Questions and Answers 3

Q1: Contractor has previously booked work that would conflict with the initial performance period for the Hickory. Request that the period in shipyard be slipped by two weeks: May 11 -July 17th.

A1: The date of the performance period is unable to be shifted.

Q2: There is a conflict between the pricing sheet and the statement of work. Items 5 and 6 do not agree.

A2: Please see the attached revised schedule labeled “HICKORY Schedule of Supplies or Services 3”.

Q3: There is a discrepancy in the solicitation regarding required submittal documents: On page 7 of 43 of the solicitation, #8 requires Pre-Award Drydock Calculations. On page 27 of 43 of the solicitation, It requires submittal of the Drydock Certification, and if requested during the pre-award survey, Pre-Award Drydock Calculations.

Is it necessary to include the calculations with the bid documents? It adds an additional financial burden to the bidding process by requiring the services of our Naval Architect to generate the numbers, whether or not the bidder is the successful candidate.

Alternatively, since these are preliminary numbers, could the pre-award calculations for a sister vessel (Maple or Fir) suffice?

A3: The bullet on page 7 should be removed. The information found on page 27 is correct. The Contracting Officer will request the Pre-Award Dry Dock Calculations if needed. They do not need to be submitted with your quote.

If requested, the pre-award dry dock calculations cannot be from a sister vessel.
