The purpose of this amendment is to provide corrections to the answers for questions #17, 32, and 55 with additional information provided for Question #75. See the Continuation Page for the additional information.

Questions and Answers for RFQ HSFE20-14-R-0030: FEMA NIC Resource Typing Support Services

1. Is the contract a firm fixed price or time and materials? Question 17 talks about CLIN answers structured for FFP labor but the reissued cost proposal states T&M and tab B2 stares FFP and T&M.

Answer: This is an error and the award will be a time and materials contract.

2. Should we use the historical hours for labor?

Answer: The historical hours for labor are provided in order to giver interested offerors a guide as to the level of support that was provided under a previous contract. Offerors can use this data as a guide and read the information provided in the statement of work in order to price their proposals accordingly.

3. Question 32 states that the risk management plan is within the 50 page limit and Q66 says it is outside the 50 page limit. Which one is correct?

Answer: The risk management plan will not count against the 50 page limit.

4. Under the Base Period, CLIN 0001 shows the Price/Cost Type as FFP. This is a change from the original version, which showed both period as T&M. However, instructions to revised B.2 states that T&M pricing should be submitted. Can you please clarify whether the Base Period should be FFP or T&M?

Answer: See answer to Question #1.

5. Question 55 requests that the government provide an estimated level of effort for the current solicitation. In both

Amendment 1 & 2, the government has responded to question 55 with a chart of “historical labor data” by labor category and hours. Does the government consider this historical labor data to be the level of effort for the current solicitation?

Answer: See answer to Question #2.

6. Is the level of effort chart in question 55 to be used for pricing so that all bidders are on the same level for costing the level of effort?

7. Is the level of estimate chart provided in question 55 historical data from a previous contract or is this the level of effort to be used by prospective contractors bidding on this proposal?

8. Is this level of effort chart in question 55 for one year/period of performance?

Answer: This level of effort was for a one year period of performance.

9. SOW Task 4 requires support for developing resource typing documents and Position Task Books (PTBs) for 30

NQS incident management positions. In the response to Question #75, the government states that some work has been done on “an initial set of positions.” Is there any overlap between these “initial” positions and the 30 positions and, if so, how many positions are in both lists?

Answer: The initial 30 Resource Typing Documents have been developed and are in draft form. These documents have not been through the final review process. Subject Matter Experts provided by contracting support will review and comment on documents and updates will be made based on the SMEs review. Eight of the Position Tasks Books have been drafted leaving 22 that need to be developed.
