Statement of Work
STATEMENT OF WORK
A. GENERAL INFORMATION
1. Title of Project: PAO Wall Paper Removal
2. Scope of Work: The contractor shall provide all resources necessary to provide aesthetic upgrades to the Pacific Area Office (PAO) located at 546 Bonney Loop, Building 520, Fort Shafter, Hawaii 96858-5000. The upgrades shall include, but not limited to, painting, removal of wallpaper, and all upgrades as specified within this document.
The work shall include providing supervision, materials, tools, labor, and services as need for a completed, finished, and aesthetic job as required by these requirements. Impacts to the PAO from this construction shall be mitigated by the contractor at no additional cost to the government.
3. Background: The PAO has been at this location for approximately 12 years. The facility is 8,423 square feet in size, whereby, approximately 5,000 sq. ft. of wall space is covered with a variety of wallpapers. These wallpapers are showing signs of aging such as peeling, ripping and dry glue seepage. Air Conditioning units have been upgraded which has left areas around the new units unfinished. Finishes are worn and outdated, and require upgrades to reflect the level of professionalism and pride of the organization.
4. Performance Period: The contractor shall complete the work required under this SOW in 60 calendar days or less from date of award, unless otherwise directed by the Contracting Officer (CO). If the contractor proposes an earlier completion date, and the Government accepts the contractor’s proposal, the contractor’s proposed completion date shall prevail.
All scheduling of services shall be mutually agreed upon between the Government and the Contactor prior to the start of services. The contractor shall complete the entire project within 15 calendar days upon commencement of work.
Work performed is expected to be during regular business hours, Monday through Friday, 8am to 4pm. Any work performed outside the regular business hours shall be approved by the CO and coordinated with the on-site point of contact.
5. Type of Contract: Firm-Fixed-Price
B. GENERAL
Work shall proceed expeditiously and during schedule timeframes as coordinated with the on-site point of contact. After-hours work may be approved for this project to limit the impact to the Government.
Construction impact shall be minimized and mitigated in a way that limits disruption to the functioning of the facility. Dust, dirt, and debris shall be contained and removed. Furnishings and floors will be protected by plastic sheeting. Temporary partitions as needed to separate construction from occupied space and contain dust. Mitigations shall be approved by the on-site point of contact prior to start of work.
Protect all surfaces that are not to be painted, pursuant to this SOW. There shall be no excess paint on the floors, walls, glass etc., and if so the contractor shall completely remove the excess paint without damage or discoloration to the surface.
Provide Wet Paint signs to protect newly painted finishes. One day after completion of painting, the contractor shall remove and discard of all wet paint signs.
Parking in limited at the Fort Shafter and cannot be guaranteed during the business day. Contractor shall arrange significant deliveries for off peak periods. Car Pooling is encouraged. Parking restrictions are strictly enforced.
C. STATEMENT OF WORK
1. Demo existing wall coverings in the areas shown on the attached drawing.
2. Remove receptacle covers, switch covers, etc. needed for wallpaper removal and painting; save and reinstall upon completion of wall work.
3. Prepare walls for painting in the areas shown on the attached drawing.
4. Wall preparation includes skim coating walls, filling holes and gaps, sanding walls, and other minor repairs.
5. Repair walls around AC units to blend in with existing wall at areas shown on the attached drawings.
6. Prime and paint walls with high durability multi-spec satin finish paint as shown on the attached drawings.
7. No wallpaper removal for Section E – Reception. Install wood panel (or similar material) face plate around air conditioning unit to incorporate an aesthetic finish.
8. Install wood paneling in the IT Room – Section N. Two sections (approximately 3’6” X 4’8” and 3’6” X 2’8”) on lower half of wall missing wood panels. Install similar or like material.
9. No wallpaper remover for Section F – Conference Room. Wall finished during conference room renovation.
Cost estimates for items 1 through 9 shall be provided in the deliverables and separated per site location. PAO Admin is approximately 3,500sf of wallpaper and the PAO Annex is approximately 1,500sf of wallpaper.
D. Finishes and Material Requirements
All finishes shall be Government approved colors and paint. The material shall be selected from manufactures’ standard samples following review and discussion with the Government. Custom or premium finishes may be considered by the Government.
Note: All materials used by the contractor will require MSDS be provided to the on-site project officer.
E. SPECIFIC MANDATORY TASKS AND ASSOCIATED DELIVERABLES
The contractor shall describe how they will accomplish the specific deliverables described below in section A, within the performance period of this SOW.
F. CHANGES TO STATEMENT OF WORK
Any changes to this SOW shall be authorized and approved only through written correspondence from the CO. A copy of each change will be kept in a project folder along with all other products of the project. Costs incurred by the contractor through the actions of parties other than the CO shall be borne by the contractor.
G. REPORTING REQUIREMENTS
The contractor shall provide the on-site point of contact completion report and shall cover all work completed during the life of the project. This report shall also identify any problems that arose, along with a statement explaining how the problem was resolved. This report shall also identify any problems that arose but were never completely resolved, with an explanation.
H. TRAVEL
All work is to be conducted at the 546 Bonney Loop, Building 520, Fort Shafter, Hawaii 96858-5000. The contractor is responsible for any anticipated travel and per diem.
I. GOVERNMENT RESPONSIBILITIES
A letter of designation issued to the on-site project officer, a copy of which is sent to the Contractor, states the responsibilities and limitations of the on-site project officer, especially with regard to changes in cost or price, estimates or changes in delivery dates. The on-site project officer is not authorized to change any of the terms and conditions of the resulting order.
The 546 Bonney Loop, Building 520, Fort Shafter, Hawaii personnel shall provide access to all secure areas that are deemed necessary to complete the described work.
J. SECURITY
In order to gain access to Fort Shafter the military requires Government issued identification for both the driver and all passengers attempting to gain access. The Contractor shall ensure that all contractor personnel have the proper identification (Valid photo identification) in order to gain access to the Army Base.
K. SAFETY
The contractor and each of its employees shall comply with all applicable local, state, federal, and Authority rules, regulations, and practices.
The contractor shall also be responsible for all injury to persons or damage to property that occurs as a result of the contractor’s negligence and shall take proper safety and health precautions to protect the work, the workers, the public, and the property of others. The contractor shall be responsible for all materials delivered and work performed until completion and acceptance of the entire work.
The contractor shall perform all its activities pursuant to this contract in a safe manner. The contractor shall assume responsibility on the job site for the actions of all its personnel and subcontractor(s) who are associated with performance on this contract. The contractor shall take adequate measures to prevent injury to the public or Authority property on the job site
The Contractor shall provide the CO with a written report of any accidents involving personal injury or property damage by 0800 the next working day following the accident. It is expected the Contractor will cooperate with Government safety officials regarding safety issues, problems or concerns.
Ladders: Protection pads shall be used by the contractor to prevent ladders from marring building surfaces. The contractor shall assure that all ladders comply with all current and applicable safety requirements and regulations.
L. GOVERNMENT FURNISHED ITEMS AND SERVICES:
Utilities: The Government will provide use of electrical and water for the purpose of operating and cleaning equipment: The Contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after using the required amount to accomplish cleaning of equipment.
Domestic drains and storm drains on the job site shall not be used to dispose of gasoline, paint, thinners, solvents, concentrated cleaning agents, or other hazardous materials.
M. PERMITS, ROYALTIES, AND LICENSES
The contractor shall, without additional an expense to the Authority, be responsible for obtaining all licenses, certifications and permits which are necessary to fulfill the requirements of the Statement of Work.
The contractor shall also obtain and pay the costs of any royalties and licenses for any patented or copyrighted items used in the performance of work.
N. SITE VISIT
A site visit was coordinated for August 25, 2016. No additional site visits are schedule at this time.
