All questions that were received before 2pm EST on August 11, 2015 are addressed below. Duplicate questions were omitted.

Questions are listed below in black font and the government’s response is noted in red. The purpose of this Q&A is to clear up any ambiguity in the RFP. Submitted questions that do not have relevance to this procurement will not be addressed.

QUESTIONS Answers

1 Could you please provide the incumbent contract number? If not, is this a new requirement?

HSHQDC-13-D-00033

2 The Draft QASP required for submission on Page 3 of RFP, should we consider this a “Product Sample” as described on page 41 of the RFP Section L 51.212-1 part (d)? Should this be submitted as a separate document or as part of one of the 2 Proposal Volumes, Technical Volume but not against page count or part of the Cost Volume?

Yes the QASP should be a product sample and should be

Submitted as a separate document.

3 For Past Performance can 2 distinct Task orders under the same IDIQ contract count as 2 separate Past Performance Items?

No.

4 For total price the Government has not given any direction for the bidding of hours under the contract, do we just submit Labor Rates for this Volume for this part of the requirement for the Cost Volume?

This is an IDIQ which will execute task orders at the need of the Government. It is anticipated that this IDIQ will cover $25M in level of effort and material over the course of the period of performance. Labor rates are sufficient for the proposal phase.
