STATEMENT OF WORK Revision 3/20/2017

Statement of Work (SOW)

Coaching for USCIS Management Directorate Senior Executive Service and Senior Leaders

Rev 3/20/2017

1. Title of Project

The Department of Homeland Security, U.S. Citizenship and Immigration Services (USCIS), Management Directorate (MGT) Coaching Program for USCIS Senior Executive Service (SES) and senior leaders.

2. Period of Performance

This order will include a base performance period of six months, plus one six-month option period. The base period will commence following award.

3. Place of Performance

The coaching shall be provided in Washington, DC and Burlington, Vermont. Coaching shall be provided primarily in person, with no more than 25%, over the phone and Skype interactions allowed.

Final locations and coaching schedules will be determined after award.

4. Scope

A. The contractor shall provide executive coaching, to include individual coaching as well as associated team coaching on an as-needed basis to senior leaders primarily within the USCIS Management Directorate (MGT DIR). This coaching is not for leaders on a Performance Improvement Plan. This is for competency-based coaching tied to the 360 assessment.

USCIS Management Directorate is made up of nine business lines:

• Investment Management Division (IMD)

• Office of Administration

• Office of the Chief Financial Officer

• Office of Contracting

• Office of Human Capital and Training

• Office of Information Technology

• Office of Intake and Document Production

• Office of Performance and Quality

• Office of Security and Integrity

Each business line has two or three SES or senior leaders who could receive executive coaching services.

USCIS estimates each individual will receive 10 hours per month of coaching per individual, and each office shall receive approximately 4 hours per month of team coaching. The 10 hours of coaching time includes the time to conduct and debrief the 360 assessments.

In addition to the MGT DIR business lines, SES and senior leaders within the Office of Legislative Affairs, Office of Transformation and Coordination, and Office of Communications may also receive executive coaching services.

We estimate 15 leaders will participate in the coaching services. Currently two of the leaders are located in one Vermont office. The leaders located in Vermont will receive the same percentage of hours of services as the DC leaders receive.

B. The contractor shall utilize a 360-degree leadership assessment instrument as appropriate for coaching effectiveness. This assessment will assesses an individual’s level of agility in three key leadership contexts: leading organizational change, improving team performance, and engaging in pivotal conversations.

C. The contractor will administer the 360-degree assessment to evaluate behaviors of senior leaders, and identify how these behaviors impact the individual’s ability to be an effective leader. The executive coaches will address the behaviors that significantly impact leadership ability.

5. Objective

The vendor shall partner with USCIS managers and personnel as applicable to achieve the following objective:

• Increase the effectiveness and leadership competencies of the USCIS program participants through coaching engagements designed to target specific areas such as improved leadership, awareness of participant’s actions as a senior leader, and how the senior leader is being perceived by others.

6. Specific Tasks and Requirements

Task 6.1 - The vendor shall provide coaching services on an individual one-on-one and/or group basis as determined by USCIS. Based upon the number of individuals to be coached, as well as the demographic diversity of the leaders being coached, the vendor shall provide a minimum of three coaches from which the leaders will select.

In addition to individual coaching, the vendor may provide team coaches who work with the team (which could include non-managers) in real time on real business challenges to achieve real results from a systematic perspective. The team coach focuses on the team's productivity as well as their processes, and how the team gets the work done. The results are intended to create a team that is self-sufficient and high functioning.

Task 6.2 –All proposed coaches will be certified through a program accredited by the International Coaching Federation (ICF) to provide coaching/training (this includes College/University programs.

At least one of the proposed coaches shall have a Professional Certified Coach (PCC) credential from the

ICF.

At least one member of the proposed team shall be trained in the effective use and administration of the 360 degree assessment tool. The coaches shall all have experience in utilizing the results of the 360 in their coaching practice.

Each coach shall have a minimum of 5 years of experience providing coaching services.

The contractor must have:

• Previous experience with providing executive coaching services to federal customers and understand Performance Improvement Plans (PIPs), and discipline and performance systems within the federal government.

Task 6.3 – Vendor shall provide the 360-degree assessments. The recommended assessment(s) shall be indicated in the proposal. The cost of the assessments shall be included in fixed hourly rate. The time to debrief results or feedback will be considered part of a coaching session.

The vendor shall provide monthly reports to USCIS regarding the status of the coaching program including but not limited to: Client, Coach, Hours Used, Hours Available, Assessments completed as well as general feedback on performance-related goals and objectives, common themes and trends.

8. Travel

Travel may be required to support this task order. All travel required by the Government outside the contractor’s local areas will be reimbursed to the contractor in accordance with the Federal Travel Regulations, the Federal Civilian Employee and Contractor Travel Expense Act of 1985 (Public Law 99-

234) and FAR Part 31.

The contractor shall be responsible for obtaining COR approval (electronic mail is acceptable) for all reimbursable travel in advance of booking the travel event. Contractor travel costs shall not exceed the Other Direct Costs as indicated on the task order.
