STATEMENT OF WORK
A. GENERAL INFORMATION
1. Title of Project: PAO Conference Room Remodel
2. Scope of Work: The contractor shall provide all resources necessary to provide remodeling upgrades to the Pacific Area Office (PAO) conference room located at 546 Bonney Loop, Building 520, Fort Shafter, Hawaii 96858-5000. The upgrades shall include, but not limited to, demolition of wall unit and wainscoting, wall preparation, removal of wallpaper, painting, electrical, and all upgrades as specified within this document.
The work shall include providing supervision, materials, tools, labor, and services as need for a completed, finished, and aesthetic job as required by these requirements. Impacts to the PAO from this construction shall be mitigated by the contractor at no additional cost to the government.
3. Background: The PAO has been at this location for approximately 12 years. The facility is 8,423 square feet in size, whereby, approximately 18 linear ft. of conference wall space is covered with a wall unit, wainscoting and wallpaper. The demolition and finish work is required so audio visual enhancements can be made to the room.
4. Performance Period: The overall contract period of performance will be 90 days from award however completion of the Conference Room project is desired/preferred within 30 days of commencement of work.
All scheduling of construction and services shall be mutually agreed upon between the Government and the Contactor prior to the start of services.
Work performed is expected to be during regular business hours, Monday through Friday, 8am to 4pm. Any work performed outside the regular business hours shall be approved by the CO and coordinated with the on-site point of contact.
5. Type of Contract: Firm-Fixed-Price
B. TASKS AND ASSOCIATED DELIVERABLES
1. GENERAL TASKS
Work shall proceed expeditiously and during schedule timeframes as coordinated with the on-site point of contact. After-hours work may be approved for this project to limit the impact to the Government.
Construction impact shall be minimized and mitigated in a way that limits disruption to the functioning of the facility. Dust, dirt, and debris shall be contained and removed. Furnishings and floors will be protected by plastic sheeting. Temporary partitions as needed to separate construction from occupied space and contain dust. Mitigations shall be approved by the on-site point of contact prior to start of work.
Protect all surfaces that are not to be painted, pursuant to this SOW. There shall be no excess paint on the floors, walls, glass etc., and if so the contractor shall completely remove the excess paint without damage or discoloration to the surface.
Provide Wet Paint signs to protect newly painted finishes. One day after completion of painting, the contractor shall remove and discard of all wet paint signs.
Parking is limited at the Fort Shafter and cannot be guaranteed during the business day. Contractor shall arrange significant deliveries for off peak periods. Car Pooling is encouraged. Parking restrictions are strictly enforced.
2. SPECIFIC TASK
a. Demo existing wall unit from the conference room wall as shown on the attached drawing.
b. Demo existing wainscoting from the conference room wall as shown on the attached drawing.
c. Remove existing wallpaper from the conference room wall as shown on the attached drawing.
d. Remove receptacle covers, switch covers, etc. needed for wall unit, wainscoting and wallpaper removal and painting; save and reinstall upon completion of wall work.
e. Prepare wall for painting in the area shown on the attached drawing.
f. Wall preparation includes skim coating walls, filling holes and gaps, sanding walls, and other minor repairs.
g. Install wainscoting on the entire length of demoed wall to match rest of the room.
h. Prime and paint walls with high durability multi-spec satin finish paint as shown on the attached drawings.
i. Install two (2) 20 amp electrical outlets where shown on the attached drawing.
j. Activate two (2) 20 amp electrical outlets where shown on attached drawing.
k. Install two (2) data boxes where shown on the attached drawing.
Note: Refer to Exhibit A-1 to Exhibit A-4.

C. FINISHES AND MATERIAL REQUIREMENTS
All finishes shall be Government approved colors and paint. The material shall be selected from manufactures’ standard samples following review and discussion with the Government. Custom or premium finishes may be considered by the Government.
Note: All materials used by the contractor will require MSDS be provided to the on-site project officer.
E. CHANGES TO STATEMENT OF WORK
Any changes to this SOW shall be authorized and approved only through written correspondence from the Contracting Officer. A copy of each change will be kept in a project folder along with all other products of the project. Costs incurred by the contractor through the actions of parties other than the CO shall be borne by the contractor.
F. REPORTING REQUIREMENTS
The contractor shall provide the on-site point of contact completion report and shall cover all work completed during the life of the project. This report shall also identify any problems that arose, along with a statement explaining how the problem was resolved. This report shall also identify any problems that arose but were never completely resolved, with an explanation.
G. TRAVEL
All work is to be conducted at the 546 Bonney Loop, Building 520, Fort Shafter, Hawaii 96858-5000. The contractor is responsible for any anticipated travel and per diem.
H. GOVERNMENT RESPONSIBILITIES
A letter of designation issued to the on-site project officer, a copy of which is sent to the Contractor, states the responsibilities and limitations of the on-site project officer, especially with regard to changes in cost or price, estimates or changes in delivery dates. The on-site project officer is not authorized to change any of the terms and conditions of the resulting order.
The 546 Bonney Loop, Building 520, Fort Shafter, Hawaii personnel shall provide access to all secure areas that are deemed necessary to complete the described work.
I. SECURITY
In order to gain access to Fort Shafter the military requires Government issued identification for both the driver and all passengers attempting to gain access. The Contractor shall ensure that all contractor personnel have the proper identification (Valid photo identification) in order to gain access to the Army Base.
J. SAFETY
The contractor and each of its employees shall comply with all applicable local, state, federal, and Authority rules, regulations, and practices.
The contractor shall also be responsible for all injury to persons or damage to property that occurs as a result of the contractor’s negligence and shall take proper safety and health precautions to protect the work, the workers, the public, and the property of others. The contractor shall be responsible for all materials delivered and work performed until completion and acceptance of the entire work.
The contractor shall perform all its activities pursuant to this contract in a safe manner. The contractor shall assume responsibility on the job site for the actions of all its personnel and subcontractor(s) who are associated with performance on this contract. The contractor shall take adequate measures to prevent injury to the public or Authority property on the job site
The Contractor shall provide the CO with a written report of any accidents involving personal injury or property damage by 0800 the next working day following the accident. It is expected the Contractor will cooperate with Government safety officials regarding safety issues, problems or concerns.
Ladders: Protection pads shall be used by the contractor to prevent ladders from marring building surfaces. The contractor shall assure that all ladders comply with all current and applicable safety requirements and regulations.
K. GOVERNMENT FURNISHED ITEMS AND SERVICES:
Utilities: The Government will provide use of electrical and water for the purpose of operating and cleaning equipment: The Contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after using the required amount to accomplish cleaning of equipment.
Domestic drains and storm drains on the job site shall not be used to dispose of gasoline, paint, thinners, solvents, concentrated cleaning agents, or other hazardous materials.
Any requirements to shut off utilities to accomplish tasking in a safe environment must be coordinated through the on-sight point of contact to ensure the Fort Shafter facilities manager as well as building tenants are notified and sufficient time is provided for tenants to prepare for the utility shut down. An estimate length of time must be provided so that the building tenants can prepare for and implement their continuity of services and any recovery process.
L. PERMITS, ROYALTIES, AND LICENSES
The contractor shall, without additional expense to the Authority, be responsible for obtaining all licenses, certifications and permits which are necessary to fulfill the requirements of the Statement of Work.
The contractor shall also obtain and pay the costs of any royalties and licenses for any patented or copyrighted items used in the performance of work.
