Questions and Answers for RFQ HSFE20-14-R-0030: FEMA NIC Resource Typing Support Services

1. Is the subject solicitation a new requirement?

Answer: This is a new requirement. These services were previously provided by a contractor, however, that contract expired in November of 2014.

2. Where is the place of performance?

Answer: See answer to question #71.

3. “This requirement is 100% set aside for 8(a) offerors under NAICS 541611,” does this require that only 8(a) certified firms can prime or subcontract for this effort; or if the prime is an 8(a) and does 51% they could have a non 8(a) firm on as a subcontractor?

Answer: Only a certified 8(a) firm can be the prime for this effort and better than 50% of the labor effort expressed in dollars must be performed by the Prime 8(a) firm using their own corporate assets.

4. When do you anticipate making award?

Answer: Award is anticipated in early to mid-August.

5. When do you anticipate start date?

Answer: Within 30 days from the date of award.

6. Are there any companies that are performing any parts of the work included in this PWS? If so, can you please provide their names and contract numbers?

Answer: Currently, no companies are performing any of the work included in this RFP, however, the previous but expired contract was with Cabezon.

7. What is the current contract size?

Answer: Currently there is not a contract in place for these services, however, the previous and now expired contract was priced at or about $1,659,534.44 per year.

8. How many full time and part time contractor FTEs are working on this contract?

Answer: At this time there are no contractor FTEs providing these services as the previous contract expired.

9. Can the government provide a detailed Performance Work Statement (PWS)? There is no PWS attached to the

SOW. It will be impossible to estimate the Labor Hours and Labor categories without the PWS.

Answer: There is no PWS, only the SOW as provided in the RFP.

10. If the government does not includes only labor categories and labor hourly rates, how is the government going to evaluate the proposed price across all vendors?

Answer: See answer to question #55.

11. Can the government remove the requirement for key personnel as it is favorable to the incumbent?

Answer: Key personnel is one of the technical evaluation factors and will be used to evaluate all offerors.

Furthermore, as stated prior there is no current active incumbent providing these services.

12. Can the government provide a word copy of the Attachment C: Past Performance Questionnaire?

Answer: A Word copy of the questionnaire is included with this amendment.

13. Would FEMA be inclined to open the solicitation to both 8(a) and Women-Owned Small Business concerns?

Answer: This solicitation will only be competed as an 8(a) set aside.

14. Page L-8: What information is the offeror to provide in proposal Section 4 – Past Performance? Is there a page limitation for this section?

Answer: The past performance questionnaire included with the solicitation needs to be completed and submitted as stated.

15. Page L-9: How many past performance reference questionnaires are required?

Answer: A minimum of three past performance reference questionnaires are required.

16. What was the total amount spent on this contract for the base year and option year 1?

Answer: Below is the break out based on historical data.

Base Year:

17. Could you provide us with some details on the CLIN structure – level of effort, type of people, number of hours worked, labor categories, etc?

Answer: The CLINs are structured as firm fixed price for labor and cost reimbursable for other direct costs and travel. See also the answer to question #55 for historical data.

18. Can we have a mix of prime and sub on the past performance questionnaires?

Answer: Past Performance for “major subcontracts” is acceptable in addition to the Prime Offerors.

19. Section 4 Section L mentions past performance within 5 years preceding the closing date of this solicitation.

Section M3 Factor 4 states during the last three (5) years. Please confirm that the word ‘three’ should read ‘five’ instead.

Answer: This is a typographical error. Five years for past performance information is correct.

20. Are lower tier subs (sub to a sub) allowed on this contract?

Answer: The Government cannot dictate how the offeror assembles the Teaming Partners regarding tiers, as long as all technical pieces are in place to satisfy the requirement. However, the offeror should also consider the administrative aspect of managing a contract comprised of multiple tier levels of contractual arrangements, and the lack of direct prime control over a larger number of assets not being the prime’s, which could be viewed as presenting additional performance risk.

21. Please confirm that at least 4-6 full time staff will be required onsite for both base and option year 1.

Answer: See answer to question #58.

22. The contract calls for a base +1 option year. Is there a chance that the number of option years could be increased?

Answer: No additional option years will be added to this contract.

23. Please clarify how recent of a past performance is to be submitted. In M.4 Proposal Evaluation Criteria, Factor 4 it states, “during the last three (5) years”, but in Section L B. Technical Proposal Instructions /Content

Section 4, it states “within 5 years preceding the closing date of this solicitation.”

Answer: This is a typographical error. Five years for past performance information is correct.

24. Will the government provide labor estimates for all SOW tasks?

Answer: See answer to question #55.

25. Can the Government clarify what information offerors are expected to provide in the Past Performance section vis-à-vis the Experience section in the Technical Proposal?

Answer: Information to be provided is stated on the past performance questionnaire.

26. Does Section 5 (Experience) count against the 50 page limit for the technical proposal? Section L.6 A

(General Instructions) indicates that it does but the detailed instructions on page L-9 indicate that this 5-page section does not count towards the overall page limit.

Answer: As stated in the RFP, the experience narrative shall be limited to five pages, however it will not count toward the 50 page limit.

27. Is there a minimum or maximum number of past performance citations/questionnaires offerors can provide?

Answer: A minimum of three past performance questionnaires from different projects similar in size, scope and complexity to this requirement need to be provided.

28. Can the Government provide an editable version of the past performance questionnaire to facilitate clients completing the questionnaire?

Answer: A Word version of the questionnaire is provided as part of this amendment.

29. Will the government allow for the inclusion of a transmittal/cover letter in Volumes 1 & 2? If so, we respectfully request the letter not be included in the 50-page limit.

Answer: This will be allowed and will not be included as part of the 50 page limit.

30. Will the government accept 10pt font for tables?

Answer: 10 pt font is acceptable for tables.

31. Please clarify: On page L-6, Volume 1, “past performance (limited 5 pages each)” versus Page L-9, Section 5

“The narrative shall be limited five pages.”

Answer: The experience narrative shall be limited to five pages.

32. On page L-7, section 2 of the RFP, a Risk Management Plan is required. Does this count towards the 50-page count?

Answer: The Risk Management Plan counts towards the 50-page count.

33. On page L-8, section 3, Letters of Commitment are required. Are these excluded from the 50- page count?

Answer: Letters of Commitment are excluded from the page count.

34. Can the Government please clarify the period of performance that is allowed for past performance references?

Answer: Within 5 years preceding the closing date of this solicitation.

35. On page L-8, Section 4 - Past Performance (Volume 1), the RFP describes the submission of past performance relevant to the requirements of the solicitation. The references should be “similar in size, scope, complexity, and relevant to the services by this solicitation and that were provided within 5 years preceding the closing date of this solicitation.” Would the government clarify how many past performance references are required? Would the government also provide the information that is required for each reference, for example, Contract name, Contract number, Agency name, Point of contact name, telephone number, email address, etc.)?

Answer: A minimum of three past performance references are required. These questionnaires contain the necessary information that needs to be submitted by offerors and they are to be submitted by the offeror’s previous references directly to the contract specialist.

36. Can the government confirm that the Contract Specialist is Glen Seipp? Mr. Seipp is listed on FBO and on page L-11; however, Erin Cotter is listed on page G-4.

Answer: Glen Seipp will be the contract specialist until otherwise notified.

37. Can the Government specify the members of the NIC-SRG? Can the Government provide information regarding leadership and management of the NIC-SRG?

Answer: The NIC-SRG is an internal FEMA stakeholder list. Stakeholders on the NIC-SRG are individuals with expertise and experience in homeland security and emergency management disciplines including, but not limited to, fire, EMS, law enforcement, public health, and public works. The management and leadership of the group is the responsibility of the National Integration Center Director and his federal staff.

38. In Attachment A, Section 2 it is stated the contractor will assist the NIC with four tasks with task 1 stated as the rollout of the updated NIMS doctrine. Task 1 suggests that that NIMS has been updated and the first task is focused on the rollout. Can the Government provide greater information regarding the details of the NIMS update process, including: timeline, stakeholders engagement, key documents produced, etc.?

Answer: The National Incident Management System document is still under revision. The revision of the base document is not a task under this Statement of Work. As the document has not yet completed its revision, the timeline for roll-out has not been identified.

39. Under Task 2, what quantity of NIMS implementation support documents are expected? How many job aids, tools, guides, etc? (this information is provided for other support documents)

Answer: The exact quantity of support tools for the NIMS Coordinators depends on the assessed needs of the

Coordinators. Determining the needs of the NIMS Coordinators would be part of Task 2. For examples of possible tools to be developed, please review the content and supporting “tools” for the NIMS currently on the

FEMA website - http://www.fema.gov/national-incident-management-system.

40. Does the Government anticipate that SOW Tasks 1-4 will occur sequentially, simultaneously, or both?

Answer: The Government anticipates that the work on the tasks will be simultaneous.

41. Do National Qualification Systems (NQS) documents delivered in support of Task 4 count towards the 120

Resource Management documents required in Task 3?

Answer: The NQS documents on Task 4 are in addition to the 120 resource management documents on Task 3 for a total of 150 documents.

42. What is the Government's preferred technology for delivering virtual workshops?

Answer: The government uses Adobe Connect as its virtual meeting platform. The government prefers that the contractor use its existing Adobe Connect platform to conduct all virtual meetings in connection with the deliverables under this contract.

43. Can the Government confirm that "Monthly Status Reports" and "Monthly Progress Reports" are the same deliverable?

Answer: No, it is not the same deliverable. The Monthly Status Report is directly related to the Resource Typing document development tracking whereas the Monthly Progress Report is tracking the completion of work on all of the tasks within the Statement of Work.

44. Can the government confirm that the "Monthly Tracking Form" deliverable will be part of the "Monthly

Progress Reports" described under section 7.3.1?

Answer: No, the Monthly Tracking form cannot be part of the overall Monthly Progress Report because it is a separate form provided by the program office. See question #43.

45. Assuming the "majority of contractors have been off-site", when combined with on-site positions, does this suggest an overall team of 9-13+ contractors? Historically has the entire team provided full-time support?

Answer: No, historically, the on-site contractors provided full-time support while the off-site contractors provided support as needed.

46. Historically have these four to six positions provided full-time support?

Answer: The (4) on-site contractors provided full-time support.

47. What is the basis of estimate for travel and other direct costs? Are these based on historic data or a specific estimate developed by the Federal Emergency Management Agency?

Answer: The estimate of travel and other direct costs came from historical contract data and the Independent

Government Cost Estimate.

48. Will the government clarify the key position required under this contract? Project Manager and Program

Manager are both used in the solicitation.

Answer: Regardless of what title term may be assigned by the offeror the Program Manager or Project Manager, this is the key position proposed by the offeror that directs the day to day operation of the offeror, and is the main

POC between the offeror and the Government. 51. Does the government expect for the Technical Proposal to contain a specific list of all hours and labor categories for activities undertaken in support of SOW Tasks 1-4? If so, do hours and anticipated labor categories for subcontractors need to be called out separately?

49. Does the government expect for the Technical Proposal to contain a specific list of all hours and labor categories for activities undertaken in support of SOW Tasks 1-4? If so, do hours and anticipated labor categories for subcontractors need to be called out separately?

Answer: Yes, the Technical Proposal should include a specific list of hours and labor categories, to include the subcontractors, and those should be identified as subcontractors.

50. Is Courier 12 the required font type for the proposal? If not, does the Government have a preferred font type for the proposal?

Answer: Yes, please use Courier or Times New Roman 12 point font in the proposal.

51. Is the identified Executive Vice President position also designated key personnel to the effort?

Answer: Executive Vice President or higher is listed for a management point of contact only, but should not be considered Key Personnel working on the contract.

52. Can the Government clarify the evaluation criteria? Do all evaluation factors being of “equal importance” mean each is weighted 20%? Price/cost is not listed as a factor, but said to equal technical merit and past performance combined. Does this mean that cost/price is the most important factor?

Answer: The factors are not weighted based on a numerical percentage. The combined non-price/technical evaluation factors are approximately equal to cost/price, however, as stated in the RFQ cost/price may become a more determining factor in the event two or more offerors are considered to be technically equal.

53. Does past performance cover the last three (3) or last five (5) years?

Answer: Past performance will be for the last five (5) years.

54. Can the Government confirm that the following will not count against the 50 page limit of the Technical

Proposal: Front matter (title pages, tables of contents, cross-reference matrices, acronym lists, and glossaries), resumes for key personnel (limited to 3 pages each), past performance (limited to 5 pages each), Draft Program

Management Plan, Draft Quality Control Plan, Draft Transition-Out Plan, Experience Narrative (Section 5, limited to 5 pages)?

Answer: As stated in the RFP, front matter, resumes of proposed key personnel (limited to 3 pages each) under section 3, and past performance (limited to 5 pages each) under section 4 will not be counted towards the 50 page limitation of the Technical Proposal. The Program Management Plan (PMP), Quality Control Plan (QCP), and

Transition-Out Plan) do not count toward the 50 page limit and may be submitted as separate attachments to the

Management Plan. The experience narrative shall be limited to five pages. The narrative will not count toward the

50 page limit.

55. Will the government provide an estimated level of effort to support accurate comparison between proposers?

If not, does the government have an estimated level of effort identified for deliverables that can be provided?

Answer: See chart below, historical labor data:

56. Can the Government confirm that only the names of key personnel are required to be identified in the proposal submission, and that additional staff can be identified after contract award?

Answer: The only Key Personnel listed in this RFP is the Program Manager. Others on the contract “can technically be named by the contractor after the contract is awarded”, however, offerors must consider the aspect of how this might be viewed by the Government regarding “strengths & weaknesses” during evaluations, as opposed to having and identifying the staff in the initial offer for full consideration by the Government.

57. Is there an incumbent?

Answer: While previous contractors have served the National Integration Center on contracts similar this RFP in the past, there is no current incumbent on the program. The most recent contract expired in November 2014, and the incumbent was Cabezon.

58. How many FTEs are currently working this project?

Answer: Historically, four (4) full-time equivalent contractors support the efforts.

59. Please confirm that at least 4-6 full time staff will be required onsite for both base and option year.

Answer: Yes, historically 4 full-time staff personnel would be required for both the base and option year.

60. Could you please provide the staffing history of the contract by year and the number of FTEs by task?

Answer: See answer to question #55, historical data.

61. Does the Government estimate the level of effort will remain approximately the same as the current year or will the workload in some tasks change?

Answer: The Government anticipates that the level of effort will decrease slightly during the Option Year.

62. In the SOW, Section 5 “General Requirements” mentions “Technical Assistance Requirements”. Our understanding of “Technical Assistance” in FEMA terms relates to deployable teams to assist state and locals.

In this SOW, does “Technical Assistance” refer to these deployable teams?

Answer: No, the term technical assistance in this context refers to technically assisting the government staff.

Therefore, Section 5 may be better read as:

5.1 Business Process and Improvements

5.1.1 Business Process and Improvement Support: The contractor shall provide support to help resolve problems and/or create innovative approaches for all Tasks in this contract. Business Process and

Improvement support can be delivered and received in many different ways including but not limited to the following:

5.1.1.1. Identifying problems

5.1.1.2. Proposing solutions to identified problems

5.1.1.3. Tracking solutions through a corrective action plan (CAP)

63. Are the number of workshops/documents to be supported/developed (i.e., 5 workshops in Task 1, 120

Resource Management Documents in Task 3, and 30 Resource Typing Documents, 30 NQS PTBs, and 2 NQS

Supporting Guidance documents in Task 4) for the base period only or for the base period and the 1 option period?

Answer: The number of workshops and documents to support and develop listed in the RFP relate to the Base

Year and Option Year.

64. Can the Government confirm that 7.3 Schedule of Deliverables in Attachment A is correct? The schedule includes deliverables not mentioned elsewhere that appear to be from an unrelated solicitation. [appears to be a copy and paste from a previous solicitation]

Answer: The Government updated the Deliverable Chart to remove the confusion about the technical assistance language in the RFP.

65. Can the Government confirm that the information in 7.7 Place of Performance is accurate? [appears to be a copy and paste from a previous solicitation]

Answer: The Place of Performance for Section 7.7 should read; Work will be performed primarily at the NIC and the contractor’s offices as needed.

Historically, four contractors have been on site providing direct support at 800 K Street NW Washington DC.

However, the on-site support will move to the National Integration Center’s offices at 400 C Street SW when the Government moves.

66. On page L-7, section 2 of the RFP, a Risk Management Plan is required. Does this count towards the

50-page count?

Answer: The Risk Management Plan will not count towards the 50-page count.

67. For workshops can the Government give us an estimate for food/refreshments, A/V costs, etc.?

Answer: The Government anticipates that the workshops will be held at no-cost government facilities, however, it is possible that no government facilities will be available and we will need to contract for a commercial/non-Government facility as a separate action. Food and refreshment are not allowable costs in support of these activities. A/V costs depend on the facility. Selection of facilities to host the workshops will be determined in part by the A/V capabilities.

68. Can the government provide what percentage of work will be done at government site and what percentage of work will be done at Contractor site?

Answer: The percentage of on-site work is anticipated at 90%. Off-site work is anticipated to be 10%.

69. Since “updated NIMS doctrine” exists, can we get a copy before proposal is due? Who is incumbent?

Answer: The National Incident Management System document is still under revision. The revision of the base document is not a task under this Statement of Work. There is no incumbent, however, Cabezon was the contractor for this support under the previous contract that expired in November 2014.

70. For the virtual roll out, will the contractor be required to utilize their own system or will the contractor be expected to utilize GFM systems?

71. Please identify the geographic location of the workshops.

Answer: The exact locations for the workshops are to be determined. At a minimum the workshops will be held in different FEMA regions. The government expects that the planning for the workshops include identification of the most cost effective options for meeting locations.

72. What is the average duration of on-site meetings/workshops, etc?

Answer: It is anticipated that the workshops would last on average 1.5 days of meeting time with (2) ½ days for travel-in and travel-out.

73. Can we assume that workshop facilities will be paid for by the government?

Answer: The Government anticipates that the workshops will be held within government facilities at no cost, however, it is possible that the Government may need to contract for commercial/non-Government space as a separate action if a federal no cost option is not available.

74. Please define virtual – VTC, webinar, conference calls.

Answer: Virtual options for meeting include Video Teleconferences, webinars using FEMA’s Adobe Connect platform, and conference calls using FEMA’s conference bridge system.

75. Please describe the current status of the national qualification system, have any of the document been developed to date?

Answer: Federal staff within the National Integration Center are actively working on developing the National

Qualification System. This work includes a base document describing the system, job titles and position qualifications and position task books for an initial set of positions. None of the work has been finalized for publication.

76. How do we cost section 5 on General Requirements?

Answer: Section 5 has been reworded to focus on providing the government with business process improvement recommendations. Costing should be based on what it would take to identify problems, propose solutions, and track implementation of corrective actions.

77. For the SMEs are these contractor staff? If so how many are required and what is the expected level of effort required for the SMEs?

Answer: One of the primary functions of this contract is to provide Subject Matter Expertise. It is expected that the contractor will provide paid subject matter experts that will support tasks. The expected level of effort for the Subject Matter Experts depends on the needs of the community and the document to which it relates. Also see #55 for Historical Data for SMEs.
