Solicitation Number: HSFE40-16-Q-0002
Notice Type: Combined Synopsis/Solicitation
FEMA does not currently have funds available for this requirement, and the contract award is subject to final approval. However, the Agency anticipates the funds in time to make this award by March 2, 2016.
1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
2. The solicitation number is HSFE40-16-Q-0002 and is issued as a Request for Quotation (RFQ). Under this requirement, Federal Emergency Management Agency (FEMA) intends to award a commercial, Firm Fixed Price (FFP) contract.
3. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-86. The applicable North American Industry Classification Standard (NAICS) code is 721110. The small business size standard is $32.5M. This is an unrestricted acquisition.

5. Description of requirements for the items to be acquired: The Department of Homeland Security (DHS)/Federal Emergency Management Agency (FEMA) requires facility space to conduct FY2016 Reservist Onboarding training session during the week of March 3, 2016 through March 19, 2016. It requires a meeting space as well as to accommodate hotel/motel guest rooms for up to a total of 340 “rooms per night” for 300 reservists and 40 FEMA staff within a 5 mile radius of Lambert St. Louis Airport, Missouri. No other locations will be considered.
The period of performance for the training is March 3 – 19, 2016.
The attached Statement of Work (SOW) contains details. Attendees’ names will be given to the hotel for the reservation. Callers must identify themselves as attendees (reservists/student/staff) of the "FY2016 Reservist Onboarding training session" and give the dates for which they will require lodging. Offeror will state the duration for blocking the guest rooms before releasing the unreserved rooms for sale to the general public.
6. Delivery, Inspection, Acceptance and FOB Point will be provided to awardee.
7. PROVISIONS AND CLAUSES:
In case of inclement weather not permitting arrival of participants, the Government reserves the right to make one adjustment to the period of performance with advance notice.
The hotel must be in compliance with the Hotel & Motel Fire Safety Act of 1990.

a. The provision at FAR 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition and is incorporated by reference.
b. FAR 52.212-2, Evaluation-Commercial Items, applies to this acquisition and paragraph (a) is completed as follows:
The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
(1) Technical;
(2) Price.
The Government intends to award a commercial purchase order resulting from this solicitation to the lowest priced, technically acceptable responsible offeror. The factors identified above will be the evaluation factors used to evaluate all offers received. Quotes must be specific in details and clearly identify all the government requirements.
c. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications Commercial Items, with their offer. Also in accordance with the clause, all prospective offerors must be actively registered in the System for Awards Management (SAM) prior to award.
d. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition and is incorporated by reference.

8. Quotes must include company name, company DUNS number, and point of contact information.
9. The Defense Priorities and Allocation System (DPAS) do not apply to this acquisition.
10. All responsible sources should submit quotes to Monique Park via e-mail: Monique.park@fema.dhs.gov by Wednesday, March 2, 2016, 3:00PM EST.
Technical and/or administrative questions must be submitted in writing to Monique.park@fema.dhs.gov no later than 12:00 p.m. Eastern Standard Time, Wednesday, March 2, 2016. Individual responses will not be given. Responses to all inquiries will be published by amendment to the solicitation and posted to FedBizOpps. Inquiries and information received after the established deadline will only be answered/addressed if considered essential to the requirement and in the best interest of the Government.
