G. The following questions and answers are provided for informational purposes only:
1. Section 14.4.11 of the PWS states that the PSO must qualify with the weapon used on post and that there will be “no sharing” of weapons. As any successful bidder would be providing weapons that are not currently on post will the incumbent officers be required to re-qualify with their new duty weapon or will their qualification status be “grandfathered”?
Answer: Incumbent officers will be required to re-qualify with their new duty weapon.
2. Section 14.4.11 of the PWS states that the PSO must qualify with the weapon used on post and that there will be “no sharing” of weapons. Does this apply to all current qualified PSO who are currently working on FPS contracts or does it only qualify to new hires and any semi-annual qualifications?
Answer: Applies to all PSOs, both current officers and new hires, working under this effort. Relief officers and supervisors will also require individually assigned weapons.
3. Page 42 of the exhibits include a shotgun qualification course. Are there any post on this contract that require shotgun qualification?
Answer: No posts require shotguns.
4. Section 6.6.1.8 of the PWS states “PSOs shall wear complete duty uniform for firearms training and qualification, to include issued body armor, duty belt and equipment.” Currently FPS personnel do not allow PSO candidates to wear a uniform during qualifications as they are not yet FPS qualified PSOs. Does this requirement only apply to refresher and semi-annual re-qualifications?
Answer: Yes.
5. Section 5.3.1.13 of the PWS states “Contractors shall use local, state, or Federal law enforcement sources to obtain readable fingerprints…” We have provided contractor provided, readable prints for years at no cost to the government. Are contractors allowed to continue providing prints or are we required to use government sources building in any applicable costs?
Answer: The solicitation is clear on its face.
6. Amendment 1 references an Exhibit 4I but 4I is not in the RFP. Can you please provide a copy of Exhibit 4I for costing purposes?
Answer: There is no Exhibit 4I. Please disregard the reference to this exhibit in Amendment 01.
7. Exhibit 7 Medical Questionnaire and Physical Abilities Test is a different medical form than what is currently used on other local FPS contracts. Will FPS qualified PSOs who currently work on other contracts be allowed to work on this contract with their currently approved SF78 medical exams?
Answer: No
8. Are the incumbent PSOs grandfathered regarding the medical exam and PAT as described in Exhibit 7?
Answer: No
9. Item 14.4.8 states that Exhibit 8C shows the number of contingency rounds to be stored but Exhibit 8C does not show the number of rounds. How many rounds are to be stored as contingency rounds?
Answer: 15 rounds per post
10. RFP Page 39 indicates 12 pages for proposal submission. RFP Page 41 refers to a 20-page size limitation. Please clarify proposal page limit.
Answer: The correct page limitation for technical proposals is 12 pages. See paragraph C of this amendment.
11. Please clarify the security clearance requirements for the Contractor, Project Mgr., PSO's, etc.
Answer: Please refer to the post exhibit and Statement of Work.

Answer: This was addressed in Amendment 01, paragraph K.
13. Does/Do the current contract/s require incumbent contractors to provide individually assigned weapons to the personnel?
Answer: No
14. It is our understanding that the contract awardee should have documents pertaining to the basic FPS training and firearms training for each officer working under the contract. In the absence of such documents, the contractor will be required to retrain the officers who are missing these documents.
a. Do the incumbent contractors have the above stated documents for each incumbent personnel?
Answer: To the best of FPS’ knowledge, yes.
b. Will the incumbent contractors be required to provide these documents to the awardee?
Answer: See Amendment 01, Paragraph N
