(16) Description: In accordance with FAR 5.203, this is a pre-solicitation notice. The U.S. Citizenship & Immigration Services (USCIS), Immigration Records and Identity Services (IRIS), Biometrics Division (BD) will be soliciting for Application Support Center (ASC) Operations and Facilities Services.
USCIS is seeking ASC operational and facilities support in capturing biometrics and collection of biographical data from USCIS applicants seeking immigration benefits. Contractor labor is required to support the capture and collection of biometric data for USCIS at 139 ASC locations nationwide to include: personnel management, facilities leasing and maintenance, procurement of consumable supplies, general office equipment and furniture, janitorial services and utilities, government property administration, quality and training programs, rescheduling support, and standard operating procedures support. Support also includes Identity Verification (IV) to include fingerprint capture at ASCs to verify the individual requesting services is the same individual whose biometrics were captured previously.
USCIS intends to award a single commercial contract, inclusive of a 12-month base period and four 12-month option periods for a total of 60 months of potential support. The North American Industry Classification System (NAICS) code is 541513 – Computer Facilities Management Services.
This acquisition will be a full and open competition; however, the Request for Proposal (RFP) will require substantial small business participation. The policies and procedures of FAR Parts 12 and 15 will be used. Selection under this solicitation shall be based on a best-value tradeoff evaluation.
This notice is not a request for proposals and in no way obligates the Government to award any contract(s).
This will be an electronic solicitation released on FedBizOpps. No questions or inquiries will be accepted by telephone. Hard copies of the solicitation documents will not be available. All future information about this acquisition, including the solicitation and any amendments, will be distributed solely through the FedBizOpps site.
