Question 1:
The part number per CLIN (see below examples) indicate the non Tox Free versions, but the Statement of Work indicates that the ammunition should be tox-free. This is to include a submission of a MSDS sheet with the proposal. Can you clarify this issue for us? We want to make sure we are offering the Government the best value and correct product.
Examples:
CLIN 0001 #5320761 9mm FX Marking Cartridge vs #5320771 Tox-Free 9mm FX Marking Cartridge CLIN 0002 #5320762 9mm FX Marking Cartridge vs #5320772 Tox-Free 9mm FX Marking Cartridge CLIN 0003 #5320763 9mm FX Marking Cartridge vs #5320773 Tox-Free 9mm FX Marking Cartridge
Answer:
The difference is, the primer should be standard primer (as the non- tox primers do not function our weapons), however the solutions within the projectile need to be non-tox in content.
Question 2:
Can the response time be extended to one week after posting answers to the questions? We would like to offer our product through one of our small business partners, but we need time to prepare a submission after we receive a response to the following additional questions.
Answer:
No. At this moment, the deferral of time pushes out the required deadlines the USSS has put in place. Keeping in mind, we need to use all marking cartridges in conjunction with the USSS dedicated training weapons outfitted with the Simmunition FX conversion kits, we have no intention of outfitting and purchasing alternate conversion kits for our already functional dedicated training weapons.
Question 3:
Casing: Can the specification be changed to allow aluminum alloy cases? Since we do not use a propellant the aluminum is very clean after firing and easily recycled.
Answer:
Not at this time.
Question 4:
Marking Compound: Can the specification be changed to allow detergent based and an alternative glycerin based marking? Glycerin based marking is much easier to clean up. It is easy to wipe off of clothing, walls, etc., even after an extended period of time and excessive heat. Plus, since it will not dry up, a glycerin based marking cartridge has a significantly longer shelf life.
Answer:
Glycerin based marking compound is acceptable.
Question 5:
Marking Color: Can orange be removed as one of the color options? We have five colors currently available; red, blue, green, yellow, and white. Orange usually does not contrast well against the red, so yellow, green, or white have been demonstrated to be better options when trying to distinguish between shooters during training exercises.
Answer:
Yes, if the price is the same, we don’t have a problem with other color options.
Question 6:
Primer: Can the primer options be expanded to include a non-toxic primer option?
Answer:
Not at this time.
Question 7:
Would Force on Force be able to be offered as an option in this RFQ?
Answer:
Not at this time.
