridge case headstamp marking shall consist of the identification code of the manufacturer and the last two digits of the year of manufacture.
RESIDUAL STRESS
The cartridge case shall not split when subjected to a 1% mercurous nitrate solution for 15 minutes.
PRIMER
The primer shall be a number 41 primer manufactured in accordance with Army drawing 19200-10534279 for M193 Ball ammunition and shall be crimped in place. The primer to primer pocket joint shall be sealed against water intrusion using a visible sealing compound.
COMPLETE CARTRIDGE
Non-toxic Ammunition – Offeror shall provide a complete list of components of the cartridges submitted sufficient to determine that the case, and projectile are non-toxic and produce non-toxic by-products. This information shall be provided in the form of a Material Safety Data Sheet (MSDS). The MSDS shall be provided on or before product sample submittal and at any time MSDS is changed due to component change.
DEFECTS
Metallic components and the completed cartridge shall be free from folds, wrinkles, deep draw scratches, scaly metal, dents, burrs and other defects.
FOREIGN MATERIAL
All components and the completed cartridge shall be free of foreign material including, but not limited to, corrosion, stains, dirt, oil, grease, smears of lacquer and metal chips.
Cartridge Ballistics Performance
VELOCITY
The velocity test for rifle ammunition will be performed utilizing a Universal receiver, a SAAMI specified test barrel and an Oehler chronograph. Five (5) strings of ten (10) rounds will be fired. The nominal mean instrumental velocity at fifteen (15) feet from the muzzle shall be in accordance with performance standards for each caliber as indicated on specification sheet for each CLIN.
The velocity standard deviation for each ten round sample shall not exceed 25feet per second. If two (2) of the five (5) strings of ten (10) rounds do not meet the velocity requirements, the lot shall be rejected.
Examinations. All fired cartridge cases and primers shall be visually examined to determine compliance with the applicable requirements in the specification. In the event that fired case or primer defects are encountered, or if a misfire occurs, then the test barrel shall be examined to determine if the defect is attributable to the barrel. If the barrel is at fault, then the test shall be disregarded and the barrel shall be repaired or replaced prior to performing a retest. If the defect cannot be attributed to the barrel, then the defect shall be attributed to the cartridges. Misfired cartridges and fired cartridge cases and primers shall be retained for further examination
Material Safety Data Sheets MSDS must be provided initially in response to this offer and at anytime a component listed in previous MSDS is changed.
