All provisions under this Sub-section (unless identified below) are Firm Fixed Price and shall be priced accordingly.
C-5.I.1 GENERAL REQUIREMENTS
In support of the staff, students and training programs at the FLETC Complex, the Contractor shall efficiently provide all labor, supplies, supervision, tools, materials, equipment, and transportation necessary to provide Audio Visual, Computer Lab, and Information Technology (IT) management support services in accordance with this performance specification. As new programs develop, new requirements may be added by contract modification.
C-5.1.2 CONTRACTOR FURNISHED ITEMS
Except for Government-Furnished Property (GFP), the Contractor shall furnish all personnel, supervision, management, equipment, materials, transportation and supplies required to plan, schedule, coordinate and assure effective performance of all required services necessary to provide these support services for the FLETC Complex.
C-5.I.3 MANAGEMENT
(a) The Contractor shall manage the total work effort associated with the support services required herein to assure fully adequate and timely completion of these services. Included in this function will be a full range of management duties including, but not limited to, planning, scheduling, and quality control. The Contractor shall provide a qualified and adequate staff of personnel with the necessary management expertise and specialized qualifications cited in Section H to assure the performance of the work in accordance with sound and efficient management practices. The Contractor shall maintain an adequate workforce to complete work in accordance with the time and quality standards specified herein.
(b) Standards of Conduct. The Contractor shall maintain satisfactory standards of employee competency, conduct, appearance, and integrity, and for taking such disciplinary action against his/her employees as
C-5.I-2 may be necessary. Each Contractor employee is expected to adhere to standards of conduct that reflect credit on themselves, their employer, the FLETC Complex and the Federal Government. The Government reserves the right to direct the Contractor to remove an employee from the work site for failure to comply with the standards of conduct. The Contractor shall initiate immediate action to replace such an employee to maintain continuity of services at no additional cost to the Government.
C-5.I.4 PERFORMANCE REQUIREMENTS
The Contractor shall provide a qualified and adequate staff of fully trained personnel to assure the performance of the work requirements outlined below between 7:00 am and 5:00 pm Monday through Friday:
a. Audio Visual Equipment, General:
(1) Schedule monthly quality assurance checks on all audio visual equipment to include, but not limited to public address systems, DVD players, cameras (except CCTV security cameras), microphones, and digital recording devices (Section J, Attachments C-4 and C-18). Ensure proper and expected operation of equipment. Repair, or coordinate repair, of inoperative equipment within 24 hours. Provide the COR with a discrepancy report that identifies problems or issues discovered and resolution provided.
(2) Operate, visually examine, and monitor equipment to determine cause of malfunctions based on customer complaints. Repair or coordinate the repair of inoperative equipment within three days.
Rotate equipment if such rotation will aide training Provide the COR with a discrepancy report that identifies problems or issues discovered and resolution provided on a weekly basis.
(3) Ensure all equipment has a DHS property bar code label and all identification numbers are annotated to assist in tracking equipment location. Inventory all audio visual equipment on an annual basis when directed by the FLETC property custodian.
(4) Keep an accurate inventory of equipment in the AV office storage area and in bldg. 61, room 186.
Keep both areas neat and orderly. Maintain spare equipment and report to COR when supplies or equipment need to be ordered.
(5) Provide written instruction sheets for the proper operation of digital recording equipment and post near each device for instructor use. Replace these instructions if they become outdated, equipment changes, or the instruction sheet is missing.
(6) Provide set-up and break-down of Public Address equipment when notified of a requirement for the equipment. Notify the COR immediately if there are competing requirements for the equipment.
b. Televisions located in dormitory student rooms and various break rooms/offices:
(1) On a complaint basis, perform basic trouble shooting steps on televisions located in dormitory rooms to see if the problem can be corrected. Attempt to reprogram the television, make sure all connections are secure, and ensure input is properly set. If the television is still not working properly after these corrective measures are taken, immediately notify the COR so the television can be replaced.
(2) Once the new television is made available, replace the nonfunctional set with the new set and program the new set if required.
c. Audio Visual and IT Classroom Support:
(1) Schedule monthly assurance checks of all classroom equipment to include television monitors, instructor workstation, DVD player, and speaker system. Turn all equipment on and log into the instructor workstation to ensure equipment is functioning properly.
(2) Initial a maintenance record form provided by COR in each classroom to indicate the monthly check has been completed.
(3) Provide written instruction sheets for the proper operation of all classroom AV equipment and post these instructions in the classroom equipment binder provided in each classroom. Replace these
C-5.I-3 instructions if they become outdated, equipment changes, or the instruction sheet is missing.
(4) Provide the COR with a discrepancy report that identifies any problems or issues discovered during the monthly QA check and resolution provided. Notify the COR immediately if further support is needed in a classroom of if the classroom binder is missing.
d. Student Business Centers:
(1) Provide basic support and assistance to students using the Student Business Center in Building 39. Support staff should have a basic working knowledge of Microsoft Office products, computers and peripheral hardware (scanners, printers, fax machines, and multi-function (printer/copier/scanner/fax machines) and flatbed scanners in order to provide basic assistance to students and to troubleshoot all business center computers and multi-function printer/copier/scanner/fax devices, and flatbed scanners. The support should be provided during the following hours:
Monday through Friday: 11:00 am – 1:00 pm Monday, Wednesday, and Friday: 6:00 pm – 8:00 pm Saturday: 10:00 am – 2:00 pm
(2) Ensure there is paper and toner in each all in one printer/copier/scanner/fax devices in the business centers located in Buildings 39, 46, 61, and 28. Notify the COR within 24 hours of any workstation issues or supply needs (unless discovered on Friday or Saturday, in which case the notification can be on Monday.)
